Nghe An: Prosecution and emergency arrest of commune chairman for creating fake documents to build a village cultural house
(Baonghean.vn) - On October 6, Nghe An Police said: Quy Hop District Police have just broken up a case, prosecuted 4 defendants for the crime of "Taking advantage of position and power while performing official duties", including 1 Commune Chairman.
The four defendants include: Nguyen Van Hoat, born in 1967, residing in Phuong hamlet, Nghia Xuan commune, Quy Hop district (Chairman of Nghia Xuan commune People's Committee); Truong Van Chinh, born in 1963, residing in Phuong hamlet, Nghia Xuan commune, Quy Hop district (formerly Chairman of Nghia Xuan commune People's Committee from 2015 to 2020, now retired); Hoang Thi Huong Thao, born in 1975, residing in Lien Xuan hamlet, Nghia Xuan commune, Quy Hop district (Director of Hoang Phuc Nghe An Company Limited, headquartered at her private home in Lien Xuan hamlet, Nghia Xuan commune); Nguyen Anh Tho, born in 1953, residing in block 07, Quy Hop town, Quy Hop district (executive member of Hoang Phuong Construction Investment Consulting Joint Stock Company).

Previously, in June 2022, through the work of grasping the situation, the police force discovered the act of taking advantage of positions and powers while performing official duties in the implementation of the National Target Program on Sustainable Poverty Reduction (Program 135/CP) in Nghia Xuan commune, Quy Hop district. Realizing that this was a case that directly affected the interests of the people and caused bad public opinion, the leaders of Nghe An Provincial Police directed Quy Hop District Police to file a case.

Investigation results determined: In 2018, Mr. Truong Van Chinh (Chairman of Nghia Xuan Commune People's Committee) and Mr. Nguyen Van Hoat (Vice Chairman of Nghia Xuan Commune People's Committee) took advantage of their positions and powers to direct the design and technical economic reports for 02 projects under Program 135/CP including: Project to build auxiliary works of Mo Hamlet Cultural House (with a total investment of 578,782,000 VND) and Project to build auxiliary works of Dot Tan Hamlet Cultural House (with a total investment of 466,936,000 VND).

However, in reality, some construction items had been built and put into use by the people of Mo and Dot Tan hamlets with contributions from the people. Therefore, the subjects conducted fake acceptance and created fake settlement documents to withdraw money from the State budget for the above 02 projects.
According to the appraisal results of the authorities, the false establishment of construction items in the auxiliary project of the Cultural House of Mo hamlet caused a loss to the State of 141,552,972 VND. The auxiliary project of the Cultural House of Dot Tan hamlet is still being appraised by the authorities.

The Investigation Police Agency of Quy Hop District Police has executed an arrest warrant for Nguyen Van Hoat, applied preventive measures to prohibit the suspects Truong Van Chinh, Hoang Thi Huong Thao and Nguyen Anh Tho from leaving their place of residence; at the same time, searched the residences and workplaces of the above suspects to collect documents and evidence to serve the investigation to expand the case.
