Nghe An strengthens monitoring of operations and flood discharge at hydropower plants
(Baonghean.vn) - Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh has just signed a document on strengthening the management and operation of hydropower plants, ensuring safety for downstream areas during the 2019 flood season.
Require hydroelectric plants to operate in accordance with regulations
Nghe An Provincial People's Committee requestscOwners of dams and reservoirs of hydropower plants in operation (including: Ban Ve, Khe Bo, Chi Khe, Nam Non, Hua Na, Dong Van, Ban Coc, Sao Va, Nhan Hac, Chau Thang, Nam Mo, Ban Ang, Nam Can 2, Ban Canh, Ca Loi, Ca Nan 1, Ca Nan 2) fully implement tasks according to the prescribed content and approved by competent authorities according to the Single-reservoir and Inter-reservoir Reservoir Operation Procedures.
For reservoirs, dams and flood discharge plants that open and close with sluice gates, dam and reservoir owners must perform the following tasks, specifically: Issue and implement construction operation orders according to regulations in the process approved by competent authorities.

Before operating the spillway gate from the completely closed state before each flood, it is necessary to notify at least 04 hours in advance to the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, the Department of Industry and Trade and the People's Committees of the districts where the factory is built and the downstream area of the dam to direct flood prevention for the downstream area, and at the same time notify the communes downstream of the project to proactively prevent possible damage.
Before emergency flood discharge, to ensure the safety of the headworks, it is necessary to report to the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue, the Department of Industry and Trade and notify the People's Committees of the districts where the factory is built and the downstream area of the dam for timely coordination and necessary response.

The organization shall prepare and approve the 2019 natural disaster response plan in accordance with the provisions of Article 22 of the Law on Natural Disaster Prevention and Control and the emergency response plan prescribed in Article 25 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government, to be completed before July 20, 2019.
Conduct safety inspection of dams and reservoirs according to the provisions of Article 18, Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government. In case the dams are due for inspection according to the provisions of law, the dam owner is required to organize the inspection and complete it in July 2019.
Organize the development of a plan to set up boundary markers to determine the protection scope of the hydroelectric dam and submit it to the competent authority for approval, organize the setting up of boundary markers and manage boundary markers to determine the protection scope of the hydroelectric dam according to the provisions of Article 24, Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government. At the same time, hand over the boundary markers to the People's Committee of the commune where the dam is located for management and protection.

Develop and sign a commitment on coordination regulations with the People's Committees of communes downstream of the dam and the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the district where the factory is located on emergency response in 2019.
Strengthen coordination with local authorities, the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue at all levels and relevant agencies in reservoir operation and natural disaster prevention.
Strengthen coordination between dam owners in river basins and localities in flood and storm prevention and control, especially flood discharge notification, warning and vigilance during reservoir operation and flood discharge;Closely monitor hydrometeorological developments and coordinate with relevant agencies to operate reservoirs according to procedures;
Prepare resources and materials for natural disaster prevention and control, dam safety and flood prevention and control downstream of hydroelectric dams according to approved plans;
Organize on-duty shifts seriously and implement reporting and information provision regimes related to reservoirs in accordance with regulations; Ensure smooth communication.
Strictly implement the reporting and forecasting regime of reservoir hydrological parameters to the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue, the Department of Industry and Trade, and the Department of Agriculture and Rural Development in accordance with regulations;

Install a camera system to monitor power generation and flood discharge, transmit information and images via the internet to the Provincial People's Committee, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue, the Department of Industry and Trade, the Department of Agriculture and Rural Development, and the People's Committees of downstream districts.
Develop a disaster response plan for the project and downstream area of the dam according to the provisions of Article 6 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government, submit it to the competent state agency for approval, and complete before July 20, 2019.
Strengthening monitoring of reservoir operations
The Provincial People's Committee requests the Department of Industry and Trade to preside over and coordinate with the Departments of Agriculture and Rural Development, Natural Resources and Environment, Transport, the Provincial Military Command, the Provincial Police, the Department of Road Management II and the People's Committees of districts with hydropower plants built in the area to inspect the implementation of reservoir operation procedures, ensuring dam safety of hydropower plants, in which attention should be paid to plants with downstream areas with many residential areas. The inspection results shall be reported to the Provincial People's Committee before July 20, 2019.
Receive documents, organize appraisal and submit to the Provincial People's Committee for consideration and approval of natural disaster response plans for the project and downstream areas of the dam during construction according to regulations in Article 7 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government, to be completed before July 20, 2019.

Receive dossiers, organize appraisal and submit to the Provincial People's Committee for consideration and approval of the Response Plan for hydropower reservoir emergencies according to regulations in Article 26 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government, to be completed before July 20, 2019.
The Department of Agriculture and Rural Development shall advise the Provincial People's Committee to prepare and approve the flood map of the downstream area of the Ca River basin according to the provisions of Article 27 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government, to be completed before July 20, 2019.
Directing hydropower dam owners to strictly implement reservoir operation procedures and coordination regulations with local authorities in organizing reservoir operations, contributing to flood reduction for downstream dams, ensuring safety for hydropower and irrigation works, people and property of the people; Directing the work of ensuring safety for dike works and related irrigation works during flood season.

The Department of Natural Resources and Environment shall inspect and guide owners of dams and reservoirs of operating hydropower plants to install specialized hydrometeorological equipment in accordance with the provisions of Article 15 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government; Article 9 of Circular No. 47/TT-BTNMT dated November 7, 2017 of the Ministry of Natural Resources and Environment regulating the monitoring, exploitation and use of water resources.
People's Committees of districts with dams and hydroelectric reservoirs proactively follow the "4 on-site" motto
The Provincial People's Committee requests the People's Committees of districts with dams and hydroelectric reservoirs to proactively study and organize the implementation of the provisions in Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government on the safety management of dams and reservoirs.
Closely inspect and monitor dam and reservoir owners in implementing reservoir operation procedures, warnings and safety for downstream areas, approved disaster response plans and emergency response plans.
Provide comments on the draft operating procedures for reservoirs in the area under the approval authority of the Provincial People's Committee, publicly announce the operating procedures for hydroelectric reservoirs according to the provisions of Clause 3, Article 12 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government.
Coordinate and participate in the Provincial Dam and Reservoir Safety Assessment Advisory Council when there is a decision from the Provincial People's Committee. Coordinate with owners of dams and hydroelectric reservoirs to develop plans and implement marker placement according to regulations in Article 24 of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government.
Implement well the coordination regulations between local authorities and hydropower dam owners in organizing reservoir operations according to approved procedures; coordinate to review reservoir operations procedures and recommend competent authorities to approve and adjust inappropriate contents of the procedures (if any), regularly train to improve disaster response skills.
Coordinate with information and communication agencies and relevant departments, agencies and sectors to strengthen propaganda and warnings to people downstream of hydropower plants in disaster prevention, control and search and rescue.
Organize and implement disaster prevention and control and search and rescue work locally according to the "4 on-site" motto, arrange rescue forces, equipment, food reserves, necessities, medical supplies, etc. in areas that are prone to long-term isolation and separation when natural disasters occur.
