Issued order to block Hieu River phase 2 at Ban Mong Reservoir Project
(Baonghean.vn) - On the morning of January 5, 2020, at the main construction cluster of Ban Mong Reservoir Project (Yen Hop commune, Quy Hop), the representative of the Ministry of Agriculture and Rural Development, comrade Nguyen Hai Thanh - Director of the Department of Construction Management, issued the order to block the Hieu River for the second time.
Attending the ceremony to block the Hieu River in phase 2 were former Deputy Ministers of the Ministry of Agriculture and Rural Development: Hoang Van Thang, Phan Sy Ky; leaders and officials of the Departments and Divisions of the Ministry of Agriculture and Rural Development. On the side of Nghe An province, there were comrades: Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee, Dinh Viet Hong - former Vice Chairman of the Provincial People's Committee; representatives of leaders of Departments, branches and 2 districts of Quy Hop and Quy Chau.

The main works of Ban Mong Reservoir Project include 2 packages No. 36 and 42 and the hydropower component. Currently, package No. 36 has completed the concrete dam foundation pit, spillway, deep discharge culvert, and water intake culvert with a concrete volume of 209,186m3.3/242,240m3 (86.35%), steel: 4,990/7,694 tons (64.86%).
With package No. 42, the bottom plate, valve slots, and slop slots of the deep discharge culverts combined with sand discharge and water intake culverts have been completed; the working floor for installing the rotating mortar cluster of the flood spillway has been installed 6/10 times, the rotating mortar cluster has been installed in 5 clusters; the alignment and welding with the fan steel of 2 clusters have been completed, the bottom slots and vertical slots are being processed...

For the hydropower component, the dam reached elevation +68m/+55m; the water intake gate of the hydropower plant reached elevation +60m/+55m; the downstream of the plant reached elevation +62m/+47.7m; mechanical equipment was installed, dry tested and upstream and downstream valves were closed...
Before blocking the Hieu River in the second phase, the State Acceptance Council inspected the construction progress, the quality of the completed items and the preparation work; confirmed that the technical conditions for blocking the Hieu River were ensured. Thereby, the Ban Mong Lake Project Headquarters Cluster will be constructed in phase 1 on schedule; the necessary conditions will be ensured for implementing phase 2 of the project after 2020, and the goal of Ban Mong Lake starting to accumulate water by 2021, effectively promoting the investment capital.

Attending the ceremony, on behalf of the Provincial People's Committee, Mr. Hoang Nghia Hieu - Vice Chairman of the Provincial People's Committee thanked the Government, the National Assembly, ministries, departments and central branches, especially the Ministry of Agriculture and Rural Development for their attention and implementation of the Ban Mong Reservoir Project - a national irrigation project - in Western Nghe An.
The Vice Chairman of the Provincial People's Committee pledged to direct the completion of compensation, site clearance, and resettlement; requested the Ministry of Agriculture and Rural Development to pay attention to submitting to the Government to facilitate and ensure capital sources so that the project can be completed and put into operation on schedule.

Ban Mong Reservoir is responsible for providing irrigation water for 18,670 hectares along Hieu River, of which 4,446 hectares are self-flowing and the rest are dynamically irrigated. In addition, it also supplies water to Ca River in the dry season (about 23 m³/s); combines power generation with an installed capacity of 45 MW; supplies water for civil industry and livestock in the project area; develops aquaculture and participates in environmental improvement...
According to the approved schedule, by the end of 2020, the Ban Mong Reservoir project will complete phase 1. Therefore, in 2020, it is necessary to ensure the construction of the minor flood season before May 15, 2020. By July 31, 2020, ensure the construction of the main flood season. By December 31, 2020, the cluster of key works will be completed.

Issuing the order to block the Hieu River in the second phase, comrade Nguyen Hai Thanh - Director of the Department of Construction Management affirmed that the Ban Mong Reservoir Project is a large-scale irrigation project. The implementation of the blocking of the Hieu River in the second phase is an important milestone of the project to complete the plan on schedule, promoting the socio-economic efficiency of the project.
