Nghe An proposes solutions to improve PAR INDEX, SIPAS, PAPI indexes

(Baonghean.vn) - The Chairman of Nghe An Provincial People's Committee has just signed and issued an official dispatch to overcome shortcomings and limitations in administrative reform and implement tasks and solutions to improve the following indexes: PAR INDEX; SIPAS; PAPI in 2023.

Previously, on April 12, 2023, the United Nations Development Program in Vietnam held a conference to announce the Provincial Governance and Public Administration Performance Index (PAPI) report in Vietnam in 2022. Accordingly, Nghe An province ranked 17th out of 63 provinces and cities nationwide (down 2 places compared to 2021).

On April 19, 2023, the Government's Steering Committee for Administrative Reform (PAR) held a conference to announce the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) and the PAR Index (PAR INDEX) in 2022 of Ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities. Accordingly, Nghe An province's PAR ranking ranked 16th out of 63 provinces and cities (up 1 rank compared to 2021); SIPAS Index ranked 14th out of 63 provinces and cities (up 21 ranks compared to 2021).

To overcome shortcomings and limitations in administrative reform work and improve indicators in 2023, the Chairman of the Provincial People's Committee requested Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to focus on implementing the following contents:

About the administrative reform index (PAR INDEX)

Focus on implementing well the tasks in the State Administrative Reform Plan of Nghe An province in 2023 (issued with Decision No. 4288/QD-UBND dated December 29, 2022 of the Provincial People's Committee), ensuring that the completion rate of the province's 2023 administrative reform plan must reach 100%;

Leaders and direct cadres, civil servants and public employees to register new initiatives and solutions in administrative reform implementation of agencies and units. Each agency and unit has at least 02 initiatives and experiences sent to the Department of Science and Technology to submit to the Provincial Initiative Council for consideration and submission to the Provincial People's Committee for recognition.

Complete the handling of all legal documents (QPPL documents) issued in violation of the law. Improve factors affecting the quality of QPPL documents issued by People's Councils and People's Committees at all levels such as: Consistency and uniformity; rationality of QPPL documents; feasibility and timeliness in detecting and handling inadequacies and problems in organizing the implementation of QPPL documents.

Timely resolve administrative procedure records (TTHC) at all 3 levels on the Provincial Administrative Procedure Information System; publicly announce the results of handling administrative procedures on the Provincial Administrative Procedure Information System; promptly publicize administrative procedures announced by the Chairman of the Provincial People's Committee, ensuring that 100% of administrative procedures under the authority of the provincial authorities are publicly disclosed, complete, and in accordance with regulations at the places of receiving and handling administrative procedures and on the Portal/Electronic Information Page (TTĐT) of the province and agencies and units; Enter and publicly post administrative procedures in accordance with regulations into the National Database after announcement.

Fully and correctly implement the regulations on organizational structure according to the Government's regulations and the instructions of the Central Ministries and branches. Implement the goal of reducing the number of public service units. Improve factors affecting the organizational structure through sociological surveys such as: Implementing the Working Regulations of the Provincial People's Committee; Reasonableness in arranging and perfecting the organizational structure of agencies and units under the province's authority; Reasonableness in decentralizing the implementation of state management tasks between the province and the district.

Strictly implement the discipline and administrative discipline of cadres, civil servants and public employees. Issue full documents to complete regulations on job positions of agencies and organizations under management. 100% of the province's administrative agencies and organizations correctly implement the structure of civil servant ranks according to approved job positions. 100% of the province's public service units correctly implement the structure of public employee job titles according to approved job positions. Implement the process of recruiting civil servants at provincial-level professional agencies, district-level and commune-level administrative units; recruiting public employees at public service units under the province according to regulations. Improve factors affecting the civil service team through sociological surveys such as: Negative situations, openness and transparency in recruitment and appointment of civil servants and public employees; professional capacity, sense of responsibility and service attitude, the situation of taking advantage of positions and powers for personal gain; Effectiveness in policies to attract talented people into the administrative apparatus.

Implement the disbursement of the annual state budget investment plan to achieve a disbursement rate of 100% of the assigned plan; use the state budget correctly, without any violations in the use of state budget resources. Implement and overcome recommendations after inspection, examination, and state audit on finance and budget, ensuring compliance with requirements. Ensure the reduction rate of direct expenditure from the state budget for public service units. Improve factors affecting public finance management through sociological surveys such as: Practicing thrift, combating waste in the management and use of funds of agencies and units; the effectiveness of management and use of public assets; the effectiveness of implementing the autonomy mechanism on the use of administrative management funds; the effectiveness of implementing the autonomy mechanism at public service units.

Strengthen the implementation of online public services at all three levels; increase the rate of online payment; apply and use software for direction and administration. Continue to implement the province's e-Government Architecture, ensuring efficiency and compliance with regulatory requirements. Upgrade and complete the provincial administrative procedure settlement information system with full functionality, operating interconnectivity at 100% of provincial, district, and commune-level units and the National Public Service Portal.

Focus on completing socio-economic development targets assigned by the Provincial People's Council.

Continue to focus on investing in improving facilities, adding more equipment to serve organizations and individuals, especially at the One-Stop Departments at district and commune levels, ensuring that they are spacious, neat, clean, and airy; fully equipped with clear, easy-to-see signs and instructions; enough seats for organizations and individuals to work; and fully equipped and easy-to-use equipment to serve organizations and individuals.

Implement well the posting, publicizing and informing of the process of handling administrative procedures (Posting and publicizing administrative procedures fully, clearly, accurately, ensuring they are easy to see, easy to see and easy to look up).

Strengthen information and propaganda work on policies, forms of receiving and returning results of administrative procedure settlement in different forms; improve the quality of operations of electronic information portals/pages of agencies and units.

Promote the effective provision and exploitation of online public services; strengthen information, user guidance and solutions to support and help people use online public services.

Continue to review, simplify or propose to simplify, reduce documents, forms, procedures, reduce implementation time to ensure the most favorable conditions, no inconvenience, reduce costs for organizations and individuals in handling administrative procedures; strengthen measures to guide, support, and advise organizations and individuals in handling administrative procedures.

Comply with regulations in handling administrative procedures according to the one-stop and one-stop mechanism; overcome the situation of handling overdue records.

Strengthen inspection activities to rectify discipline, administrative discipline, promptly handle violations of standards of conduct, communication attitude, internal rules, working hours. Detect and strictly handle cases of officials and civil servants who add additional components to the dossier outside of regulations, causing difficulties, harassment, and negativity. Strictly implement procedures and regulations on guidance and supplementing dossiers to prevent people and organizations from having to go back and forth many times; strictly and promptly implement regulations on notification and apology for overdue dossiers.

Regularly train to improve qualifications, professional skills, communication skills, and practice the culture of apologizing to organizations and individuals when officials and civil servants make mistakes. Officials and civil servants must have a friendly, gentle, polite attitude, support, and provide enthusiastic and thoughtful guidance when organizations and individuals come to work.

Regularly carry out inspection and examination activities of public services, focusing on implementing the responsibilities of heads of state administrative agencies at all levels and public service units in administrative procedure reform; in handling administrative procedures and providing public services to organizations and individuals, it is necessary to ensure that the handling results are in accordance with regulations, accurate and fair; resolutely handle or propose strict handling of violations according to regulations;

Improve and enhance the effectiveness of channels for receiving comments, handling feedback and recommendations from organizations and individuals regarding the implementation of administrative procedures. Assign officers, civil servants and public employees to be on duty to receive, answer, guide and resolve issues that organizations and individuals have difficulties and problems with; promptly receive, handle, resolve and respond to comments, feedback and recommendations from organizations and individuals.

On the Public Administration Performance Index (PAPI)

Strengthen propaganda activities to raise awareness among cadres, civil servants and public employees about the meaning and importance of the PAPI index in the activities of state administrative agencies. Strengthen propaganda activities, dissemination and legal education for the people.

Implement well the Grassroots Democracy Regulations, enhance the role of supervision and inspection of the people in proactively participating in decision-making of authorities at all levels and repairing public works, especially those directly related to the people. Strengthen the form of dialogue between state agencies and the people; receive and satisfactorily resolve citizens' petitions.

Publicity and transparency in socio-economic development planning, land use planning, compensation price framework; timely settlement of complaints, denunciations, reflections and recommendations of people right from the grassroots level.

Enhance the responsibility and determination to reduce corruption of all sectors and levels; Promote the role of the People's Inspectorate, Investment Board and Community Supervision Board of communes, wards and towns; continue to strengthen and improve the quality of supervision and criticism of the People's Council, the Fatherland Front and mass organizations at all levels.

Improve the quality of operations of the Provincial Public Administration Service Center and the One-Stop Shop at the district and commune levels; continue to urge the review and propose to reduce the number of documents and time to perform administrative procedures at all levels.

Improve the quality of public service provision to people, create favorable conditions for people to use public services, especially services in education, health care, clean water, etc., improve the quality and effectiveness of environmental protection work.

Promote administrative reform, enhance the responsibility of leaders, strengthen dialogue; continue to build and perfect e-government, digital transformation, and improve the quality of operations of state agencies.
