According to the content of the petition sent to Nghe An Newspaper,The water plant was invested in construction from 2013, completed in 2015, but since then it has been "covered up", not operating to supply water to the people.

Therefore, there may be cases where the project is "gutted", the construction quality and machinery and equipment are not guaranteed, so it cannot operate to supply clean water to the people of Kim Son town and surrounding areas as the set target.
The applicant needs to verify and inform the competent authority to inspect, handle and direct the operation of the clean water supply plant for the people.
Going to Que Phong district to verify the information, asking the locals about the construction site of the water plant, they were told that if you go through Kim Son town, to Muong Noc commune, you will see this construction. “That’s a big water plant. But it was built just for decoration…” – the locals said bitterly.

In fact, the water plant that people complained about in the petition is called "Kim Son Town Clean Water Plant", built on the Nam Giai River, near the famous Chin Gian Temple, in Muong Noc Commune, Que Phong District.
Looking at the entire factory, it is a large-scale clean water production facility. There are complete pumping stations, sedimentation ponds, treatment plants, transformer stations, storage tanks, and operating buildings.
These items were built in 2012, but up to now, the materials used for the project such as corrugated iron, iron, paint, etc. have not shown any signs of rust, peeling, or deterioration, indicating that the quality is guaranteed.

According to the investigation, Kim Son Town Water Plant has a total construction investment of nearly 42 billion VND; the works of the treatment plant were completed in 2012. However, the installation of level I and level II pipeline systems and connections to households were not completed until 2017. The entire project has been appraised and accepted by competent authorities to ensure quality.
