Developing Vinh city with its own mark, becoming the economic and social center of the North Central region

On the morning of January 11, Vinh City Party Committee held a conference to review Party building work in 2023 and deploy key tasks in 2024. Attending the conference were comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and leaders of the Party building committees of the Provincial Party Committee.

In 2023, the Standing Committee of the City Party Committee and the City Party Executive Committee will continue to lead, direct, and urge the implementation of projects, directives, and resolutions, in conjunction with the assessment of the half-term implementation of the Resolution of the 24th City Party Congress and resolutions of party congresses at all levels.

During the year, the Vinh City Party Committee continued to focus on directing the concretization of key tasks and breakthroughs of the term into monthly programs and plans, along with regular assessment and review of implementation to create key changes in the implementation of tasks at all levels and sectors. Thanks to that, in 2023, the city led and directed the completion and surpassing of 21/22 socio-economic, defense and security targets.

Party building work is carried out synchronously and comprehensively in terms of politics, ideology; organization, cadres, party members; inspection, supervision; mass mobilization; internal affairs; leadership of the government, the Fatherland Front and socio-political organizations.

Thanks to that, the Party's leadership role continues to be affirmed; the activities of the political system, the direction and administration of the authorities at all levels have many innovations, the effectiveness and efficiency have been improved, creating solidarity and unity within the Party Committee and consensus among the people. In 2023, the Vinh City Party Committee was recognized as "Excellently completing its tasks".

In 2023, the city exceeded the congress resolution target on admitting party members with 528 members, the highest since the beginning of the term; built 553 "Skilled Mass Mobilization" models. Party discipline enforcement was strictly implemented in accordance with regulations; during the year, Party committees and Inspection Committees at all levels disciplined 55 party members, including 4 expelled, 3 warned and 48 reprimanded.

The conference also frankly pointed out a number of limitations and shortcomings that need to be overcome in 2024. Accordingly, it is necessary to pay more attention to the effectiveness of resolving voters' petitions and petitions after supervision at all levels.

Nghiên cứu đầu tư phát triển thành phố Vinh mang dấu ấn riêng

Phát biểu tại hội nghị, đồng chí Hoàng Nghĩa Hiếu – Phó Bí thư Tỉnh uỷ chúc mừng, biểu dương những kết quả mà Đảng bộ và Nhân dân thành phố đạt được trong năm 2023.

Phân tích các yếu tố thách thức, khó khăn, Phó Bí thư Tỉnh uỷ cũng nêu rõ nhiều cơ hội, thuận lợi của thành phố, đặc biệt là những cơ sở chính trị và pháp lý khi Bộ Chính trị ban hành Nghị quyết số 39 về xây dựng và phát triển tỉnh Nghệ An đến năm 2030, tầm nhìn đến năm 2045, Nghị quyết số 36 của Quốc hội và thành phố Vinh được xác định là động lực phát triển của tỉnh, HĐND tỉnh ban hành cơ chế đặc thù cho thành phố…

Vì vậy, Phó Bí thư Tỉnh ủy đề nghị thành phố chủ động nghiên cứu, tranh thủ trí tuệ của toàn Đảng bộ và Nhân dân, con em lao động ở xa để xây dựng cơ chế đặc thù vượt trội, vận dụng tốt các cơ sở chính trị, pháp lý, tạo thêm nguồn lực, phát triển thành phố trong thời gian tới.

Khẳng định đoàn kết thống nhất cao là yếu tố quan trọng trong công tác lãnh đạo, chỉ đạo và triển khai thực hiện các nhiệm vụ chính trị, Phó Bí thư Tỉnh uỷ Hoàng Nghĩa Hiếu đề nghị Đảng bộ thành phố tiếp tục phát huy tốt hơn, tạo sự đồng thuận, đổi mới mạnh mẽ về tư duy và quyết liệt hơn nữa trong hành động. Từ đó, thúc đẩy phát triển thành phố trở thành trung tâm kinh tế - văn hóa vùng Bắc Trung Bộ, cực tăng trưởng có sức lan tỏa lớn của tỉnh; xây dựng Vinh trở thành thành phố thông minh.

Để đạt các mục tiêu nêu trên, đồng chí Hoàng Nghĩa Hiếu đã nêu một số định hướng về phát triển kinh tế, trong đó tập trung phát triển kinh tế dịch vụ, thương mại, du lịch và kinh tế đêm. Quá trình triển khai cần nghiên cứu có các giải pháp đảm bảo phù hợp, hiệu quả cao của từng loại hình dịch vụ.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu also requested the city to proactively prepare all conditions to implement the Project to expand the administrative boundaries of Vinh city, especially the issue of arranging the apparatus, staff, planning, good planning management, creating consensus to promote efficiency; exploiting investment resources.

Focus on building a strong Party organization, implementing well the principles of organizing Party activities; strengthening inspection and supervision work, strictly maintaining discipline within the Party; taking care of developing Party members; innovating leadership methods and styles, giving specific, in-depth, close, effective, and grassroots-oriented directions.

Promote the spirit of solidarity of the city, support and help each other to achieve the common goal of turning Vinh city into the center of the North Central region. During the implementation process, review cases of weak officials and civil servants or those who have been reported to be corrupt, and transfer or change their positions; strictly implement discipline, promote solidarity and democratic centralism for the development of the city.
