Nghe An implements Project to build Vinh city 'clean of drugs'
On the morning of November 21, the Provincial People's Committee held a conference to disseminate and implement Decision No. 2364/QD-UBND dated September 9, 2024 of the Provincial People's Committee Chairman on promulgating the Project to build Vinh city, Nghe An province "clean of drugs".
Attending and directing the conference were members of the Provincial Party Standing Committee: Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 138; Major General Bui Quang Thanh - Director of the Provincial Police, Permanent Deputy Head of the Provincial Steering Committee 138; Phan Duc Dong - Secretary of the City Party Committee, Chairman of the Vinh City People's Council.

The project to build Vinh city, Nghe An province "clean of drugs" is being implemented in 3 phases.
According to the report at the conference, under the leadership and direction of the Provincial Party Committee Standing Committee and the Provincial People's Committee, the Provincial Police have effectively implemented the Project to build "Narcotics-free border communes". Up to now, 284/460 commune-level areas have met the "drug-free" criteria; of which 27/27 border communes and 7 district-level areas have 100% "drug-free" communes (including: Hoang Mai Town, Cua Lo Town, Ky Son, Anh Son, Nghia Dan, Quynh Luu, Nghi Loc).
It can be said that this is the first nationwide project of a breakthrough and unprecedented nature, which has been implemented methodically, extensively and received the consensus, support, and very synchronous and drastic participation of the entire political system from the province to the grassroots, contributing significantly to ensuring security and order, creating a stable and favorable environment to serve the socio-economic development of the province.

In order to successfully implement the goals in the fight against drugs with the viewpoint of "going first, paving the way", choosing breakthrough points, key steps, creating turning points as a foundation to bring the resolution into life, the Provincial Police proactively reported and advised the Provincial Party Standing Committee to issue Official Dispatch No. 2744 dated June 17, 2024 on leadership and direction to build Vinh city "clean of drugs"; advised the Provincial People's Committee to issue Decision No. 2364 dated September 9, 2024 on promulgating the Project to build Vinh city "clean of drugs".
This is a strategic project, not only of special importance for ensuring security and order in the whole province, but also contributing to creating important conditions to attract investment, develop socio-economy, ensure security and defense, build Vinh city - the economic, political, cultural and social center of the province to become a civilized, modern and livable urban area.
Accordingly, the Project to build Vinh City, Nghe An Province "clean of drugs" is implemented in 3 phases. Phase 1 from the date of project issuance to December 14, 2024; Phase 2 from December 15, 2024 to December 14, 2025; Phase 3 from 2026 onwards. The scope of project implementation is in 100% of wards and communes in Vinh City.
To implement, the project sets out 8 groups of key tasks and solutions, including: Group of tasks and solutions on leadership and direction; on drug prevention; on attacking, suppressing, preventing, and handling drug-related crimes; on drug addiction treatment and post-treatment management; on community reintegration; on coordination in building a "drug-free" city; investing resources to build a "drug-free" city; and implementation funding.
Implement the Project with the motto "resolute, methodical, solid, substantial, for the peaceful life of the people"
At the conference, representatives of departments, wards and communes in Vinh city presented papers on local realities, thereby expressing their determination to implement the project.

Speaking at the conference, Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police, Deputy Head of the Provincial Steering Committee 138 emphasized: To be able to build Vinh city "clean of drugs" requires perseverance, persistence, determination, high determination and the very synchronous participation of the entire political system and the entire people, in which the police force only plays a pivotal role.
The Provincial Police Director also proposed to focus on directing two parallel tasks: "cleaning" and "keeping clean" of drugs. In particular, in addition to the participation of the political system, it is necessary to strongly launch a propaganda campaign, mobilizing people to actively respond to and participate in drug prevention and control work. In particular, it is necessary to establish "cleaning" drug working groups, organize launching ceremonies, associated with propaganda activities, mobilization, signing commitments in each block, hamlet, and residential area to create a large-scale campaign, creating strength and consensus, spreading widely among the people.

At the same time, it is recommended that the City People's Procuracy and People's Court continue to closely coordinate with the City Police Department to improve the quality of investigation, prosecution, and trial of drug-related cases, to prevent wrongful convictions and criminals from escaping; continue to effectively coordinate in applying measures to handle administrative violations and send people to compulsory drug rehabilitation facilities. Concluding the conference, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 138 acknowledged and commended the achievements and results of the sectors and levels, especially the efforts of the Public Security forces at all levels in advising, directing and implementing all aspects of drug prevention and control work in general, and the implementation and replication of the Project to build "Drug-free border communes" in particular in recent times.
Accordingly, the Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 138 requested the directors of departments, heads of departments, branches, socio-political organizations at the provincial level, Party committees and authorities at all levels to clearly identify the work of drug prevention and control in the whole province in general, and the implementation of the Project to build Vinh city "clean of drugs" in particular as a key task, both urgent and regular, continuous, requiring focused attention and top priority to resolve and implement. There is absolutely no "local" or "leaving" mentality to the Public Security sector alone, "not one's job" in the process of implementing the project.

Accordingly, the Party Committee and the government of Vinh city must promptly and proactively deploy and effectively organize the implementation of the assigned tasks in the project to transform policies and resolutions into concrete actions, deeply into life. The process of researching and developing the Action Program must closely follow the assigned tasks to concretize tasks and solutions suitable to the characteristics of each ward and commune, ensuring completeness, thoroughness, creativity, and closeness to reality; clearly assign responsibilities, tasks, roadmaps, and implementation time with the motto "resolute, methodical, solid, and substantial, for the peaceful life of the people". Continue to pay attention to leadership and direction, giving priority to one step in implementing social security policies to limit and eventually eliminate the causes and conditions of crime and drug abuse.
The Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 138, also stated that "cleaning is difficult, keeping it clean is even more difficult", so, in parallel with the "cleaning" process, it is necessary to focus on drastically implementing measures to "keep clean" drugs sustainably and long-term, not allowing drug crimes and social evils to arise again.
