(Baonghean) - In recent years, the system of facilities and schools in Vinh city has been increasingly invested in, spacious and modern, and the rate of schools recognized as national standard schools is quite high, over 75%. However, due to the rapid development of student population at all levels, it is still very difficult to meet the needs of parents and students.

Expanding school size

At the beginning of the 2018-2019 school year, at Le Mao Secondary School, students still had to study in 2 shifts, and parents had a hard time picking them up and dropping them off. However, from the second semester of the 2018-2019 school year, after the new building was invested in, the situation of having to study in other places and study in 2 shifts ended. The joy seemed to be multiplied for the school's staff, teachers and students when at this time, the city continued to invest in building another high-rise building with 9 new classrooms and is expected to be put into use at the beginning of the 2019-2020 school year.

Le Mao is a central ward and the student population has increased rapidly over the years. Therefore, the school's attention and investment in building facilities has created many favorable conditions for the school to improve the quality of teaching and learning, meeting the aspirations of the majority of people in the ward.

In the past 2 years, kindergartens, primary schools, and secondary schools in Le Mao ward have been invested in and expanded. In particular, Le Mao Primary School has been newly built with 2 high-rise buildings along with a system of functional buildings and a spacious, modern sports field. Thanks to that, the situation of students having to take turns studying on weekends or going to school at other locations has ended and they have the opportunity to participate in many extracurricular activities and sports.

Or like Le Mao Kindergarten, for many years teachers and students of the school have had to study in a narrow campus, lacking classrooms and playgrounds. Now the school's second facility is gradually being completed and will be put into operation in just a few months, contributing to helping the school solve the problem of lack of classrooms, overload and "heat" during each enrollment season.

The project of network planning, building school facilities associated with building national standard schools has been deployed by Vinh City People's Committee since 2016. After more than 5 years of implementation, the effectiveness has been clearly seen when in just a short time, many schools have been invested in construction, upgrading and expansion. At the preschool level, the city has established and built a new public preschool in Le Loi ward with an area of ​​5,000 m2, a scale of 20 groups, fully meeting the standards of a national standard preschool level 2.

In addition, 12 non-public kindergartens have been established in wards and communes, bringing the total number of non-public kindergartens in the city to 39 schools and 123 independent groups and classes. At the primary level, the city has also established and built a new public primary school in Hung Phuc ward with an area of ​​5,765 m2, a scale of 20 classes with 20 classrooms, 12 functional rooms, fully meeting the standards of a national standard primary school level 2.

In addition, a non-public primary school was also established in Quan Bau ward with 10 classes, 10 classrooms and 15 functional rooms. At the secondary level, a public secondary school was established in Quan Bau ward and a non-public multi-level general school was established in Hung Dung ward.

In addition, from 2016 to now, the city has also built 367 new classrooms and functional classrooms, and expanded many school campuses, such as Viet Lao Kindergarten, Hong Son Kindergarten, Cua Nam 2 Primary School, Le Loi Primary School, Vinh Tan Secondary School, Nguyen Truong To Secondary School...

To implement the Project's objectives, over the past 3 years, the City People's Committee has invested 479,446 billion VND and mobilized 532,257 billion VND, contributing significantly to the city's Education sector continuing to develop steadily, maintaining its leading position in the province.

Removing difficulties

The rapid development of the non-public education system and increased investment in infrastructure have also contributed to solving the problem of lack of schools, lack of classes and overcrowding in the entire city. However, in the coming years, it is expected that the number of students at all three levels of education: preschool, primary and secondary school in the city will continue to increase. Therefore, the pressure on schools in the city is still very large, especially in the central area. Meanwhile, even at present, some places still have difficulties that have not been resolved.

For example, at the preschool level, the whole city still has Cua Nam ward that has not been recognized as meeting the standards for universal preschool education for 5-year-old children. The main reason is that the current preschool campus is too small, the facilities are degraded, and there is a lack of classrooms. For many years, the ward has also planned to move the school to a new location, but the project is still "suspended".

Some other schools, although the investment plan for new construction has been approved, have not been implemented due to problems with site clearance, such as Truong Thi Primary School, Le Loi Secondary School, Hong Son Secondary School, Nghi Phu Secondary School, and Hung Dung Secondary School. That has also caused many difficulties in organizing teaching and learning at the schools.

In fact, in recent years, due to the rapid increase in population but the schools have not been expanded, the pressure on enrollment is very high. Some schools even have to enroll more students than the prescribed number of classes, nearly 20 classes more. Or, in most primary schools in the city, the number of students in a class is higher than the prescribed number of 35 students per class.

Currently, the rate of standard schools in Vinh city has reached more than 75% of schools, but this rate at secondary level is still low, only 58.33% and many schools are at risk of losing standards. Besides, many wards and communes do not have enough schools for students such as Hung Phuc ward and Dong Vinh ward.

Although the city has developed a quite detailed project for network planning, building school facilities associated with building national standard schools. However, currently, some targets have not been achieved as expected. This is because recently, the province has been developing a project for network planning in the whole province in the direction of not increasing the number of public schools and streamlining the payroll, so the establishment of temporary public schools has not been implemented. Or some schools, due to problems with compensation and site clearance, have not been able to build at new locations and expand the campus of some schools on schedule. In particular, due to the rapid increase in the city's population and concentration in the inner city areas, while no more public schools can be established, the campus area cannot be expanded, so schools (especially primary schools) still violate the criteria of national standard schools such as the number of classes exceeding the regulations, the number of students in high classes, the campus area does not ensure the area...
