Taking place from May 23 to June 16, the 3rd session of the 15th National Assembly was lively with many impressive statements when discussing and deciding on national and people's livelihood issues.

​​​​​​Giving his opinion at the morning discussion group on May 25, National Assembly Chairman Vuong Dinh Hue noted that the GDP growth target according to the resolution is high, but currently budget spending is extremely difficult, the economy's ability to absorb capital is "very low". Disbursement of public investment capital is slow, while the economic stimulus package "has not been disbursed a single dong"; in procurement, the institution is not stuck, even providing special mechanisms, privileges, and designated bidding. "We have opened up to the maximum, why there is no change, I do not understand", Mr. Vuong Dinh Hue said. ​​​​​​

During the question-and-answer session on the afternoon of June 9, delegate Cam Ha Chung (Phu Tho) raised the issue that there are currently many opinions that there are still group interests and local interests chasing achievements in the process of building and promulgating legal documents. Emphasizing that the law has strict regulations, Deputy Prime Minister Pham Binh Minh commented that if strictly followed, the phenomenon of group interests and local interests of ministries, branches and localities is very difficult to occur, because no agency can build the law alone.

Speaking at the National Assembly forum on the morning of June 2, Delegate Le Minh Tri - Chief Justice of the People's Procuracy, expressed concern about Article 219 of the 2015 Penal Code (amended and supplemented in 2017) on the crime of violating regulations on management and use of State assets causing loss and waste because it is "too strict" when the amount of violation only needs to be from 100 million VND, even if it is unintentional, creating pressure and high risks for those performing their duties. "The Party recently concluded on protecting those who dare to think and act for the common good, so should such a strict law be reviewed and researched to make it both strict in management and deterrence of those with bad intentions but also create peace of mind for officials performing their duties?" - Mr. Le Minh Tri raised the issue.

Speaking at the Hall at the 3rd session, Delegate Nguyen Lan Hieu - Director of Hanoi Medical University Hospital shared that the health system has gone through unforgettable moments. The successes have been recognized by society in many forms and mistakes have had to be paid for according to the principle of distinguishing between public and private. However, bidding and purchasing equipment and medicines are the biggest concerns of the majority of hospitals, both public and private. "Stability and a clear direction for development are clearly what we medical staff need most at this time" - he said and is currently "extremely confused, struggling to find the right path, because wherever we go, we get stuck, whatever we do can be wrong when the current legal system is not complete".

Sharing at the National Assembly forum, delegate Chau Quynh Dao (Kien Giang delegation) said that she carried the heavy thoughts of farmers who are struggling in the storm of prices, from veterinary medicine prices, animal feed prices, pesticide prices, especially fertilizer prices... According to the delegate, if we do not pay attention to solving the problem soon, it will lead to a paradox that farmers - the ones who produce food themselves and ensure food security - will fall into hunger due to poverty.

Discussing in the Hall at the 3rd session, Delegate Huynh Thanh Phuong (Tay Ninh Delegation) said that corruption and negativity are still a problem, causing great impacts on economic and social recovery and development. Recently, there has been a situation of taking advantage of the epidemic situation to commit corruption and negativity, exploiting loopholes to "fish in troubled waters", assisting in smuggling of gasoline, counterfeit goods, smuggled goods, manipulating the real estate market, corporate bonds, medical supplies market...

Discussing the investment policy of the Hanoi Capital Region Ring Road 4 Project and the Ho Chi Minh City Ring Road 3 Project, National Assembly delegate Vu Tien Loc said: "We need highways in transportation, but we also need highways in policy thinking and administrative procedures to be able to clear bottlenecks, not only in infrastructure but also in institutions, policies, and administrative procedures for the development of the country's economy."

Discussing the report on the results of practicing thrift and fighting waste on June 2, Delegate Tran Quoc Tuan (Tra Vinh Delegation) said that the Viet A test kit incident did not only cause loss and waste of public funds and assets, but also caused loss and waste of other assets of more valuable value, and more importantly, wasted the trust of the people. "How many Viet A have been and are infiltrating deep into the bidding packages of other sectors? Who is Viet A Company, why do they have such great controlling power?" - Mr. Tuan asked.

Delegate Bui Huyen Mai (Hanoi Delegation) questioned the Minister of Transport that "there are opinions that public investment still has a term mindset, so does this mindset exist in the transport sector or not?". Minister Nguyen Van The affirmed: "The transport sector alone does not have a term mindset, because national highways and expressways are all in long-term planning, not spontaneous."

On the afternoon of June 7, in response to the question of Delegate Tran Thi Hoa Ry (Bac Lieu) about when the Vietnamese agricultural sector will stop experiencing "a good harvest but low prices", Minister of Agriculture and Rural Development Le Minh Hoan said: "The question I fear most in the National Assembly is when". He began his answer by saying that he was not shirking responsibility, the Minister of Agriculture and Rural Development is trying to do it, but whether the solution is fast or slow requires the participation of all local authorities.

On June 8, answering questions from Delegate Tran Van Lam (Bac Giang Delegation) about the assessment of the current "bubble" level of the Vietnamese stock market, Minister of Finance Ho Duc Phoc said that through inspection, the Ministry of Finance has discovered violations, including the exploitation of the stock market for money laundering. "We have transferred a number of cases to the investigation agency for strict handling," said Mr. Ho Duc Phoc.
