Accordingly, the Group decided to establish two inter-sectoral working groups to work with localities on budget collection.

Delegation 1 is headed by the Department of Finance; the following units: Tax Department, Customs Department, Department of Natural Resources and Environment, Department of Industry and Trade, Department of Construction, Department of Transport, Provincial State Treasury, and District People's Committee (where the delegation works).

Delegation 2 is headed by the leader of the Provincial Tax Department; the following units participate: Department of Finance, Department of Customs, Department of Natural Resources and Environment, Department of Industry and Trade, Department of Construction, Department of Transport, Provincial State Treasury, and District People's Committee (where the delegation works).

The inter-sectoral working groups will work with the People's Committees of districts, cities, towns, tax branches, corporations, general companies and related enterprises to review State budget revenues; at the same time, consider and remove obstacles and difficulties in tax collection and payment in the area.

The inter-sectoral working groups are responsible for synthesizing the results of their work with localities and units; evaluating the results achieved and the difficulties and problems of localities to propose solutions and report to the Working Group of the Provincial People's Committee.

According to the Resolution on socio-economic development in 2020, Nghe An Provincial People's Council set a budget revenue target of 15,216 billion VND.
