On November 20, 2023, the Government Office issued Document 476/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Luu Quang - Head of the Administrative Procedure Reform Working Group (APRF) at the working session with a number of ministries and localities on administrative procedure reform on November 16, 2023.

Deputy Prime Minister Tran Luu Quang: Administrative procedure reform is a key and difficult task, requiring changes in habits and ways of doing things.

The implementation of administrative procedure reform has not met the requirements on progress.

Deputy Prime Minister Tran Luu Quang acknowledged and commended the efforts of ministries and localities in overcoming difficulties and proactively implementing tasks and solutions in administrative procedure reform.

However, it must be frankly acknowledged that the implementation is still very slow, not meeting the progress requirements according to the 2023 Plan assigned by the Prime Minister. Some shortcomings and limitations that need to be overcome include: The slow announcement of administrative procedures by ministries affects the announcement and publicity of localities; restructuring of administrative procedures and public services is not yet substantive; the process of handling records has not been fully implemented in the electronic environment; digitalization is still slow and ineffective, the rate of reuse of digital data is low; connection and data sharing between ministries, branches and localities are still limited; not ensuring 100% synchronization of record status on the National Public Service Portal.

The reasons are: The heads of some ministries and localities have not paid due attention and have not given strong direction to this work; regulations on establishing, managing and using data between sectors and fields are still lacking in synchronization; coordination between ministries and agencies is not effective, leading to prolonged work processing time.

In the coming time, Deputy Prime Minister Tran Luu Quang requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to uphold the sense of responsibility of the head, focus on directing agencies and units to implement administrative procedure reform tasks, determined to complete the goals and targets assigned by the Government and the Prime Minister in 2023 in Resolution No. 01/NQ-CP dated January 6, 2023 of the Government, Decision No. 933/QD-TTg dated August 6, 2023, Directive No. 27/CT-TTg dated October 27, 2023 of the Prime Minister and the guiding documents of the Working Group.

Administrative procedure reform is a key and difficult task, requiring changes in habits and ways of doing things. Therefore, ministries, branches and localities need to strengthen coordination, exchange and share information and experience during implementation. Reality shows that in similar conditions and circumstances, there are still ministries and localities that do better.

Localities are not allowed to issue administrative procedures except in cases assigned by law or resolution of the National Assembly or in necessary cases.

Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to focus on reviewing, reducing and simplifying administrative procedures, while closely controlling the process of issuing new administrative procedures, ensuring that administrative procedures are easy to understand and implement and are fully, publicly and promptly announced according to regulations. Localities are not allowed to issue administrative procedures except in cases assigned by law or resolution of the National Assembly or in cases where it is necessary to stipulate administrative procedures in resolutions of provincial People's Councils as prescribed in Clause 4, Article 27 of the Law on Promulgation of Legal Documents.

Review and propose plans to simplify internal administrative procedures, ensuring the goal of reducing and simplifying at least 20% of administrative procedures and reducing at least 20% of administrative procedure compliance costs, to be completed by December 2023.

Digitize records, results of administrative procedure settlement, reuse digital data and fully exploit the benefits of Project 06. Process entire work records in an electronic environment to overcome the situation of receiving electronic records but the internal processing is done on paper, affecting the provision of electronic results and reusing existing data in the information system for handling administrative procedures.

Periodically, monthly publicize the results of the assessment of the Index of serving people and businesses in implementing administrative procedures and public services according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.

The Ministry of Information and Communications is assigned to preside over and coordinate with the Ministry of Finance to issue economic and technical norms for activities of guiding, receiving, digitizing records, and returning results of handling administrative procedures at ministries, branches, and localities by enterprises providing public postal services in December 2023. Urgently propose amendments and supplements to Decree No. 73/2019/ND-CP of the Government to remove difficulties and obstacles in managing investment in information technology and implementing Project 06, and submit it to the Government for promulgation before December 31, 2023.

The Government Office - the Standing Agency of the Working Group has issued a document requesting relevant ministries and agencies to respond to difficulties, problems, proposals and recommendations of 3 ministries and 8 localities and to monitor and urge the responses and reports to the Head of the Working Group.
