Nghe An completes execution of 162 corruption and economic cases in 2023
(Baonghean.vn) - On the morning of November 27, the Provincial People's Committee held an online conference to summarize the work of civil and administrative judgment enforcement in 2023 and deploy tasks in 2024. Comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Civil Judgment Enforcement Steering Committee chaired.

NUMBER OF ENFORCEMENT CASES INCREASED COMPARED TO THE SAME PERIOD
In 2023, despite many difficulties, however, implementing the direction of the Government, the Ministry of Justice and the leadership of the Nghe An Provincial Party Committee, the Provincial People's Committee has directed the Provincial Civil Judgment Enforcement Department, departments, branches and localities to deploy many synchronous, comprehensive and drastic solutions to successfully complete the targets and tasks of civil and administrative judgment enforcement.
Specifically, regarding the task of enforcing civil judgments, in 2023, the whole province had 21,567 cases to be enforced, with a total amount of more than 2,323 billion VND, of which 16,896 new cases were accepted in the year and more than 1,069 billion VND. The result was the completion of 16,164 cases/18,840 cases and more than 611 billion VND out of a total of 1,231 billion VND with conditions for enforcement. Compared to the same period in 2022,Completed 1,105 more cases and 76 billion VND higher.
For the enforcement of credit and banking cases, the year must be enforced.545 cases, with a total amount of over 1,229 billion VND. Of which, 397 cases with over 648 billion VND are eligible for enforcement. As a result, 109 cases have been enforced, corresponding to an amount of over 252 billion VND.

In addition, in 2023, there will be 520 cases with a total amount of more than VND 118 billion in criminal cases of corruption and economic crimes requiring asset recovery. Of these, 351 cases with more than VND 49 billion are eligible for enforcement. Despite many difficulties, civil enforcement agencies have resolved 162 cases, equivalent to more than VND 19 billion.
Civil enforcement agencies have also issued decisions to apply compulsory measures to enforce judgments in 202 cases; in 31 cases, after issuing decisions to apply compulsory measures, the parties voluntarily enforced the judgments; the number of cases requiring compulsory enforcement was 171 cases. Of these, 106 cases were successfully enforced; and 65 cases are expected to be enforced in the near future.

At the conference, representatives of a number of civil enforcement agencies and units at the points of connection also gave many comments to improve the effectiveness of civil enforcement. Some opinions said that in the current context, disputes, bad debts, and broken savings clubs have many complicated developments, so there should be specific mechanisms and policies to improve the effectiveness of management work. It is necessary to promptly amend and supplement the legal provisions related to civil enforcement, remove difficulties and obstacles from practice, create a synchronous and unified legal corridor, contributing to improving the effectiveness of civil enforcement.
In particular, pay attention to and strengthen the material facilities for the civil judgment enforcement sector, especially investing in the construction of 11 evidence warehouses to meet the requirements of performing tasks. At the same time, consider not reducing the staff of civil judgment enforcement agencies in the area (from 2016 to present, the provincial civil judgment enforcement sector has streamlined 26 staff).

Some opinions also suggested that the agencies conducting the proceedings during the investigation, prosecution and trial should promptly apply measures to search for, seize, freeze and temporarily detain assets to ensure the recovery of damages and State assets in criminal cases of corruption and economic crimes. It is necessary to improve the effectiveness of propaganda so that people do not participate in illegal wards and savings groups, avoiding disputes when savings groups break down, causing difficulties in recovering assets...
TASKS OF THE WHOLE POLITICAL SYSTEM
In his concluding remarks, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Civil Judgment Enforcement Steering Committee acknowledged the results that the civil judgment enforcement sector has achieved in the past time. Although 2023 is a year full of fluctuations, economic difficulties, legal awareness of litigants who must enforce judgments is still limited...

Acknowledging the comments of representatives of agencies and units, comrade Le Hong Vinh also directed the units to do a good job of advising the Party Committee and the government in organizing the execution of judgments, identifying this as the task of the entire political system, not just the civil judgment enforcement agency; focusing on directing the resolution of cases that have the conditions to be executed but deliberately refuse to be executed.
At the same time, advise local Party committees and authorities in receiving people, resolving complaints and denunciations; especially in localities with many matters and a lot of money that need to be executed.
The sector needs to continue to focus on improving the quality of its staff, strengthening discipline in the enforcement of civil and administrative judgments; enhancing training and fostering professional skills; strictly implementing the financial and evidence management regime in accordance with the provisions of law; promptly praising and rewarding individuals with outstanding achievements in the enforcement of judgments...

The Standing Vice Chairman of the Provincial People's Committee also requested departments, branches, sectors and localities to actively coordinate and support competent agencies in the enforcement of civil and administrative judgments. Strengthen responsibility in directing and directly enforcing judgments; in the immediate future, focus on completing pending judgments.
Strengthening coordination, promoting the role of sectors and levels in the enforcement of judgments, having a mechanism to protect and ensure safety for the forces participating in enforcement. In particular, it is necessary to study and build a common evidence warehouse, ensuring protection, avoiding damage and loss.
Continue to review to amend, supplement or sign and effectively implement coordination regulations, thereby promoting the role and responsibility of sectors and levels in the enforcement of civil and administrative judgments. Avoid complicated and prolonged cases that affect the socio-economic, security and political situation in the province.
On this occasion, 5 collectives and 5 individuals with outstanding achievements in civil and administrative judgment enforcement in 2023 received Certificates of Merit from the Chairman of Nghe An Provincial People's Committee.
