Nghe An proposes 3 groups of issues related to the National Assembly's supervisory activities

Improve the quality and effectiveness of monitoring work

Based on research and proposals of the Standing CommitteeNational AssemblyIn 2022, the National Assembly and the National Assembly Standing Committee will conduct supervision focusing on 4 topics. Including 2 topics of the National Assembly's supreme supervision on the implementation of legal policies on planning work and the implementation of legal policies on practicing thrift and combating waste in the period 2016 - 2021.

The National Assembly Chairman said that the National Assembly will mobilize central agencies, National Assembly delegations, and People's Councils of 63 provinces and cities nationwide to participate in supervising four topics.

Requirements for supervision must be effective, efficient, and follow up on the issues being supervised; all functional agencies and forces must be mobilized to participate in supervision activities.

Supervision must make comments and assessments that closely reflect the practical situation of each field; make sharp recommendations and proposals; and closely monitor the implementation of supervisory recommendations by competent agencies, in order to create fundamental changes in each field, meeting the legitimate demands and aspirations of the people and voters as well as the requirements of the Party and State.

"The new feature in this supervision activity is that the National Assembly Standing Committee requires that when detecting signs of violations in all fields, the files be transferred to the relevant agencies to improve the National Assembly's supervision capacity," the National Assembly Chairman emphasized.

The National Assembly Chairman set out the requirements that the supervision method must be scientific and closely organized; the officers participating in the supervision must have courage and the National Assembly will also have a way to re-supervise those performing the supervision task.

Agencies and organizations participating in supervision are required to focus resources, implement specific plans, coordinate closely and ensure progress requirements of the National Assembly and the National Assembly Standing Committee.

In the process of implementing the reduction of administrative procedures and increasing the application of information technology, it is necessary not to affect or inconvenience the normal operations of agencies, organizations and monitored subjects, especially in the current conditions of fighting the Covid-19 epidemic.

After the speech of the National Assembly Chairman, the conference heard some results of the National Assembly's supervisory activities in recent times and listened to many discussions from the National Assembly agencies, the Government, central ministries and branches and some localities regarding some experiences in supervisory activities as well as difficulties and problems related to the effectiveness and efficiency of the supervisory activities of the National Assembly in general and of People's Councils at all levels in particular.

Highly agreeing with the resolution and supervision plan of the National Assembly and the National Assembly Standing Committee on the four key topics in 2022, opinions also made a number of proposals and recommendations to ensure the National Assembly's supervision activities in general and the effective implementation of the four planned supervision topics in particular.

Proposals of Nghe An province

Participating in the discussion at the conference, on behalf of Nghe An province, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed that the National Assembly's supervisory activities over time have had many positive impacts on practice, especially through supervision, it has proposed to supplement and amend many regulations, mechanisms and policies of the National Assembly and the Government.

The Standing Vice Chairman of the Provincial People's Committee also proposed 3 groups of contents to the National Assembly. Specifically, the National Assembly needs to continue to study and perfect the legal system on supervision, clarify the scope and subjects of supreme supervision, enhance the synchronization, effectiveness and efficiency of forms of supervision; focus on supervising major and urgent issues in economic and social life.

Along with that is the research to develop a set of evaluation criteria, specific and clear regulations on sanctions for handling responsibilities based on the level of completion of supervision recommendations. Strengthening the "post" supervision work in 2 aspects, supervising the implementation of supervision resolutions and reviewing the implementation of recommendations after supervision.

Regarding the supervision of 4 topics of the National Assembly and the Standing Committee of the National Assembly in 2022, although independent supervision is required by the National Assembly Delegation and People's Councils of localities, when organizing supervision, the People's Committee of the same level needs to organize a joint working session.

The Standing Vice Chairman of the Provincial People's Committee also recommended that the National Assembly, the National Assembly Standing Committee and the National Assembly Committees in the local supervision process pay attention to supervising the implementation of the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province, which will be approved at the 2nd session of the 15th National Assembly, creating conditions to help Nghe An complete the goals and tasks of Resolution No. 26/NQ-TW dated July 30, 2013 of the Politburo and Notice No. 55/TB-TW dated July 20, 2019 of the Politburo on the preliminary review of 5 years of implementing Resolution No. 26/NQ-TW./.
