Tam Quang determined to break through, build a sustainable border commune

Land of great potential

Tam Quang is a mountainous commune located in the West of Nghe An province, formed on the basis of merging the entire natural area and population of Tam Dinh commune into Tam Quang commune, Tuong Duong district (old). Regarding administrative boundaries, the East of the commune borders Chau Khe commune; the North borders Yen Hoa and Yen Na communes; the Northwest borders Tam Thai commune; the Southwest borders Laos with a 12.7 km long border. This special location makes Tam Quang both possess the wild beauty of mountains and forests and play an important role in protecting national border sovereignty.

In the commune, there are currently many important units and socio-economic establishments such as: Tam Quang Border Guard Station (located in Tung Huong village) - the main unit in border security protection; Khe Bo Coal Joint Stock Company in Coal Mining Village; Khe Bo Hydropower Company - a branch of Vietnam Electricity Development Joint Stock Company, located in Tam Huong village. In addition, the system of educational establishments from kindergarten to high school in the locality is also highly appreciated for the quality of teaching and learning, making an important contribution to the development of local human resources.

Not only has economic and defense - security potential, Tam Quang also owns many unique natural landscapes. Notably, the primeval Sang Le forest of about 70 hectares located along National Highway 7A, with ancient trees hundreds of years old, is considered the "green lung" of the region and is an attractive destination for tourists who love nature. In addition, eco-tourism spots such as Khe Co (in Quang Phuc village, about 300m from National Highway 7) or Khe Nam Xan (Tung Huong village) with clear streams, wild landscapes and cuisine rich in national identity are also gradually becoming tourist attractions in the summer.

With its unique geographical location, rich resources and unique cultural identity, Tam Quang commune is gradually affirming its role as a land with rich development potential in Western Nghe An.

New look for the border area, the result of consensus

During the 2020-2025 term, the Party Committee, Government and People of the commune have strived to overcome difficulties and achieved many outstanding results in the fields of socio-economic development, ensuring national defense and security, and building a strong political system.

Party building work has been innovated and its quality has been improved. Learning and following Uncle Ho has become a routine with 44 typical models, creating motivation for the emulation movement. The leadership capacity and fighting strength of the Party organization have been affirmed; 100% of Party cells have fulfilled their tasks well, admitted 102 new Party members, and supplemented the young force. Inspection and supervision work has been strengthened, maintaining discipline. Mass mobilization work, activities of the Front and mass organizations have been innovated, connecting the people, strengthening the strength of great solidarity, contributing to sustainable local development.

The economy has shifted positively, with the total production value in 2025 estimated at 705.15 billion VND; per capita income reaching 44.7 million VND. The proportion of sectors: agriculture - forestry - fishery 34.6%, industry - construction 29.9%, trade - services 35.5%. Budget revenue reaches 355 million VND/year.

Agriculture has developed steadily, food output reached 4,496.3 tons, an increase of nearly 117% compared to the beginning of the term. There are 4 OCOP products meeting 3-star standards. The total livestock herd reached 11,478 heads, many effective livestock models were maintained. New forests were planted on more than 2,070 hectares, with coverage reaching 91.7%. Aquaculture has developed strongly, with an output of 117 tons, and 157 cages maintained.

The industry and construction sector increased by 44.3% compared to the beginning of the term, especially in rural infrastructure construction. The value of trade and services increased by nearly 75%, the service network expanded, contributing to the shift in labor structure. Programs to support production and product consumption were effective. Digital transformation achieved initial results, well implementing Project 06 of the Government, Resolution No. 57-NQ/TW of the Politburo. The government deployed management platforms, providing online public services at levels 2 and 3, effectively serving the people.

Education and training continue to receive attention, and quality is improved. The graduation rate is 98.4%; the whole commune has 77 excellent students at the provincial level, 206 excellent students at the district level. 6/7 schools meet national standards. The model "Accompanying dormitories in border areas" in coordination with Tam Quang Border Guard Station supports 45 disadvantaged students, helping the young generation in border areas to excel in their studies.

Culture and sports are strongly developed, the movement "All people unite to build a cultural life" is widespread. 91.2% of families have achieved cultural titles, 17/18 villages are recognized as "Cultural Villages", creating a healthy and united living environment.

Health, population and social security are focused. The work of preventing and fighting the epidemic has been effectively implemented. Since the beginning of the term, the commune has created new jobs for 1,070 workers, including 204 exported workers. The rate of participation in social insurance is 28.5%, health insurance is 90%. Social security policies, support for people with meritorious services and poor households are fully implemented. The whole commune has built and repaired 233 houses, completing 100% of the target of eliminating temporary houses, contributing to improving the living standards and appearance of the border area.

Administrative reform was promoted, the post-merger apparatus was improved and operated effectively. The rate of timely settlement of records was high. Land and environmental management, issuance of land use right certificates, waste treatment, tree planting, etc. were carried out in accordance with regulations, raising awareness of environmental protection among the people.

National defense and security are maintained, creating a foundation for stable development. Military recruitment meets 100% of targets; training and exercises are highly appreciated. In 2022, the commune was recognized as a "Drug-free border commune", demonstrating the effectiveness of the fight against crime. The commune closely coordinates with Tam Quang Border Guard Station to do a good job of border diplomacy, maintain friendly relations with villages in Bolikhamxay province (Laos), organize bilateral patrols, firmly protect national sovereignty and border security.

Innovative thinking to improve border development

The 2025-2030 term takes place in the context of the country continuing to promote industrialization, modernization, international integration and comprehensive digital transformation. The Party and State prioritize investment in ethnic minority, mountainous and border areas, creating many opportunities, but also posing many challenges for localities such as Tam Quang.

After the merger, the commune has a large area, a large population, a wide area, and complex terrain. The economy mainly relies on agriculture, small-scale livestock farming, and forestry; infrastructure is lacking, the poverty rate is high, and the quality of human resources is uneven. This reality requires the Party Committee to improve its leadership capacity, promote the strength of the political system, effectively exploit the potential of land, forests, and labor, ensure national defense and security, and aim for comprehensive and sustainable development.

Entering the new term, the commune determined to focus on developing the agricultural and forestry economy in a sustainable direction, associated with eco-tourism and experiential tourism; promoting poverty reduction and improving people's lives. At the same time, continuing to maintain national defense and security, protecting national border sovereignty, ensuring political stability and social order and safety.

Tam Quang Commune sets out 23 key development targets in the fields of economy, culture, society, environment, national defense, security and political system building. On that basis, 4 key tasks and 4 main groups of solutions are identified, aiming to mobilize and effectively use all resources, creating clear changes in socio-economic development and Party building.

In particular, the locality has identified a number of important breakthroughs. First of all, it is to improve the quality of the staff and civil servants associated with promoting administrative reform and digital transformation, building a digital government. Innovating leadership and management methods in a close, flexible and effective manner; promoting the sense of responsibility, setting an example, dedication, and serving the people.

At the same time, focus on reviewing and supplementing development planning, creating favorable land funds to attract investment in the fields of agricultural and forestry processing, eco-tourism, and livelihood development associated with preserving and promoting the traditional cultural identity of ethnic minorities.

The commune continues to mobilize and effectively integrate resources to invest in essential infrastructure such as transportation, irrigation, electricity, clean water, telecommunications, health care, and education. Synchronously build a system of cultural and social institutions in a modern direction, serving people's lives and socio-economic development. At the same time, strengthen national defense and security, improve the effectiveness of the movement "All people protect national security", proactively grasp the situation, promptly handle arising situations, and avoid being passive and surprised.

With the right orientation, high determination, comprehensive leadership of the Party Committee, and the efforts of the entire political system and the people, Tam Quang commune strives to become a border commune with rapid and sustainable development in the coming term.
