Canh Yen village was currently formed on the basis of merging two old villages (Canh and Kim Yen villages). Being the Party cell Secretary after the merger faced many difficulties, the area was larger, the population was larger, so comrade Huyen and the Party cell always tried to complete all assigned tasks.

Canh Yen village was recognized as completing the new rural area in 2021, the Party cell here was selected by the Nghia Yen Commune Party Committee to hold a model Party cell congress. Up to now, the Party cell is preparing the best conditions to organize the congress around mid-June 2022.

Sharing about the preparation for the new term Party cell congress, comrade Le Van Tien - Standing Deputy Secretary of the Nghia Yen Commune Party Committee said: The area of ​​the villages is relatively large, so the Party Committee always pays attention to building strong Party cells in residential areas. Currently, the commune has 8 village Party cells, although the cell committee team is quite old, they basically have a high sense of responsibility to continue to shoulder the work of the hamlet and the people in the new term.

Currently, Nghia Dan has 189/189 blocks and hamlets with Party cells. The Party cells focus on leading, directing and implementing well the key tasks in socio-economic development, building new rural areas, preventing and fighting the Covid-19 pandemic, ensuring security and order in the area...

Besides the advantages, Nghia Dan district always anticipates some difficulties in selecting personnel to elect Party cell secretaries and hamlet chiefs. Among them, it is necessary to mention the factor that some secretaries are too old or have family matters, work far away, or have unstable jobs... Many hamlets after the merger have larger nature, scale, and area, which affects the ability to take responsibility and complete the tasks of each head of the Party cell, block, and hamlet.

To implement the Party Congress for the 2022-2025 term, the Standing Committee of Nghia Dan District Party Committee closely directed and issued documents and policies suitable for each locality and Party cell. Comrade Pham Tuan Son - Member of the Standing Committee, Head of the District Party Committee's Organization Committee added: "The District Party Committee's Organization Committee has focused on advising the District Party Committee on documents to lead, direct and provide specific instructions to the grassroots level from preparing documents and personnel to organizing congresses. Accordingly, on March 31, 2022, the District Party Committee's Standing Committee issued Plan No. 66 - KH/HU, the District Party Committee's Organization Committee issued Official Dispatch No. 77-CV/BTCHU dated May 6, 2022 on specific issues in the preparation and organization of congresses of Party cells directly under the grassroots Party Committee, term 2022-2025. At the same time, assign comrades in charge to go to the grassroots level to grasp and answer questions so that the Party cells can organize the congress well."

The Party cell congress will focus on summarizing the implementation of the Party cell congress resolution for the 2020-2022 term, determining the direction, goals, tasks, and solutions for the 2022-2025 term; reviewing self-criticism and criticism of the Party cell during the term (where there is a Party cell); electing the Party cell, Secretary, and Deputy Secretary of the Party cell for the 2022-2025 term according to regulations.

Through the congress, review and evaluate the leadership and organization of the implementation of the Party cell's tasks in the past term, set goals and tasks for the new term; consolidate and perfect the Party Committee, contributing to improving the leadership capacity and fighting strength of the Party grassroots organization and Party members. According to the general direction, the Party cells will organize congresses starting from May 2022 and complete before August 30, 2022.

One of the new points in preparation for the congress of the Party cell directly under the grassroots Party Committee for the 2022-2025 term is to conduct the election of the block and hamlet heads first, then hold the Party cell congress. To strengthen the leadership role of the Party, the Standing Committee of the District Party Committee directs the grassroots units to choose Party members as hamlet heads when the election of hamlet heads is held; in hamlets where the personnel are not guaranteed, the model of secretary and hamlet head is directed to be implemented.

From the congress of the Party cells under the grassroots Party Committee for the 2020-2022 term until now (before the election of the hamlet chief), the whole district has 142/189 hamlet chiefs who are Party members, accounting for 75.6%. In this term (2022-2025), we will strive to increase this rate. Specifically, we will introduce the elected leaders of the block and hamlet to be elected to the Party Committee to hold the position of Party cell secretary or deputy secretary.

Deputy Secretary of the District Party Committee Phan Tien Hai added: In order for the Party cell congress to truly be a broad political activity, the Standing Committee of the District Party Committee focuses on leadership and direction, considering this a key task of Party building work. To grasp the thoughts and aspirations as well as to resolve difficulties at the grassroots level, on May 31, 2022, the Standing Committee of the District Party Committee met and discussed a number of contents on Party building, Party cell building, and Party member development with the secretaries of the Party cells of the blocks and hamlets under the Party Committees of communes and towns.

This is also an opportunity to grasp the current situation of leadership capacity and fighting strength of Party cells and Party members at the grassroots level, and at the same time grasp the thoughts, aspirations and opinions from the grassroots level in practical activities on Party building work, promptly encouraging the team of Party cell secretaries to continue to promote their role in leading, directing and effectively implementing local political tasks.
