(Baonghean.vn) - In Decision No. 93/QD-TTg dated February 15, 2023 of the Prime Minister approving the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province to 2040, this is one of the projects that will be prioritized for investment and construction in the first phase.

Accordingly, in the priority investment and construction projects in the first phase as indicated in Decision No. 93/QD-TTg, on technical infrastructure, focusing on seaports, railways, roads, etc.

For railways, a new transit station combined with a Depot - ICD and logistics center will be built in Nghi Yen commune, the intersection of Road D4 and National Highway 1A.

ICD (Inland Container Depot) is a dry port, dry port, inland port, or simply Depot. An inland port is a part of the transport infrastructure, a hub for organizing containerized cargo transportation associated with the operations of seaports, international airports, international road and railway border gates.

Dry ports are considered an important link in multimodal transport, contributing to reducing transportation costs and reducing the time of goods storage at the port, with the main function being a point for domestic goods clearance, container storage yard with goods, empty containers and refrigerated containers, transporting project goods, oversized goods, customs procedures, etc. At the same time, they can have additional functions such as loading and unloading goods at the yard, installing equipment, warehouse for packing LCL goods, making packaging, vacuum packaging and marking goods, repairing and cleaning containers, transporting domestic goods, etc.

Article 04 of the Vietnam Maritime Code stipulates: Dry ports are a part of the transport infrastructure, a transportation organization hub associated with the activities of seaports, airports, inland waterway ports, railway stations, road border gates, and at the same time function as a border gate for goods exported and imported by sea.

The adjusted master plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province, until 2040 also clearly states that the seaport infrastructure system will be completed; focusing on completing the investment in the construction of Cua Lo port and Dong Hoi port.

It is known that Nghe An is currently focusing on implementing procedures to start construction of Cua Lo International Deep-water Port, in Nghi Thiet Commune, Nghi Loc District, expected in the third quarter of 2023 with a Port Area including 1 wharf for 30,000 DWT ships and 1 wharf for 50,000 DWT ships and other maritime infrastructure items including: 1,470m long breakwater, shipping channel and maritime safety signaling equipment and 20ha port rear area.

Along with that, a series of roads will continue to be prioritized for construction and completion. Specifically, completing the coastal route running through the Southeast Nghe An Economic Zone; building a new route connecting National Highway 7C - N5 with Bac Cua Lo seaport; building a new route connecting National Highway 7 - Zone B Tho Loc Industrial Park with National Highway 1A; building new routes N1, N2 connecting National Highway 1A and urban area No. 4; building a new route connecting Ho Xuan Duong - Den Cuong - Cua Hien tourism; investing in completing the framework traffic infrastructure system.

In addition to the above infrastructure, the adjusted planning also mentions the priority of upgrading and investing in the synchronous construction of water supply, electricity supply, telecommunications and drainage systems in the Southeast Nghe An Economic Zone; investment projects to build wastewater treatment plants in industrial parks; and waste treatment and recycling plants using modern technology.

About tourism:Forming tourism service centers combined with coastal urban areas from Bai Tien Phong, Bai Lu, Cua Hien...; investing in construction of projects that create momentum to accelerate the development of urban area No. 3 in Nghi Yen commune combined with human resource training centers for the economic zone; calling for and attracting investment in tourism projects, golf courses in Xuan Duong lake area, Dien Trung commune, Nghi Tien commune...; promoting tourism images associated with tourist tours in the economic zone and neighboring tourist areas.

About urban:Implement housing development projects associated with social infrastructure systems as well as technical infrastructure for each urban area, meeting the renovation, resettlement arrangement, social housing to meet the needs of people and urban formation; build, renovate and supplement specialized centers such as trade centers, exhibition fairs, cultural centers, entertainment parks and sports. Build square areas associated with the main landscape axis; renovate and embellish technical infrastructure systems, social infrastructure in existing residential areas; renovate the rainwater drainage system and river system in the central urban area combined with landscape design and urban environment.

According to the adjusted planning, the total urban land area by 2040 is about 2,029 hectares, divided into the following areas: Existing urban area (in Cua Lo town) with an area of ​​about 359 hectares, developed in association with Vinh city; Southeast urban area (urban area No. 1) with an area of ​​about 460 hectares, developed in association with Vinh city and Cua Lo town; Nghi Tien urban - tourism area (urban area No. 2) with an area of ​​about 200 hectares, developed in association with seaport and tourism support services; Nghi Yen urban - tourism area (urban area No. 3) with an area of ​​about 310 hectares, developing tourism services, associated with vocational training; Northeast urban area (urban area No. 4) with an area of ​​about 700 hectares, associated with Phu Dien urban area to develop services, tourism, and support centers for the southern region.
