This activity aims to ensure the maintenance of supply and stabilization of the domestic petroleum market in the coming time. Accordingly, the Provincial People's Committee requests the Department of Industry and Trade to preside over and coordinate with the Market Management Department, People's Committees of districts, cities and towns to strictly implement Official Dispatch No. 160/CD-TTg dated February 22, 2022 of the Prime Minister; direction of Deputy Prime Minister Le Van Thanh at the meeting on February 8, 2022; Direction of the Ministry of Industry and Trade in Official Dispatch No. 517/CD-BCT dated January 28, 2022, the meeting onensure gasoline supplydated February 9, 2022, Official Dispatch No. 593/BCT-TTTN dated February 10, 2022 and related documents of the Ministry of Industry and Trade on ensuring the supply of gasoline and oil and compliance with the law in gasoline trading; Preside over and coordinate with relevant units, localities and enterprises to monitor and grasp information on the situation of gasoline supply in the province; Promptly advise the Provincial People's Committee to direct in case of unusual fluctuations; Strengthen the inspection of law compliance in gasoline trading activities in the province; Detect and strictly handle violations to consider and decide to revoke the Certificate of qualified gasoline retail stores according to regulations.

The Department of Industry and Trade directs key traders and petroleum distributors in the area to proactively exploit the petroleum supply source, have plans and plans to reserve petroleum for the distribution system in the coming time; Reserve and supply promptly according to schedule and plan for franchisees, general agents, and agents, ensuring that there is no interruption in the petroleum supply source in the province; Share the supply source, adjust discounts reasonably to ensure no interruption in the petroleum supply source in the business system; maintain sales activities at the enterprise's petroleum retail stores, list prices and sell at the listed prices; provide enough petroleum for retail stores in the enterprise's distribution system.

Check and monitor petroleum business activities

In Official Dispatch 1804 dated March 21, the Provincial People's Committee requested departments, branches, People's Committees of districts, cities and towns to strengthen inspection and supervision of petroleum business activities.In particular, it is noted that the Market Management Department of Nghe An province coordinates with the Department of Industry and Trade to strictly implement the Government's telegram and instructions, and relevant documents of the Ministry of Industry and Trade on ensuring the supply of gasoline and oil and complying with the law in gasoline trading.

Strengthen inspection and closely monitor compliance with the law in petroleum business activities in the area, compliance with regulations on price posting and selling at the correct listed price, time of registration for sale, etc. Timely detect and strictly handle violations, especially acts of hoarding, price violations, arbitrary suspension of sales without written approval from the Department of Industry and Trade and other acts. Organize to receive feedback information via hotline and coordinate information exchange with other local authorities to promptly inspect, detect and strictly handle violations, including applying additional penalties of revoking the right to use the Certificate of qualified petroleum retail stores according to regulations, and closely monitor petroleum stores that have had their Certificates revoked.

The Provincial People's Committee also requested the Provincial Police and the Provincial Border Guard Command to coordinate with functional forces to strengthen inspection and strictly handle violations of the law related to illegal trading and business of petroleum products in the province. For the People's Committees of districts, cities and towns, it is necessary to coordinate with the Department of Industry and Trade to strictly implement the Government's directives and relevant documents of the Ministry of Industry and Trade on ensuring the supply of gasoline and oil and complying with the law in gasoline trading. Strengthen the work of capturing information and closely monitoring the sales of gasoline retail stores in the area, especially the opening and closing of gasoline stores according to the sales time registered with the Department of Industry and Trade and before the gasoline price adjustment cycle. Be responsible before the Provincial People's Committee if there is a situation where gasoline stores in the area arbitrarily stop selling without written approval, causing interruption and disruption of supply activities in the area.

Coordinate with the Market Management Department to promptly request traders with retail stores in the area to sign a commitment to strictly comply with the provisions of the law in petroleum business activities. In addition, the Department of Science and Technology strengthens the inspection and strict supervision of compliance with regulations on quality and measurement in petroleum trading; promptly detects and strictly handles violations. The Department of Information and Communications directs and guides media and press agencies to coordinate with relevant authorities in the area to fully and promptly inform consumers about the petroleum supply situation in the province, propagates and encourages businesses and people to use petroleum economically and effectively, contributing to stabilizing the petroleum market in the province.
