Nghe An introduces the Methodology Report of the Competitiveness Index at the Department, Sector and Local Levels
(Baonghean.vn) - The Department, Sector and Local Competitiveness Index (DCCI) provides tools and information for the business community to assess the quality of economic management and administration of provincial and district agencies.
On the morning of May 23, in Vinh City, the Center for Investment, Trade and Tourism Promotion in coordination with the Vietnam Federation of Commerce and Industry (VCCI), Nghe An branch, organized a conference to introduce the Methodology Report of the Competitiveness Index of provincial departments, branches, and People's Committees of districts, cities, and towns (DDCI) of Nghe An province in 2022.

Currently, to measure the level of improvement of the business investment environment and administrative reform, there are many sets of indexes announced at the national level, specifically: Provincial Competitiveness Index (PCI) organized by the Vietnam Federation of Commerce and Industry (VCCI), Administrative Reform Index (PAR-Index) to monitor and evaluate administrative reform activities of ministries, ministerial-level agencies and provinces and cities.
The Provincial Governance and Public Administration Performance Index (PAPI) has been implemented by the United Nations Development Program (UNDP) in Vietnam and the Vietnam Fatherland Front since 2011; the Satisfaction Index of People and Organizations with Public Administration Services (SIPAS) is issued by the Ministry of Home Affairs.

In the spirit of implementing Resolution No. 02/NQ-CP dated January 10, 2022 of the Government on key tasks and solutions to improve the business environment, enhance national competitiveness and the project to improve the business investment environment, enhance the efficiency of investment attraction in Nghe An province, period 2021-2025, Nghe An Provincial People's Committee issued Plan No. 665/KH-UBND dated September 29, 2022 on "Building a set of indexes and surveying, assessing the competitiveness of departments, branches and localities (DDCI) in Nghe An province in 2022". This is a breakthrough and drastic step of the provincial leaders towards improving the investment and business environment and enhancing competitiveness in a comprehensive and sustainable manner.

The DCCI Index plays a great role and significance because it provides tools and information for the business community to systematically evaluate the quality of economic management and administration of provincial departments, branches, and district People's Committees, and at the same time, measure satisfaction with the investment and business environment and perceptions of business prospects in Nghe An.

At the conference, experts from Economica Vietnam - a consulting unit specializing in DCCI, VCCI introduced the meaning, detailed methods, implementation steps... to help departments, branches, sectors, and localities grasp the goals and contents of the competitiveness index at the department, branch, sector, and local levels, thereby promoting the spirit and responsibility in handling administrative procedures for people and businesses.

In addition, the assessment of the competitiveness of provincial departments, branches and sectors and the People's Committees of districts, cities and towns of Nghe An province is the basis for relevant departments, branches and sectors to study solutions to improve the annual provincial competitiveness index, and at the same time, propose solutions to rectify and overcome the limitations and shortcomings of the surveyed fields.

As for businesses, through survey and evaluation activities, provincial leaders and departments, branches and localities can clearly see the positive aspects, shortcomings and limitations to overcome, thereby improving the quality of public administration activities./.
