Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh honored and directed the Congress of Delegates of Tam Quang Commune Party Committee

Dự và chỉ đạo Đại hội có đồng chí Phùng Thành Vinh – Ủy viên Ban Chấp hành Đảng bộ tỉnh, Phó Chủ tịch UBND tỉnh. Cùng dự có đại diện Ban Chỉ huy Bộ đội Biên phòng tỉnh và 185 đại biểu được triệu tập từ 33 tổ chức cơ sở đảng, đại diện cho 769 đảng viên trong toàn Đảng bộ xã.
Đạt kết quả toàn diện trên các lĩnh vực
Tam Quang is a border commune established after merging Tam Quang and Tam Dinh communes (belonging to the old Tuong Duong district), with an area of over 507 km², a population of nearly 13,000 people, bordering Laos. During the 2020-2025 term, despite many difficulties, the Party Committee, government and people of the commune have united, made efforts and achieved many comprehensive results in all fields.

Party building work has been innovated and achieved remarkable results. Grassroots party organizations have been consolidated; 100% of party cells have fulfilled their tasks well; the whole commune has admitted 102 new party members, built 44 models of studying and following Ho Chi Minh's ideology, morality and lifestyle. Mass mobilization work, activities of the Fatherland Front and socio-political organizations have had many innovations, creating consensus and solidarity among the people.
The economy has changed positively. The total production value in 2025 is estimated to reach more than 705 billion VND; the average income per capita is 44.7 million VND/year, a significant increase compared to the beginning of the term. Food output increased by 117%; the newly planted forest area is more than 2,000 hectares, the forest coverage is 91.7%. 4 OCOP products are recognized as meeting 3-star standards.
Industry and construction increased by 44%, trade and services increased by 75%. Digital transformation has many positive changes, online public services are gradually being effectively deployed.

The cultural and social fields have achieved many remarkable results. 6/7 schools meet national standards; the rate of secondary school graduates is 98.4%; many students have won prizes at district and provincial levels. The model of “Accompanying dormitories in border areas” provides practical support for poor students.
The rate of cultural families reached 91.2%; 17/18 villages achieved the title of "Cultural Village". Cultural and sports activities were maintained regularly, contributing to improving the spiritual life of the people.
Social security is focused on. During the term, the commune created jobs for more than 1,000 workers, including 204 workers working abroad; completed the goal of eliminating temporary houses with 233 houses built and repaired. People's health care is focused on; the rate of people participating in health insurance is high.
National defense and security are maintained. Annual military recruitment targets are 100% met; the commune is recognized as a “Drug-free border commune” in 2022. Friendly relations with border villages of Bolikhamxay province (Laos) are well maintained, and bilateral border patrols and border protection coordination work is carried out regularly and effectively.
Building Tam Quang commune to become a bright spot for development in the border region
Entering the 2025-2030 term, the Party Committee of the commune determined to continue comprehensive development, prioritizing breakthrough solutions to effectively exploit the potential and advantages of the locality.
The commune sets out 23 main targets in various fields. In particular, it focuses on 4 key tasks and 4 major groups of solutions. Some breakthroughs identified include: improving the quality of staff, administrative reform, promoting digital transformation, building digital government; flexible and close management, promoting responsibility in serving the people. Along with that, the locality will review and adjust planning, create favorable land funds to attract investment in agricultural and forestry processing, develop eco-tourism associated with preserving national culture.
The Party Committee of the commune also determined to continue mobilizing and effectively integrating resources to invest in essential infrastructure such as transportation, irrigation, electricity, clean water, healthcare, education, and telecommunications. At the same time, it is necessary to synchronously build a system of modern and smart cultural and social institutions to meet the development needs and improve people's lives. National defense and security work continues to be consolidated, ensuring political stability and social order and safety.

The Congress announced the Decision of the Provincial Party Standing Committee appointing the Party Executive Committee of Tam Quang commune for the 2025-2030 term, consisting of 24 comrades.
Comrade Kha Van Ot was appointed to hold the position of Party Secretary and Chairman of the Commune People's Council.
Comrade Lo Thanh Long was appointed to hold the position of Permanent Deputy Secretary of the Commune Party Committee. Comrade Nguyen Huu Hien was appointed to hold the position of Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tam Quang Commune.

Speaking at the Congress, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh acknowledged and commended the outstanding results achieved by the Party Committee, government and people of Tam Quang commune in the past term, considering them important contributions to the overall development of Nghe An province.
He emphasized that in order to successfully implement the Resolution of the Congress for the 2025-2030 term, Tam Quang commune needs to focus on effectively implementing a number of key tasks: stabilizing the organizational apparatus after the merger, improving the effectiveness of the political system; overcoming the consequences of natural disasters, stabilizing people's lives and production; strengthening foreign affairs, maintaining friendly relations with border villages of Laos; linking economic development with national defense and security tasks, ensuring national border sovereignty.
In addition, it is necessary to focus on promoting the cultural identity of ethnic groups; promoting the development of concentrated production areas; enhancing the value of OCOP products and exploiting the potential for developing community and ecological tourism, contributing to building Tam Quang commune into a bright spot for development in the border area in the coming period...
