Nghe An proposes the Government to increase support for new rural construction

(Baonghean.vn) - On the morning of December 29, under the chairmanship of Prime Minister Nguyen Tan Dung, the Government continued its online conference with localities to implement the National Assembly's Resolution on socio-economic development tasks and state budget estimates for 2016.

Attending at Nghe An bridge point were comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and leaders of provincial departments and branches.

At the meeting, local leaders continued to contribute opinions to the report and draft Resolution, and made recommendations to effectively implement the 2016 Socio-Economic Development Plan and budget estimates.

Ministers and Deputy Ministers of ministerial-level agencies answered questions and recommendations from localities and contributed opinions to the Report and draft Resolution, focusing on a number of issues such as: upgrading transport infrastructure, administrative reform, streamlining payroll, budget revenue and expenditure, housing support policies for people with revolutionary contributions, solutions to cope with natural disasters and climate change, etc.

Minister of Transport Dinh La Thang affirmed that in the coming time, the airport, terminal and parking systems will be upgraded.

Minister of Finance Dinh Tien Dung requested ministries, branches and localities to properly manage budget revenue and expenditure, strengthen inspection, examination and document processing.

On behalf of the leaders of Nghe An province, Chairman of the Provincial People's Committee Nguyen Xuan Duong reported on the achievements of the province in the period of 2011 - 2015 with 24/27 targets on socio-economic development achieved and exceeded. The total product in the province increased by 7.43%, higher than the growth rate of the last 5 years. Investment attraction grew strongly, with many large-scale projects and large total investment of investors with strong brands.

Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee proposed the Government to increase the level of support for new rural construction for localities.

The Chairman of the Provincial People's Committee also requested the Government to direct and encourage enterprises to invest heavily in agriculture and rural areas, and increase the level of support for new rural construction for localities. It is requested that the Central Government continue to pay more attention to allocating resources to support the province in implementing the poverty reduction program; especially capital for infrastructure construction, preferential credit, support for production development, job creation, and income increase for workers and poor households. It is recommended that the Government soon allow the adjustment of the scale of investment items of hospital projects according to the following principles: Investment items are in accordance with approved planning, the investment objectives of the project are guaranteed, the total investment does not exceed the total approved investment (if it exceeds, the local budget will balance it).

Concluding the Conference, Prime Minister Nguyen Tan Dung highly appreciated the contributions of local delegates, Ministers and Deputy Prime Ministers, and assigned the Ministry of Planning and Investment and the Government Office to absorb the opinions to complete the draft Resolution.

The Prime Minister affirmed that in 2015, with the efforts of the entire Party, the entire army and the entire people, our country overcame many challenges, responded to many complicated developments both at home and abroad, and achieved many important results in almost all fields, including economy, culture, education, health, national defense, security, etc. These are the premises and favorable conditions for us to strive for better and more solid results in 2016 and the 2016 - 2020 period. However, there are still many limitations and difficulties such as national competitiveness not meeting requirements, limited investment resources for development, etc.

The Prime Minister emphasized that in the context of deep integration into the global economy with intertwined advantages and challenges, all levels and sectors need to make more efforts, promote the achievements and experiences gained in practice, perfect institutions and mechanisms, control inflation well, stabilize the macro-economy, turn difficulties and challenges into advantages, and strive to successfully complete the set goals.
