Nghe An summarizes 10 years of implementing Resolution No. 29 on fundamental and comprehensive innovation of education and training

On the afternoon of June 16, Nghe An Provincial Party Committee held a conference to summarize 10 years of implementation.Resolution No. 29– Resolution/TW dated November 4, 2013 of the Central Executive Committee (11th tenure) on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

The quality of education has many positive changes.

Speaking at the opening of the conference, Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department affirmed the important significance of implementing Resolution No. 29. In particular, 10 years of implementation are also 10 years of Nghe An province implementing Resolution 26 of the Politburo on "Orientations and tasks for Nghe An province's development to 2020". During that time, Nghe An education and training has achieved many good results and achievements and is one of the provinces with leading quality of education and training. This has also contributed to the development of the province.

However, after 10 years of implementing the fundamental and comprehensive reform of education and training, there are still many difficulties and problems. Therefore, the organization of the summary conference will evaluate the process of leadership, direction, and organization of the implementation of the Resolution, exchange, discuss, clarify, and supplement tasks, solutions, recommendations, and resolve problems for better implementation in the coming time.

Previously, in order to effectively implement Resolution No. 29, the Provincial Party Committee and the Provincial Party Standing Committee issued 19 documents (resolutions, directives, projects, programs, plans, conclusions, etc.) to lead, direct, and implement Resolution No. 29-NQ/TW. The Provincial People's Council also issued 22 resolutions regulating mechanisms and policies for education development and the Provincial People's Committee issued more than 70 decisions, programs, plans, and projects to specify policies and laws on education in the province and decisions and directives to implement tasks for the school year. In addition, every year, the Provincial Party Standing Committee listens to and gives opinions on the summary assessment of the previous school year and orients key tasks for the following school year.

Based on the guidance documents of the superiors, the Party Committees and authorities at all levels have actively and proactively issued a system of documents directing and implementing education and training in the direction of developing learners' qualities and capacities, combining teaching people, teaching literacy, and vocational training. Many localities have effectively advised and implemented the plan to implement the 2018 General Education Program; enhanced teaching and learning; streaming and career guidance; teaching foreign languages ​​and life skills.

Nghe An is also one of the leading provinces in the country in building, publicizing and implementing commitments to ensure quality for the objectives and output standards of each level, subject, program, industry and training major. Vocational training institutions in the province all publicize the objectives and output quality standards of each level, subject, program, and industry, shifting training according to the school's capacity to training according to the needs of businesses and society.

With great efforts, Nghe An Education sector continues to achieve outstanding results in the quality of education at all levels. In particular, the quality of general education has achieved quite comprehensive results. As a result, excellent students at national, regional and international levels are continuously at the top of the country. The results of the annual National High School Exam have increased from 40th (in 2017) to 20th (in 2022). Every year, the number of students taking the National High School Exam with high scores is among the top in the country. The quality of education in mountainous areas has been improved, the rate of students repeating grades and dropping out of school has gradually decreased; the rate of graduating students and the number of good and excellent students has increased over the years. Nghe An students actively participate and achieve high results in competitions and competitions to support their studies.

The quality and effectiveness of higher education and vocational education have received attention and have had positive changes; the rate of good and excellent students in colleges and intermediate schools increased from 12.8% in 2013 to 45% in 2022. The general employment rate after vocational training reached 80.7% (an increase of 13.7% compared to 2013). The rate of trained workers increased from 44% at the end of 2012 to 67.7% at the end of 2022.

Be proactive in building a comprehensive educational environment.

At the conference, presentations from localities and some departments and branches also shared experiences in the process of practical implementation at the grassroots level. In addition, some difficulties and shortcomings were also pointed out, as Nghe An is a province with a large number of students, but the socio-economic conditions are not uniform, the facilities and teaching staff still do not meet the requirements of teaching and learning, especially in the implementation of the new General Education Program.

Concluding the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu, on behalf of the Provincial Party Committee Standing Committee, acknowledged the outstanding results of the entire political system of the province in 10 years of implementing Resolution No. 29. In addition, he highly appreciated the role of the Education sector in advising, implementing, organizing and initially affirming the position of Nghe An education in the North Central region and the whole country.

However, the Deputy Secretary of the Provincial Party Committee also requested that departments, branches and localities need to be open-minded and correctly recognize the limitations and difficulties that hinder innovation and development of education and training in the province. That is, the institutionalization of documents to direct fundamental and comprehensive innovation of education and training by local authorities is still limited; some places do not apply them appropriately to the practical situation of the locality...

The province has completed the merger of vocational education and continuing education centers, but there are still many shortcomings in decentralization of management. The training and development program for teachers has not received adequate and proper attention. The quantity, structure and quality of the teaching staff and management staff have not met the requirements of educational innovation, training and vocational education. The facilities have not fully met the needs of organizing experiential activities, skill training, etc.

Citing facts, comrade Hoang Nghia Hieu also said that a poor education system will not be able to train high-quality human resources. Meanwhile, if there is a lack of good human resources, we will fall behind and cannot develop in the context of the 4th industrial revolution.

Therefore, in the coming time, paying attention to and taking care of education and training development, developing and improving the quality of human resources must be a sacred mission. To do this well, in the coming time, the Deputy Secretary of the Provincial Party Committee requested the political system, all levels and sectors in the province to continue to concretize the policies of the Central Government and the province on sustainable development of education and training into resolutions, strategies, programs, long-term and medium-term plans; as a scientific basis for orienting the implementation of educational innovation goals; in accordance with the characteristics of the situation and requirements of tasks in the new period.

In addition, Party committees and authorities at all levels pay attention to investing and ensuring sustainable development of education and training in the province. In particular, it is necessary to focus on planning a suitable school network such as: restructuring universities and colleges in the province into Nghe An University; Prioritizing the construction of a system of ethnic boarding schools, especially primary schools, high-quality general schools, kindergartens, and advanced general schools in line with the trend of international integration; Continuing to merge schools in conjunction with the policy of merging administrative areas; consolidating school locations to ensure effective implementation of the 2018 General Education Program; Mobilizing socialization to build non-public schools.

The sector also needs to develop a team of teachers and educational managers with sufficient quantity, quality, capacity, enthusiasm and responsibility; at the same time, pay attention to investing in financial resources, facilities and teaching equipment to meet the requirements of educational innovation.

In addition, management levels and educational and training institutions in the province promote responsibility, proactiveness, creativity, build a comprehensive educational environment, and develop learners' capacity and qualities.

At the same time, it is necessary to maximize the support of central ministries, departments and branches, especially the Ministry of Education and Training; promote the spirit of solidarity, unity, innovation, creativity, determination and perseverance of the political system and teachers in the whole province; along with the support and consensus of the people.
