Promoting potential, building a strong and comprehensive Tam Quang

A term of many marks

Tam Quang commune was established on the basis of merging the entire area and population of Tam Quang and Tam Dinh communes, Tuong Duong district (old). After the arrangement, the commune has a natural area of ​​507.95 km², a population of 12,982 people, bordering 3 communes of Nghe An province and Laos. The commune Party Committee currently has 33 affiliated party organizations with 769 party members. During the 2020 - 2025 term, the Party Committee, government and people of the commune have made efforts to overcome difficulties, achieving many outstanding results in socio-economic development, ensuring national defense - security and building a strong political system.

Party building work has been innovated and improved in quality. Learning and following Uncle Ho has become a routine, spreading strongly with 44 typical models, promoting emulation movements. The leadership capacity and fighting strength of the Party organization have been affirmed; 100% of Party cells have fulfilled their tasks well, admitted 102 new Party members, and supplemented the young force. Inspection and supervision work has been strengthened, maintaining Party discipline. Mass mobilization work, activities of the Front and mass organizations have many innovations, closely linked with the people, creating great solidarity, contributing to sustainable local development.

The economic structure has shifted positively, with the total production value in 2025 estimated at 705.15 billion VND; per capita income reaching 44.7 million VND. The proportion of agriculture - forestry - fishery accounts for 34.6%, industry - construction 29.9%, trade - services 35.5%. Budget revenue is estimated at 355 million VND/year.

Agriculture grew quite well, food output reached 4,496.3 tons, up nearly 117% compared to the beginning of the term; 4 OCOP products achieved 3-star standards. The total livestock herd reached 11,478 heads, many effective livestock models were maintained. The new forestation area was over 2,070 hectares, with coverage reaching 91.7%. Aquaculture developed strongly with 117 tons of output and 157 cages.

The industry and construction sector increased by 44.3% compared to the beginning of the term, especially in rural infrastructure construction. The value of trade and services increased by nearly 75%, the service network expanded, promoting labor restructuring. Production support programs and product consumption connections were effective. Digital transformation initially achieved positive results, effectively implementing Project 06 of the Government and Resolution 57-NQ/TW of the Politburo. The government synchronously deployed management platforms, providing online public services at levels 2 and 3, improving the efficiency of serving the people.

Education and training continue to receive attention, quality is increasingly improved; the graduation rate is 98.4%, the whole commune has 77 excellent students at the provincial level and 206 excellent students at the district level. Currently, 6/7 schools meet national standards, creating a solid foundation for improving people's knowledge and training local human resources. In particular, the locality has coordinated with Tam Quang Border Guard Station to deploy the model "Accompanying dormitories in border areas", initially promoting effectiveness, supporting 45 students in difficult circumstances to continue studying, thereby nurturing the dreams and aspirations of the young generation in the border area.

Culture and sports developed strongly, the movement "All people unite to build a cultural life" spread widely; 91.2% of families achieved cultural titles, 17/18 villages were recognized as "Cultural Villages", strengthening solidarity and building a healthy living environment.

Health, population and social security are focused on; epidemic prevention and control work is effectively implemented. By 2025, the commune will create new jobs for 1,070 workers, of which 204 are exported workers. Social insurance reaches 28.5%, health insurance reaches 90%. Social security policies and support for people with meritorious services and poor households are fully implemented. The whole commune has built and repaired 233 houses, completing 100% of the target of eliminating temporary houses, contributing to changing the face of the border area.

Administrative reform was promoted, the post-merger apparatus was streamlined and operated effectively. The rate of timely settlement of records was high. Land and environmental management, granting of land use right certificates, waste treatment, tree planting, etc. were carried out in accordance with regulations, gradually raising awareness of environmental protection among the people.

National defense and security are maintained, creating a stable foundation for socio-economic development. The annual military recruitment work always meets 100% of the assigned targets; training and exercises are highly appreciated by superiors. In 2022, the commune was recognized as a "Drug-free border commune", affirming the determination and effectiveness in the fight against crime and social evils. At the same time, closely coordinating with Tam Quang Border Guard Station to effectively carry out border diplomacy, maintain friendly relations with villages in Bolikhamxay province (Laos), organize bilateral patrols, contributing to firmly protecting territorial sovereignty and national border security.

Proactive innovation, sustainable development

The 2025-2030 term takes place in the context of the country promoting industrialization, modernization, international integration and comprehensive digital transformation. The Party and State continue to prioritize investment in ethnic minority, mountainous and border areas, creating opportunities but also posing many challenges for localities such as Tam Quang.

After the merger, the locality has a large area, a large population, a wide area, and complex terrain. The economy mainly relies on agriculture, small-scale livestock farming, and forestry; infrastructure is lacking, the poverty rate is high, and the quality of human resources is uneven. This reality requires the Party to improve its leadership capacity, promote the strength of the political system, effectively exploit the potential of land, forests, and labor, ensure national defense and security, and aim for comprehensive and sustainable development.

Entering the new term, the commune determined to focus on developing the agricultural and forestry economy in a sustainable direction, associated with eco-tourism and experiential tourism; effectively implementing poverty reduction and improving people's lives. At the same time, continuing to maintain national defense and security, firmly protecting national border sovereignty, ensuring political stability and social order and safety.

Tam Quang Commune sets out 23 key development targets in the following areas: Economy, culture - society, environment, national defense - security and building the political system. On that basis, 4 key tasks and 4 main groups of solutions are identified to mobilize and effectively use all resources, promote the combined strength to create clear changes in socio-economic development, building a strong Party and political system.

During the term, the locality identified a number of important breakthroughs. First of all, it is to improve the quality of the staff and civil servants associated with administrative reform, promote digital transformation and build digital government; innovate leadership and management methods in a close, flexible and effective manner, promote the sense of responsibility, set an example, dedicate and serve the people. Along with that, it is important to review, adjust and supplement development planning, create favorable land funds to attract investment in the fields of agricultural and forestry processing, ecotourism, and experiential tourism; develop livelihoods associated with preserving and promoting the traditional cultural identity of ethnic minorities in the area.

The locality continues to mobilize and effectively integrate resources to invest in developing essential infrastructure such as transportation, irrigation, electricity, clean water, telecommunications, healthcare, education, etc. Synchronously build a system of cultural and social institutions in a modern and smart direction, practically serving people's lives and socio-economic development goals. At the same time, strengthen national defense and security work, improve the quality of the mass movement to protect national security, proactively grasp the situation, promptly handle arising situations, and avoid being passive and surprised.

With the right orientation, high political determination, comprehensive leadership of the Party Committee, efforts of the entire political system and consensus of the people, Tam Quang commune strives to become a border commune with fast and sustainable development.
