MDF wood factory in Anh Son district is behind schedule for many years

ProjectMDF fiberboard manufacturing plantimplemented by MDF Nghe An Wood Joint Stock Company at Tri Le Industrial Park, Khai Son Commune, Anh Son District, the Provincial People's Committee approved the investment policy in Decision No. 555/QD-UBND dated February 14, 2017; the Southeast Economic Zone Management Board issued Investment Registration Certificate No. 3124654025 dated February 15, 2017. On July 3, 2017, the Provincial People's Committee issued Decision No. 2953/QD-UBND approving the detailed construction plan at a scale of 1/500 of the MDF fiberboard factory in Tri Le Industrial Park. This project has a total investment capital of VND 2,180 billion.

According to the design, this project has an MDF fiberboard capacity of 180,000 m3/year and will increase to 250,000 m3 of products/year when it goes into stable production.The project is promised that once put into operation, it will contribute to increasing the planted forest area and forestry value for districts along Highway 7 - localities with rich potential for planted forest timber.

In addition, this project is also expected to create jobs for thousands of direct and indirect local workers, increase income of communities participating in project activities and forest growers, and districts on National Highway 7A.

According to the introduction, the MDF fiberboard factory project is invested with advanced European technology lines, highly automated, producing high quality products at reasonable prices, meeting environmental standards according to Vietnamese and international standards.

After completing the required procedures, on April 30, 2018, this project was solemnly started atTri Le Industrial ParkHowever, nearly 4 years have passed, and the project is still not completed.

According to our research, the project has been adjusted for the third time according to Decision No. 356/QD-UBND dated February 11, 2020, in which the project implementation progress“by the third quarter of 2023: Trial operation and official operation".

On February 8, 2022, Nghe An MDF Joint Stock Company continued to submit documents to adjust 4 contents of the project. In particular, adding the target: HDF fiberboard and Plywood; Adjusting the project progress into 2 phases: Phase 1: trial operation and putting the Plywood production line into operation in the fourth quarter of 2023; Phase 2: trial operation and putting the MDF, HDF, and laminated wood production line into operation in the third quarter of 2027.

In fact, up to now, this project has only completed the leveling and construction of the fence on the assigned land area (25.7 hectares) and completed the construction of the temporary construction management house and is currently constructing the office building and workers' housing.

It is known that the MDF fiberboard factory project is located in Tri Le Industrial Park, Khai Son Commune (Anh Son). According to the detailed construction planning project at a scale of 1/500 announced on March 25, 2020, this Industrial Park has a total area of ​​106.95 hectares. With the nature of a multi-industry, multi-occupation industrial park, Tri Le Industrial Park has great significance for the economic and social development in Anh Son district. If the projects are put into operation soon, it will not only contribute to shifting the district's economic structure but also create more jobs for workers.

Faced with the project's delays, from October 1, 2021, the Southeast Economic Zone Management Board issued Document No. 1365/KKT-KHĐT to urge the progress of project implementation. Currently, this project is also on the monitoring list of Nghe An Provincial People's Council for projects behind schedule. After the monitoring results are available, they will be classified for the Provincial People's Committee to monitor and handle.
