Nghe An strengthens inspection of hydropower operations in the area

Accordingly, the Provincial People's Committee assigned the Department of Industry and Trade to coordinate with relevant departments, branches and localities to strengthen inspection and urge dam owners to strictly implement legal regulations on safety management of hydroelectric dams.

Strengthen coordination with dam owners in reservoir operations, especially flood discharge operations; continue to guide, inspect and direct hydropower investors in the province with hydropower projects to strictly implement Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government on Management of dams and hydropower reservoirs.

The Department of Agriculture and Rural Development is responsible for coordinating the review of downstream areas of hydroelectric reservoirs, having solutions to ensure safety when reservoirs discharge flood water according to regulations; reviewing the entire downstream area and having measures to handle and strictly manage flood discharge corridors to ensure safety for downstream areas when reservoirs operate to discharge flood water and at the same time advising the Provincial People's Committee to issue a Plan to implement Directive No. 22/CT-TTg dated August 7, 2018 of the Prime Minister on strengthening management and ensuring safety of dams and reservoirs.

The Provincial People's Committee also assigned the districts with hydropower projects: Ky Son, Tuong Duong, Con Cuong, Quy Chau, Que Phong to implement the provisions of relevant laws on reservoir operation and safety management of hydropower dams in the area to ensure safety for downstream areas; coordinate with relevant departments and branches to review downstream areas to strictly manage flood discharge corridors to ensure safety for downstream areas when reservoirs are operating to discharge floodwaters; report to the Provincial People's Committee and relevant branches when detecting unsafety to have timely handling plans.

Hydropower investors must strictly and fully comply with legal regulations on dam safety management and reservoir operation; be responsible for coordinating with relevant departments, branches, and district People's Committees to perform assigned tasks; propose amendments and supplements to reservoir operation and flood discharge procedures to suit local realities./.
