Nghe An proactively focuses on preventing tropical depression
(Baonghean.vn) - On the afternoon of October 9, the Central Steering Committee for Disaster Prevention and Search and Rescue held an online meeting with coastal provinces on preventing tropical depressions that could strengthen into storms.
Comrade Hoang Van Thang - Deputy Minister of Agriculture and Rural Development, Deputy Head of the Central Steering Committee chaired the meeting. At Nghe An bridge, there were comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and other departments.
The meeting aimed to urgently implement the urgent dispatch No. 73/CD - TW of the Central Steering Committee for Natural Disaster Prevention and Control sent to the provinces to respond to the near-shore tropical depression.
According to the National Center for Hydro-Meteorological Forecasting, in the afternoon and night of October 9, the tropical depression is likely to strengthen into a storm, making landfall in the North Central provinces and causing heavy rain on land.
The Central Steering Committee for Natural Disaster Prevention and Control - National Committee for Incident and Disaster Response and Search and Rescue requests the Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of provinces, cities, ministries and branches to urgently deploy a number of contents:
By all means, notify and call on ships operating at sea to return to safe anchorage or shelter; resolutely prevent and do not let ships, vehicles, and rafts at anchorage and shelter go out to sea during the tropical depression; absolutely do not let people stay on rafts, watchtowers, or ships.
Proactively develop plans to ensure the safety of the sea dike system, especially the sections of dikes and embankments damaged in the recent storm No. 10.

Organize the evacuation of people from low-lying areas along rivers and streams, areas outside river banks and areas at risk of flooding and landslides before the storm makes landfall. Based on the actual situation of the locality, the Chairman of the Provincial and Municipal People's Committee decides to let students stay home from school to limit travel in the rain.
Check, review and be ready to deploy response plans for rain, floods, flash floods, landslides, non-vulnerable lakes, especially small reservoirs that are full of water managed by the locality to ensure safety for works and downstream areas.
Deploy the organization of bracing houses and warehouses and implement measures to ensure the safety of structures damaged by storm No. 10 that have not been repaired in time; prepare plans to ensure safety and restore power grid and communication problems before, during and after the storm.
Prepare rescue forces and vehicles to promptly deploy rescue when required.

At the meeting, Nghe An Maritime Port Authority reported on the situation and implementation of tropical depression prevention. Accordingly, the total number of ships and watercraft in the area is 60.
In Cua Lo port area, there are 21 cargo ships, 16 transfer ships at Vissai, 2 dredging construction ships at Vissai port, 9 transport ships, construction barges and about 20 fishing boats anchored at Cua Lo port hydropower plant. In Cua Hoi - Ben Thuy area, there are currently 9 cargo ships and 3 factory repair ships.
Nghe An Maritime Port Authority has issued an order to mobilize Clinker transport ships and construction vehicles in Nghi Thiet area to take shelter from natural disaster before 2:00 p.m. on October 9, 2017.
Notify 14 ships with a tonnage of 3,000 DWT or more anchored in Hon Ngu area to proactively prevent tropical depression combined with the Northeast monsoon. Notify ship owners and salvage units of sunken ships about the developments of tropical depression and the Northeast monsoon to have a response plan. Mobilize vehicles and equipment participating in the salvage to safely take shelter from tropical depression and organize a 24/7 on-duty team to grasp the developments of tropical depression to direct and coordinate timely prevention.
According to the report of the Department of Fisheries, by 3:00 p.m. on October 8, 2017, through reports from the Departments of Agriculture/Economy, up to now, communes/wards have grasped the impact of the tropical depression in the East Sea and notified fishing boats to proactively prevent and minimize damage./.
