Nghe An seeks opinions on draft Law on Mobile Police

Draft LawThe Mobile Police consists of 5 chapters and 32 articles, the basic content of which is built on the basis of closely following the solutions of the 4 policies approved by the National Assembly and the Government; inheriting the relevant regulations of the 2013 Mobile Police Ordinance. In addition, new regulations are added to suit the practical requirements of the Mobile Police's operations.

Commenting on the draft Law, delegates said that the development and promulgation of the Law on Mobile Police aims to institutionalize the viewpoints and policies of the Party and State on building a revolutionary, disciplined, elite, and modern Mobile Police force.

Accordingly, the delegates basically agreed with the provisions in the draft Law on the duties and powers of the Mobile Police; at the same time, they proposed to specify more specifically the powers of the Mobile Police, especially the contents related to human rights and civil rights to ensure strict compliance with current laws.

Delegates suggested that it is necessary to clarify the three connotations of "specific", "special" and "elite" of the Mobile Police force, to clarify the position and role of the Mobile Police force compared to other forces in the People's Public Security, thereby highlighting the need to promulgate a separate law for this force.

Regarding the position and function of the Mobile Police, it is recommended to edit the content to correctly reflect the position and function of the Mobile Police as a special force, only used when absolutely necessary; clarify the core role, use of armed measures, and specialized role in protecting national security; clarify the regulation that the Mobile Police mainly implement armed measures to avoid overlapping with the functions and tasks of other specialized forces in protecting national security.

At the same time, it is recommended to carefully review the equipment and policies for the Mobile Police and the responsibilities of authorities at all levels, to ensure that this force fulfills its assigned tasks, while at the same time, being consistent with reality, within the scope and authority of authorities at all levels to ensure feasibility...
