Many wards and communes in Vinh city do not have enough schools.
(Baonghean) - In recent years, the system of facilities and schools in Vinh city has been increasingly invested in to be spacious and modern, and the rate of schools recognized as national standard schools is quite high, over 75%. However, due to the rapid growth of students at all levels, it is still very difficult to meet the needs of parents and students.
Expanding the school scale
At the beginning of the 2018-2019 school year, at Le Mao Secondary School, students still had to study in 2 shifts, and parents had a hard time picking them up and dropping them off. However, from the second semester of the 2018-2019 school year, after the new building was invested in and built, the situation of having to study in other places and study in 2 shifts has ended. The joy seems to be multiplied for the school's staff, teachers and students when at this time, the city is continuing to invest in building a new high-rise building with 9 new classrooms and is expected to be put into use at the beginning of the 2019-2020 school year.
Le Mao is a central ward and the student population has increased rapidly over the years. Therefore, the school's attention and investment in building facilities has created many favorable conditions for the school to improve the quality of teaching and learning, meeting the aspirations of the majority of people in the ward.

Or like Le Mao Kindergarten, for many years teachers and students of the school have had to study in a cramped area, lacking classrooms and playgrounds. Now the school's second facility is gradually being completed and will be put into operation in just a few months, helping the school solve the problem of lack of classrooms, overload and "heat" during each enrollment season.
The Project on Network Planning, Building School Facilities in Association with Building National Standard Schools has been implemented by Vinh City People's Committee since 2016. After more than 5 years of implementation, the effectiveness has been clearly seen when in just a short time, many schools have been invested in construction, upgrading and expansion. At the preschool level, the city has established and built a new public preschool in Le Loi ward with an area of 5,000 m2, a scale of 20 groups, fully meeting the standards of a national standard preschool level 2.

In addition, a non-public primary school was also established in Quan Bau ward with a scale of 10 classes, 10 classrooms, and 15 functional rooms. At the secondary level, a public secondary school was established in Quan Bau ward and a non-public multi-level general school was established in Hung Dung ward.
In addition, from 2016 to present, the city has also built 367 new classrooms, functional classrooms, and expanded many school campuses, such as Viet Lao Kindergarten, Hong Son Kindergarten, Cua Nam 2 Primary School, Le Loi Primary School, Vinh Tan Secondary School, Nguyen Truong To Secondary School...
To implement the objectives of the Project, in the past 3 years, the City People's Committee has invested 479,446 billion VND and mobilized 532,257 billion VND, contributing significantly to the steady development of the city's education sector, maintaining its leading position in the province.
Removing difficulties
The rapid development of the non-public education system and increased investment in infrastructure have also contributed to solving the problem of lack of schools, lack of classes and student overload in the whole city. However, in the coming years, it is expected that the number of students at all three levels of education: preschool, primary and secondary school in the city will continue to increase. Therefore, the pressure on schools in the city is still very large, especially in the central area. Meanwhile, even at present, some places still have difficulties that have not been resolved.

Some other schools, although the investment plan for new construction has been approved, have not been implemented due to problems with site clearance, such as Truong Thi Primary School, Le Loi Secondary School, Hong Son Secondary School, Nghi Phu Secondary School, and Hung Dung Secondary School. That also makes the organization of teaching and learning at these schools very difficult.
Reality also shows that in recent years, due to the rapid increase in population but the schools have not been expanded, the pressure to enroll students is very high. Some schools even have to enroll more students than the prescribed number of classes, nearly 20 more than the prescribed number. Or, in most primary schools in the city, the number of students in a class is higher than the prescribed number of 35 students per class.

Although the city has developed a detailed project for planning the network, building school facilities and building national standard schools. However, currently, some targets have not been achieved as expected. This is because recently, the province has been developing a project for planning the network of schools in the whole province in the direction of not increasing the number of public schools and implementing staff streamlining, so the establishment of temporary public schools has not been implemented. Or some schools are still stuck in compensation and site clearance, so the construction at new locations and expansion of the campus of some schools are not on schedule. In particular, due to the rapid increase in the city's population and concentration in the inner city areas, while no more public schools are allowed to be established, the campus area cannot be expanded, so schools (especially primary schools) still violate the criteria of national standard schools such as the number of classes exceeding the regulations, high number of students in each class, campus area does not ensure the area...
The difficulties that Vinh city is facing are also common in many big cities today. Therefore, in addition to the participation of local authorities, there is also a need for separate mechanisms and policies to ensure the minimum rights of learners in the short term and gradually meet the increasingly high demands of current education.
