(Baonghean.vn) - Heavy rain combined with the simultaneous discharge of floodwaters from several hydroelectric plants caused the water level in the rivers of Ky Son and Tuong Duong districts to rise to record highs. Faced with this situation, hundreds of curious people flocked to the river to witness this historic flood.
