(Baonghean.vn) - That was the emphasis of comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee at the working session with departments, branches and localities on speeding up the construction progress of Vinh - Cua Lo road which took place on the morning of March 3.

Also attending were relevant departments, branches and Vinh City People's Committee, Nghi Loc district and Cua Lo town.

Before starting work, the working group conducted a survey and inspection of the entire route from Cua Lo Town to Vinh City and resettlement areas in Vinh City.

At the meeting, the representative of the investor, the Department of Transport, reported some basic features of the construction process of the Vinh - Cua Lo road project.

Accordingly, out of a total of 10.8 km, the province has directed the contractor to clear the ground for 9.8 km; asphalt concrete for 8.6 km/9.8 km; build 2/2 bridges and 46/57 culverts; and build 515/665 lighting pole foundations.

Up to now, Cua Lo town and Nghi Loc district have handed over the land and opened the section through Vinh city (Nghi Phu and Nghi Duc communes). There are still 10 plots of land that cannot be recovered, so the land has not been handed over.

Based on the current status inspection, the representative of the Department of Transport requested the Vinh City People's Committee to speed up the construction progress of resettlement areas and complete procedures to hand over the 9m-wide area of ​​land through Nghi Duc commune before March 15, 2020 and Nghi Phu commune before March 20, 2020, striving to hand over the land to the Project Management Board for construction by the end of April; consider early addition of 110 billion VND in the first quarter of 2020 to complete the site clearance work.

At the meeting, representatives of Vinh City People's Committee, Nghi Loc District and Cua Lo Town spoke about the results of recent work implementation; at the same time, they raised some difficulties and shortcomings from practice, thereby proposing and asking for opinions from the Provincial People's Committee on some measures to overcome difficulties such as exploiting land funds to create revenue sources, supporting people to demolish houses or rent houses to hand over the site early, not waiting for the completion of resettlement areas or people to finish building houses to hand over the site...

Based on receiving and listening to feedback from localities, Mr. Le Hong Vinh, Standing Vice Chairman of the Provincial People's Committee, concluded the meeting, stating: Compared to the progress and previous commitments, the project is behind schedule. The reason is that the implementation of construction and site clearance is still confusing.

Acknowledging the construction quality of the resettlement area in Xuan Dong hamlet, Nghi Duc commune (Vinh city) and some other resettlement areas in Nghi Loc district, the Vice Chairman of the Provincial People's Committee was not really satisfied with the resettlement areas in hamlets 5 and 21, Nghi Phu commune. He requested Vinh city and the Department of Transport to closely monitor the quality of infrastructure construction; the construction of resettlement areas must also be synchronous; review and quickly complete resettlement areas to include them for people to draw lots.

Suggest the Department of Transport review intersections with residential roads, if necessary, install speed bumps and lighting to minimize traffic accidents when put into use; Department of Construction, Vinh city and Nghi Loc district review resettlement land funds to have a long-term plan for people when giving up land for large projects... Strive to complete the handover of Vinh - Cua Lo road by the end of April.

Vinh - Cua Lo road is 10.8 km long, of which Vinh city is 3.4 km, Nghi Loc is 4.8 km and Cua Lo town is 2.6 km. The total investment is 1,411 billion VND, of which 1,100 billion VND is from Government bonds and 311 billion VND is from the local budget. Currently, the allocated capital is 1,160 billion VND, the central budget is 1,100 billion VND and the local budget is 60 billion VND. The project affects 412 households with residential land and 290 agricultural land plots; 1,002 graves and the construction of 14 resettlement areas.
