Measuring citizen satisfaction
Reporting at the meeting, the leaders of Hoang Mai town showed that the locality focused on implementing synchronous solutions to effectively carry out administrative reform (AR).
In particular, the town has focused on reforming administrative procedures and implementing the one-stop and one-stop mechanism. Accordingly, there are 378 administrative procedures under the authority of the Town People's Committee and the Commune People's Committees under the one-stop and one-stop mechanism, ensuring compliance with regulations, reaching a rate of 100%.

Every year, the Town People's Committee organizes a sociological survey to assess the satisfaction level of organizations and individuals with the service of state administrative agencies at the district and commune levels and the quality of public service of affiliated public service units every year.
At the same time, the town is reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees to improve the effectiveness and efficiency of the State apparatus.
As a result, Hoang Mai town has reduced 6/25 departments and equivalents; public service units have reduced 4/42 public units under the town and 3 stations under provincial-level industry management, and one population and family planning center.

In 2017, the satisfaction index of Hoang Mai town residents about administrative procedures was 45%; in May 2018 it was 57.9%; in December 2018 it was 77.2%.
In addition, the town also pointed out that the implementation of the administrative reform project is still limited and has problems such as: The reduction and shortening of administrative procedures has not met the set requirements; the one-stop department, especially at the commune level, has not met the standards; the application of information technology and modernization of the administrative system is not synchronous; the implementation of high-level online public services is still limited,...
Promote the responsibility of the leader
Discussing at the meeting, members of the inspection team requested Hoang Mai town to clarify the following issues: Results of implementing the project's targets on the following contents: building a team of cadres, civil servants, and public employees to meet the tasks; training and fostering professional skills according to job titles, updating knowledge; cadre evaluation work, mechanism for people to evaluate cadres; mechanism for checking and evaluating the quality of cadres, civil servants, and public employees.

Concluding the meeting, comrade Cao Thi Hien acknowledged and highly appreciated the results of administrative reform work of Hoang Mai town.
The Vice Chairman of the Provincial People's Council suggested that, in order to improve the effectiveness of administrative reform, first of all, the responsibility of the leader must be promoted. "The leader here is not only the secretary, the chairman of the town, communes and towns, but also the responsibility of the leader of each department and each small organization must be promoted, and determination must be required in implementation and direction" - Comrade Cao Thi Hien emphasized.
In addition, the town needs to pay attention to reviewing and cutting down administrative procedures, reducing time and travel costs for people; and continuing to improve the quality of operations of the One-Stop Department.
Improve the quality of civil servants; promote the application of information technology in agencies and units, especially in handling administrative procedures for people and businesses; implement online public services at levels 3 and 4.
