Opening session of the 15th meeting of the 17th Nghe An Provincial People's Council, term 2016-2021

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee Standing Committee and Hoang Viet Duong - Member of the Provincial Party Executive Committee chaired the meeting.

Attending the meeting were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, the Provincial National Assembly Delegation, the Standing Committee of the Provincial Fatherland Front Committee and representatives of leaders of provincial departments, branches and sectors.

The session will hear 26 reports and announcements from the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee and a number of sectors on the performance in the first 6 months of the year and tasks for the last 6 months of the year.

The meeting will be broadcast live for the following sessions: Opening, discussion in the hall, questions and answers, and closing session. The Provincial People's Council will also organize discussions in groups and halls on the socio-economic situation in the first 6 months of the year; tasks for the last 6 months of 2020 and reports, submissions, draft resolutions submitted to the session;... Regarding personnel work under its authority, the Provincial People's Council will dismiss and elect additional members of the Provincial People's Committee for the 2016-2021 term.

In the meeting agenda, on the afternoon of July 21, the Provincial People's Council will question two issues: the management and implementation of urban land use projects and the handover and refund of initial investment costs for rural power grids. The Provincial People's Council will also consider and pass 22 draft resolutions.

Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized: The Provincial People's Council will review and evaluate the socio-economic situation, implementation of the State budget, public investment plan in the first 6 months of the year, tasks and solutions for the last 6 months of the year.

2020 is the final year of implementing the 5-year socio-economic development plan 2016-2020, and at the same time, the context of implementing the tasks at the beginning of the year has special features, so it is recommended that the delegates of the Provincial People's Council focus on thorough discussion, analysis, comprehensive and objective assessment to unify the most effective solutions to soon recover and develop production and business, ensure social security after the Covid-19 pandemic, contribute to completing the goals and targets in 2020 and the 5-year plan, creating a premise for development in the next period.

To ensure the quality and the proposed program, I request that the Provincial People's Council delegates uphold their sense of responsibility, promote their intelligence, carefully study the content and program of the session, actively participate in discussions, participate in questioning activities, express their opinions clearly, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law and in accordance with the practical situation. Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee briefly reported on the results of handling voters' opinions and recommendations before, during and after the 12th session of the Provincial People's Council; the implementation of Resolution No. 37/NQ-HDND dated December 12, 2019 of the Provincial People's Council on handling voters' opinions and recommendations at the 9th session of the People's Council; the implementation of the Notice of conclusion of the questioning session at the 12th session of the 17th Provincial People's Council.

Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province Vo Thi Minh Sinh presented a summary report on the activities of the Provincial Fatherland Front Committee in participating in government building, opinions and recommendations of local people; proposed and recommended necessary issues to the Provincial People's Council and People's Committee.

At the working session, the Provincial People's Council dismissed from the position of Member of the People's Committee of Nghe An province, term 2016 - 2021 for Mr. Nguyen Huu Cau - former Director of Nghe An Provincial Police to retire from work waiting for retirement age according to the regime and Mr. Ho Mau Thanh - former Director of the Department of Culture and Sports of Nghe An province to retire according to the regime.
