The whole province reduced 6,989 staff.
In the first 6 months of the year, the Organizing Committee has advised on the effective implementation of Resolution No. 18 and Resolution No. 19 of the Party Central Committee in conjunction with the implementation of Resolution 39 of the Politburo on streamlining the payroll.
Accordingly, the whole province has reduced 3 branches and 32 affiliated departments. 100% of district, city and town Party Committees have implemented the policy of the Head of the Propaganda Department concurrently being the Director of the Political Training Center; 8/21 units have piloted the Head of the Mass Mobilization Department concurrently being the Chairman of the Fatherland Front Committee at the district level. 460/480 communes, wards and towns have arranged and assigned office units to serve the Party Committee and the commune-level government in conjunction with the commune-level one-stop center.
Up to now, the whole province has streamlined 6,989 positions, of which 263 civil servants and 6,726 public employees have been reduced.
On the basis of implementing Resolution No. 26-NQ/TW of the 12th Central Executive Committee on "focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks", the units have proactively advised the Party Committee to concretize it into an action plan for implementation; evaluate, plan, train and rotate cadres to prepare a step towards a contingent of personnel with sufficient qualities, prestige and capacity for the Party Congresses at all levels for the 2020 - 2025 term.
In addition to the above results, the Provincial Party Committee's Organizing Committee also pointed out some limitations such as: the quality and quantity of Party members admitted in some localities are still low, forecasting that it will be difficult to achieve the 2019 target; Party member management in some places is still not strict, especially the management of Party members working far away and the transfer of Party activities for retired civil servants to the locality...
The merger process needs to be carried out synchronously.
Concluding the conference, Head of the Provincial Party Committee's Organization Board Ho Phuc Hop assessed that in the first 6 months of the year, the entire sector had basically completed the assigned tasks; from there, he requested units to review and compare what had been done and what had not been done to gain experience and create momentum for the last 6 months of the year.

Emphasizing the key tasks during the time, comrade Ho Phuc Hop requested the whole sector to continue to effectively implement Resolutions No. 18 and 19 of the Party Central Committee in conjunction with Resolution 39 of the Politburo on streamlining the payroll. In particular, the process of merging communes and hamlets needs to be implemented in synchronous steps.
"This is a very difficult task in the coming time. Therefore, we must be careful during the process. Ideology must be one step ahead, so propaganda work also needs attention" - Head of the Provincial Party Committee's Organization Board noted.
In order to prepare personnel for Party Congresses at all levels, the Head of the Provincial Party Committee's Organization Committee requested the entire sector to focus on reviewing unachieved targets to urge units to implement them, proactively advising Party committees at the same level to carry out training, fostering, rotating, arranging and assigning cadres to prepare personnel for Party Congresses at all levels for the 2020-2025 term. In addition, the entire sector also needs to pay attention to the work of developing Party members; building, consolidating and improving the fighting capacity of grassroots Party organizations.
