Nghe An: Highlights on November 25

*Morning of November 25,The Ethnic Council of Nghe An Provincial People's Council held an Appraisal SessionReport on the implementation results of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in 2022 and tasks for 2023.

The National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 Period is being implemented in 131 communes.

On November 18, 2022, the Provincial People's Committee issued Decision No. 3639-QD/UBND on capital allocation in 2022 (phase 1) for 166/316 project categories, reaching 52.53%. Regarding public service capital, only 11,730/302,432 million VND has been disbursed, reaching 3.88% (Department of Labor, War Invalids and Social Affairs presides). Currently, departments, branches and People's Committees of districts have developed plans and organized implementation, disbursement in December 2022.

At the review session, delegates suggested that the drafting agency should analyze more clearly the difficulties and obstacles; the roles and responsibilities of departments, branches, and districts that are slow in consulting.

In addition to the proposal to the central ministries and branches, it is necessary to supplement the proposal to the province; clearly evaluate the documents issued by the central government that are still overlapping, have unclear instructions, and are difficult to implement, in order to propose the central government to amend them; supplement the lessons learned section; further evaluate the dissemination and propaganda work; the feasibility of capital disbursement of some projects; identify the key tasks and responsibilities of 8 departments, branches, and 12 related districts in 2023, etc.

*Dien Chau - Bai Vot is a component project of the North - South Expressway, over 49km long, passing through Nghe An (44.4km) and Ha Tinh (4.9km), invested in the form of PPP, expected to complete construction and installation in May 2024. Currently, the project's progress is still slow.

Recently, after the project inspection,The Ministry of Transport has issued a written requestInvestors and project enterprises urgently direct contractors to mobilize human resources, machinery, equipment, and supplement all construction teams at the construction site according to the progress plan approved by the project enterprise, take advantage of favorable weather, and direct contractors to work overtime to make up for the delayed progress.

The content of the training program aims to guide units in using the tourism statistics reporting software of the General Department of Tourism according to Circular No. 18/2021/TT/BVHTTDL dated December 31, 2021 of the Ministry of Culture, Sports and Tourism. At the same time, provide information to agencies, units and enterprises on the application of information technology in management and operation; apply software systems to support tourism statistics reporting, helping enterprises to quickly send reports to management agencies.

*After land auctions attracting thousands of participants in districts in Nghe An (during the land fever), the real estate market has now fallen into a slump.Many localities organize land auctions but very few people participate.

According to the report of Nghe An Tax Department, from the beginning of 2022 to now, Nghe An has collected over 6,900 billion VND from land use fees (project land and land use rights auction exploitation), 1,400 billion VND higher than the same period in 2021. However, this is the revenue mostly in the first 4 months of the year. The functional sector has collected over 50 billion VND (from over 200 abandoned land lots) and paid into the State budget according to regulations. The number of abandoned land lots is concentrated in Dien Chau, Yen Thanh, Hung Nguyen, Quynh Luu districts...

The results of the rainfall measurement of the North Central Hydrometeorological Station on the morning of November 25 showed that the area that suffered the most rainfall during this period was Vinh City with a total rainfall of 709 mm in 3 days, about 200 mm less than the record for the highest rainfall in 2019. Specifically, on November 23 it was 217 mm, on November 24 it was 370 mm and on November 25 it was 122 mm.

The Standing Representative of the Steering Committee for Natural Disaster Prevention and Rescue of Vinh City said that due to the late-season rain, Vinh City has mobilized maximum manpower and large-capacity pumping stations located in vulnerable areas to run for 3 consecutive days to pump water into drainage ditches, thereby limiting flooding in the Vinh market area and helping some other areas drain water faster than expected. However, after the recent heavy rain, objective assessment shows that the capacity of the drainage system against flooding still has shortcomings and limitations, and the operation, flood prevention and drainage work still has some subjectivity, especially at the grassroots level and at the hamlet level.
