Nghe An: Mobilizing the strength of the entire political system to complete the tasks of Project 06

Nghe An Provincial Party Committee has just issued Official Dispatch No. 1495 on promoting the implementation of Decision No. 06 QD/TTg.

Accordingly, in recent times, Party committees, Party organizations, and authorities at all levels have focused on leading and directing the implementation of Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (abbreviated as Project 06), initially achieving a number of important results, creating changes in the awareness of the entire political system and people about the meaning and importance of the project. To date, 23/25 essential public services have been implemented, of which 100% of the records in the field of permanent, temporary, temporary absence, and residence registration have been received on the public service portal; the whole province has issued more than 2.535 million citizen identification cards and nearly 313 thousand electronic identification accounts; 100% of health insurance medical examination and treatment facilities look up health insurance card information using citizen identification cards...

However, the implementation of Project 06 still has some shortcomings and limitations. Party committees and heads of some units and localities have not fully recognized the important role of the project in socio-economic development, and still have the idea that Project 06 is the sole responsibility of the police force. Therefore, political determination is not high, direction is not strong; inspection, supervision, guidance and urging of implementation are not regular. Some departments, branches, Party committees and district-level authorities have not issued specific instructions and guidance documents, so lower-level local agencies and units are still confused and passive in the implementation process or have not implemented it. For online public services, the rate of files processed online is still very low, the whole province only reaches 5.62%.

Project 06 has a wide scope and influence on many sectors, fields and all localities from the provincial to the communal level, and has been regularly and resolutely directed by the Government, ministries and central branches. Currently, the project is entering the key stage of 2022, the tasks are very urgent. In particular, implementing the provisions of the 2020 Law on Residence, household registration books and temporary residence books will expire after December 31, 2022, and will be replaced by transaction methods using information (such as citizen identification cards, electronic identification...) when performing administrative procedures and civil transactions.

In order to lead and direct the implementation of the goals and tasks of Project 06 according to the Government's roadmap, especially to complete the targets and tasks of the project in 2022, the Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, departments, branches, the Fatherland Front and socio-political organizations, district, city, town Party committees, and affiliated Party committees to well implement the following contents:

1.Promote dissemination and dissemination to Party cells, Party members, cadres, civil servants, public employees, and armed forces to grasp the goals, requirements, significance, role, and importance of Project 06. Identify the implementation of the project as the responsibility of the entire political system from the province to the grassroots level; effectively implementing Project 06 is a breakthrough content to realize the goals of national digital transformation, administrative procedure reform, creating the most favorable conditions for people and businesses, and promoting socio-economic development of the province.

2.Heads of Party committees, Party organizations, authorities at all levels, cadres, Party members, civil servants, public employees, and armed forces must uphold their responsibility to set an example and take the lead in registering, activating, and using public service accounts, electronic identification accounts, and VneID applications to serve administrative procedure settlement and civil transactions, especially to complete the target of 25 essential public services according to Project 06 in 2022; at the same time, strengthen propaganda to relatives, families, and residents to understand and participate in the implementation. Before December 1, 2022, cadres, Party members, civil servants, public employees, armed forces, teachers, students, and pupils of schools, and workers in industrial parks and factories must complete the registration and activation of level 2 electronic identification accounts.

3.Focus on directing and mobilizing the strength of the entire political system from the province to the grassroots level, in which the People's Public Security force is the core force, coordinating to complete the tasks of Project 06, specifically:

- Continue to vigorously implement the work of "cleaning" data and ensuring that data is always "correct, sufficient, clean, and alive". Departments, branches, and localities promote responsibility, proactively coordinate, and unify methods of reviewing, checking, and comparing in a scientific and flexible manner, especially focusing on comparing information from population data with other specialized data (such as judicial, health, tax, insurance, education, traffic, land data, etc.).

- District, city and town Party Committees direct district-level departments, branches and organizations to coordinate with the police force to organize basic investigations, review, make lists and collect citizen information in the area with the motto "go to every alley, knock on every door" (such as citizen identification information, personal identification, number of citizens who have not yet established an electronic identification account, medical data, vaccination, social insurance, driver's licenses, vehicle registration...). Coordinate to organize the collection of records and issue citizen identification, electronic identification, determined to complete the targets in 2022, creating favorable conditions for people to carry out administrative procedures and civil transactions.

- Proactively inspect and fully prepare contents and conditions for the implementation of the provisions of the 2020 Law on Residence, especially for household registration books and temporary residence books (expired after December 31, 2022). Review, amend, supplement, replace or issue new regulations related to household registration books, temporary residence books or require the presentation of papers and documents confirming residence to comply with the 2020 Law on Residence. Direct the citizen reception department, "one-stop shop", and public administration centers to strictly implement the regulations, and at the same time guide and create favorable conditions for people in the process of carrying out administrative procedures when abolishing household registration books and temporary residence books, not allowing complicated situations to arise.

4.Ensure human resources to meet the requirements of implementing the tasks of Project 06, especially at the commune level. Prioritize budget allocation and have a flexible mechanism in investment for fast and effective implementation, ensuring the progress of the project. Pay attention to and motivate the forces directly implementing the project; promptly commend and reward advanced models, seriously criticize, rectify and handle violations.

5.The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to direct agencies and units to connect, synchronize, share data, ensure information security and safety; deploy solutions to increase the rate of implementation of online public services; direct departments and branches (Department of Justice, Department of Health, Department of Labor - Invalids and Social Affairs, Department of Natural Resources and Environment, Provincial Police, Provincial Social Insurance...) to proactively grasp the implementation of Project 06 at the grassroots level, study solutions to overcome difficulties, improve the effectiveness and results of the project's tasks, promptly issue specific and detailed directives and instructions for subordinate units and localities to implement in a unified and effective manner. Proactively arrange funding to effectively implement the project's tasks in the locality.

6.The Provincial Fatherland Front Committee and provincial-level socio-political organizations direct cadres, union members, and association members to coordinate with the police force to effectively implement the tasks of Project 06; establish working groups to directly propagate, mobilize, and guide people to register, activate, and use public service accounts, electronic identification accounts, and VNelD applications to serve the settlement of administrative procedures and civil transactions.

7.Heads of agencies, units and localities must regularly directly direct, inspect, guide and urge the implementation of tasks of Project 06 according to assignment and decentralization; be responsible to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee for the results and progress of Project 06 implementation of the agencies, units and localities under their charge.

8.The Provincial Public Security Party Committee shall preside over and coordinate with relevant agencies and units to monitor, inspect, guide and urge the implementation of this Official Dispatch, summarize the situation and results, report to the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and advise on reports to Central agencies according to regulations.
