Nghe An gives opinions on support level and management of trade promotion funds

On the afternoon of May 13, under the chairmanship of comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to listen to and give opinions on the draft decision to replace Decision No. 34/2016/QD-UBND of the Provincial People's Committee promulgating regulations on the content, support level and management and use of funds to implement the trade promotion program in Nghe An province.

Decision No. 34/2016/QD-UBND of the Provincial People's Committee promulgating regulations on the content, support levels, management and use of funds to implement trade promotion programs in Nghe An province has been implemented, creating a legal basis for the management and use of trade promotion funds in the province.

However, recently the Government and the Prime Minister have issued legal documents with many new contents related to the field of trade promotion that need to be implemented locally; the Provincial People's Committee is directing the establishment of the Center for Investment, Trade and Tourism Promotion on the basis of merging 4 units under the departments and the Provincial People's Committee. Therefore, the provisions on the order of developing and appraising the management of funds to support the trade promotion program stipulated in Decision No. 34 are no longer appropriate.

The draft replacement decision consists of 3 chapters and 15 articles; The program includes trade promotion activities to develop foreign trade, domestic market trade promotion, and mountainous and border market trade promotion.

At the meeting, delegates said that the issuance of the Decision replacing Decision 34 is consistent with the regulations of the Central Government and suitable to the actual situation of the locality, which is the basis for management agencies, presiding units, units participating in the implementation of the provincial trade promotion program and other relevant agencies and organizations to implement.

The new draft adjusts the support level based on central regulations and in line with local budgets. Some provisions must be more specific and clear. The provincial mechanism should prioritize domestic products, limit foreign fair programs, etc.; build a mechanism to contribute to promoting development and benefiting Nghe An's trade.

After listening to the opinions of representatives of departments and branches, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh emphasized the need to issue regulations on the content, support level and management and use of funds to implement the trade promotion program in Nghe An province; at the same time, he requested the Department of Industry and Trade - the unit in charge of drafting the draft to receive the opinions of the delegates to review and synthesize them in accordance with the promulgated legal documents.
