In the past 5 years, along with the education sector, Nghe An province has issued mechanisms, policies, resolutions, and plans for the development of education, training, and human resources of the province. The close attention and direction to concentrate all investment resources, giving priority to the development of education, training, and human resources has created a premise for the province's education sector to carry out its tasks. At the same time, creating a mechanism for the sector to boldly pioneer in building effective and meaningful programs that are practical and close to the grassroots. In fact, many major issues of education nationwide have the participation and contribution of the development practices of education and training in Nghe An.
The province has also organized the development and implementation of the education and training planning for the period 2012 - 2020. In particular, the issue that has been strongly directed is the merger of small and scattered schools. Up to now, 416 scattered schools have been reduced, and 49 small schools have been merged. The school system basically meets the learning needs, the development requirements of the locality, the requirements for innovation, standardization, and gradual modernization of education and training.
In implementing educational innovation, the Nghe An Education sector also identified teacher quality as the first criterion for success. Therefore, in recent times, the sector has focused on building a team of teachers and basic education managers with sufficient quantity, standardized training level, deep professional capacity, solid pedagogical level, meeting well the requirements of educational innovation and implementing the 2018 general education program; especially up to now, basically ensuring the requirements of the 2019 Education Law earlier than the standardization roadmap. To achieve this result, Nghe An prioritized training and coaching for more than 2,000 teachers and key managers in primary schools to implement the first grade textbook program. To date, more than 500 principals of secondary and high schools and more than 10,051 secondary school teachers have implemented the 2018 general education program, which will begin from grade 6 next school year.
In recent years, the construction and flexible implementation of new school models have been focused on, such as SEQAP and VVOB project programs; innovation in teaching and assessment methods in general education; child-centered kindergartens; as a premise to draw experience in implementing the 2018 General Education Program and Preschool Education after 2020. The sector also directed the promotion of STEM education in general schools, building friendly schools, active students, linking school construction with the mass movement to build a cultural life and build new rural areas.
Since the 2019-2020 school year, the model of high-quality key high schools in Nghe An province has been piloted at 14 high schools. Thereby, it has become the core and pioneer in successfully implementing the goal of comprehensive education towards forming and developing students' qualities, abilities, and talents, towards building an advanced school model towards international standards.
In recent years, we have also made initial steps to connect and integrate internationally in the field of education. That is, cooperating with IIG Vietnam Education Organization to develop a project to establish an International Testing and Training Center in Vinh City; cooperating with TH Group, TH School to implement an integrated training project with international programs at schools in the province, contributing to building an advanced educational environment for learners. In particular, identifying foreign languages as an important "bridge" to improve human resource capacity, meeting international integration and the 4.0 technology era, the teaching and learning of foreign languages in schools is promoted with many "open" policies, such as promoting the enhanced English teaching program, innovating the testing and evaluation of the program according to the 6-level foreign language proficiency framework, and enhancing the practical exchange environment for teachers and students.
