Nghe An dismisses a commune chairman

(Baonghean.vn) - Although there are no records or documents confirming that Dien Thai commune, Dien Chau district had ever transferred or sold land next to National Highway 7B to 3 households before the Land Law took effect, Mr. Trong still signed to confirm the issuance of red books to these households.

The People's Committee of Dien Chau district (Nghe An) has just disciplined and removed Mr. Nguyen Van Trong from his position as Chairman of the People's Committee of Dien Thai commune for violations related to land confirmation in the area.

Mr. Trong is 55 years old this year and has been Chairman of Dien Thai Commune People's Committee for nearly 9 years.

On the afternoon of June 4, speaking with a reporter from Nghe An Newspaper, Mr. Nguyen Van Trong said: "The disciplinary decision was from June 2. I have now returned home, but have not yet handed over the work."

According to the case file, on February 27, Mr. Trong, as Chairman of the People's Committee of Dien Thai commune, signed a document confirming that the commune had allocated 1,210 square meters of land next to National Highway 7B to 3 households before October 15, 1993 (when the 1993 Land Law took effect).

This land area belongs to the border area between Dien Thai commune of Dien Chau district and Hop Thanh commune of Yen Thanh district.

In this document, Mr. Trong also confirmed that after being allocated land, these households still cultivated on the allocated land area. The land allocation was confirmed by the management staff of each period, however, due to the long time, the land allocation records were lost. Regarding the administrative boundaries of this land plot, previously it was encroached upon and cultivated by some households of Dien Thai commune, but since November 7, 2016, the administrative boundaries of this land plot have been adjusted to the management of the People's Committee of Hop Thanh commune.

Based on this confirmation of Mr. Trong, the People's Committee of Hop Thanh commune submitted documents to grant land use right certificates to the above 3 households.
However, the inspection team of Dien Chau District People's Committee later determined that there were no documents showing that Dien Thai Commune People's Committee had ever allocated or sold land to the above 3 households. The former chairman of the Commune People's Committee and the cadastral officer of Dien Thai Commune at that time also confirmed that the commune had not allocated land to these 3 households.
Therefore, Dien Chau district requested the People's Committee of Dien Thai commune to cancel the document signed by Mr. Trong and requested Yen Thanh district to reconsider the issuance of land use right certificates to the above 3 households because the content of Mr. Trong's confirmation document was not true.
