Difficulties of the district arts association
(Baonghean) -In the late 20th and early 21st centuries, due to the development requirements of the literary and artistic creation forces of districts and cities, the district literary and artistic associations in Nghe An were established one after another. The first was the Quynh Luu Association, followed by the Dien Chau, Yen Thanh, Thanh Chuong Associations, then Nghia Dan, Quy Hop. Vinh City and Thai Hoa Town established the Literary and Art Association, skipping the branch stage.

Under the leadership and management of the district Party Committee and government, and the professional guidance of the Provincial Literature and Arts Association, local literary and artistic associations and branches have organized many activities to unite and gather artists in the districts, encourage members to compose literature, poetry, music, and artistic photos to serve the local cultural and artistic life, making an important contribution to the construction of an advanced literary and artistic foundation imbued with the national identity of the homeland. Every year, the associations organize field trips for members to typical models in and outside the province, organize Spring Poetry Festivals, and creative camps. Every association has a collection of literary works published 1 to 3 times a year: Quynh Luu has "Tung Linh", Dien Chau has "Dien Chau Literature and Arts", Yen Thanh has "Song Dinh", Vinh has "Thanh Vinh Literature and Arts", Thai Hoa has "Thai Hoa Literature and Arts"... many district and city-level literary issues are of high quality, not only serving a large number of local readers but also introducing the image of Nghe An, the homeland that is changing every day, to the whole country.

Many members have composed and published literary, poetic, musical, painting and artistic photography works that have won high prizes in central and provincial competitions. Growing up in the vibrant reality of the renovation process as well as being encouraged by local literary and artistic associations, many authors have become writers and names representing the creative forces of the countryside. Quynh Luu has Nguyen Ngoc Loi, Tu Tam, Tran Nguong, Lam Kieu, Xuan Chuan, Truong Quang Thu, Tran To...; Dien Chau has Cao Xuan Thuong, Dang Quang Lieu, Mac Thuc, Thanh Hai...; Yen Thanh has Phan Van Tu, Huy Huyen, Ngo Duc Tien, Phan The Phiet, Phan Ba Ham, Lang Hong Quang, Hoang Van Han, Ho Cac, Phan Dang Hai, Tran Ngoc Khanh... They are people who not only write literature, poetry, compose music and artistic photography, but also are active collaborators of central and local newspapers. Thanks to being close to reality and involved in people's lives, the literary and journalistic works of the members at the grassroots level carry the breath of life. In fact, the activities of the literary and artistic associations and branches in the districts and cities in recent years have achieved positive results, contributing to the implementation of Resolution 5 of the Central Committee and Resolution 23 of the Politburo on culture and arts. These are positive signals from the grassroots level.
However, the activities of the arts associations and branches still face numerous difficulties. The most difficult of which is the unclear mechanism of decentralization and delegation of power; difficulties in operating costs. The way of perceiving and evaluating arts associations and branches at the district level is still inadequate compared to reality.

It is thought that relevant levels and sectors should conduct a survey and re-evaluate the activities of literary and artistic associations and branches in districts, cities and towns to have appropriate policies and mechanisms to create favorable conditions for associations and branches to operate and create many good works to serve the renovation process. In order for artists in the province to better implement Resolution 23 of the Politburo on continuing to build and develop literature and art in the new period, as in the Resolution of the 5th Conference, the Central Executive Committee (VIII term) of our Party has raised the goal and tasks of "building an advanced Vietnamese culture, imbued with national identity, in which literature and art is a very important part".
