Plan to provide essential food for people in Vinh city
(Baonghean.vn) - It is expected that the amount of goods and necessities to meet the needs in Vinh city is about 95 tons/day and will be supplied to households during the period of social isolation.
August 25,Vinh City People's CommitteeThere is Plan No. 194/PA-UBND on providing essential food for people in Vinh city.
Accordingly, goods in the city are abundant, ensuring enough supply for people's needs. However, due to regulations that people are absolutely not allowed to leave their homes to buy goods, delivery activities (shippers) have been suspended, goods in some places have not been circulated due to traffic problems. Therefore, Vinh City has a plan to fully supply and ensure the quality of essential goods to people's homes.

Implementation tasks include:
1. Link with essential goods suppliers, including:
- Prioritize the supply capacity of existing supermarkets, convenience stores, and food chains in the city, as these units have committed to ensuring the supply of essential goods in the area with the Department of Industry and Trade and the People's Committee of Vinh City. In particular, there are expected supply units according to specific areas corresponding to the expected consumption of goods in each area, such as:
- Supermarkets, retail stores, chains of stores selling agricultural products, food, supplies, medical equipment, facilities providing animal feed and veterinary medicine in the city;
- Units supplying essential goods from production sources (vegetables, tubers, fruits, meat, fish,...).
- For gas supply units in the city: Allowed to operate, but must meet the following requirements:
+ Stores located in a ward or commune can only sell in that ward or commune.
+ Transportation must ensure epidemic prevention and control work as prescribed by the City People's Committee and the store owner is fully responsible before the law.
+ Assign the People's Committees of wards and communes to be responsible for strictly managing the transportation of gas supply units in the area.

- In addition, in case of shortage of essential goods supply due to the above units not being able to meet the registered needs of the people, the City People's Committee will continue to seek connections with suppliers from outside the city. For suppliers from outside the city, they are required to have a plan and commit to fully implement epidemic prevention and control measures according to regulations, and at the same time, commit to the price of goods not being higher than the selling price of similar products at supermarkets and food chains in the city at the same time.

2. The estimated amount of goods to meet the demand in Vinh city is about 95 tons. Specifically:
- Vegetables, tubers, fruits of all kinds: 55 tons/day.
- Meat and fish of all kinds: 17 tons/day.
- Dry goods of all kinds: 13 tons/day.
- Medical supplies and other essential goods: About 10 tons/day.
3. Supply organization work
3.1. City Economic Department:
Coordinate with the City Fatherland Front Committee and political and social organizations and unions of the city to organize contact and link with goods suppliers to provide essential goods to people in the area.
3.2. People's Committees of wards and communes:
- Establish a Committee to receive information on needs, food, and essential foodstuffs in the area with 5-7 members, headed by the Chairman of the Fatherland Front Committee of the ward or commune, and representatives of the People's Committee of the ward or commune, and representatives of political and social organizations as members.
+ Reception Committee's tasks: Assign members to be in charge of groups, blocks, and hamlets; support the connection and synthesis with food and food supply units to place orders and deliver goods to the correct location, with the correct quantity and type.
- Direct the Front Working Committee of the block and hamlet to establish a Team to receive information and support the provision of food and provisions to households in the area. The number of members is from 5 to 12 people; the Head of the Front Working Committee of the block and hamlet is the team leader, the team members are members of the Front Working Committee and heads of residential groups (taking the Youth Union and Women's Union members of the block and hamlet as the core, if necessary, the Party Committee can discuss with the Party Committee to invite other prestigious and active members to participate).
+ Tasks of the Reception Team: Members of the Information Reception Team, supporting the supply of goods for the block and hamlet are responsible for coordinating the daily force, participating in distributing coupons, receiving coupons and money for registering to buy food and foodstuffs from the people, synthesizing the quantity and type to transfer to the supplier; receiving goods, paying and delivering goods to households according to registered orders. The list and contact phone numbers of the members of the Working Group and the Information Reception Team are made public on social networking sites such as Facebook, Zalo... and the broadcasting system of the ward, commune and block and hamlet.
4. How to do it
- Households in need of purchasing necessities should contact the Head of the residential group by phone.
- The head of the residential group distributes registration forms for purchasing food and provisions to households in need (with attached form).
- No later than 9:00 a.m. every day, the Head of the residential group receives registration forms and money to buy food from households.
- The head of the residential group summarizes the quantity and amount transferred to the Information Reception and Supply Support Group of the block and hamlet (note: The group keeps the registration form to use for reconciliation when allocating goods to households).
- No later than 10:00 a.m. of the day, transfer to the supplier (or the Information Reception Board of the ward or commune).
- The supply unit coordinates with the Information Reception Team of the block or hamlet (or the Information Reception Board of the ward or commune) to deliver food to the block or hamlet (location agreed upon by the parties).
- Information Reception Team, support blocks and hamlets to distribute according to households' registration.
5. Implementation time: Starting from 2:00 p.m. on August 25, 2021 until further notice on social distancing in Nghe An province.
6. Packing method
6.1. For supermarkets, retail stores, and chains of stores selling agricultural products and food: Goods are packaged according to the supplier's specifications.
6.2. For units supplying essential goods from production sources:
- Goods are packed according to 01 weight standard and 01 unit price for 01 type of item.
- Goods are packaged and tied in bundles of moderate fixed weight, suitable for a household to buy many types and enough for 3-5 days. Buyers must buy in bundles, pre-packaged, not disassembled, not separated to ensure quick and neat.
* For meat and fish items: Pre-packaged and weight and amount are printed on the outside of the packaging.

7. Transportation support work
- Supply units to the blocks and hamlets must travel by car, the circulation of vehicles and people must ensure epidemic prevention work and comply with the regulations of Plan 189/KH-UBND dated August 22, 2021; Call on businesses to use small pickup trucks to support free transportation of essential goods to the People's Committees of wards, communes and supply units.
Enterprises and units register a list of means of transport (including: license plate, driver and assistant names) for the city to issue a Road Travel Confirmation Certificate, creating favorable conditions during traffic.
- In case the supplier does not have a vehicle, he/she can rent a car from a transport unit approved by the Department of Transport in Official Dispatch No. 2936/SGTVT-VT dated August 23, 2021.
8. Proposal to Nghe An Provincial Military Command
- Continue to open "zero-dong stalls" to serve people's needs (as done in Vinh Tan, Hong Son and Hung Binh wards).
- Support forces for Vinh city to ensure essential goods and distribution and transportation of goods (when necessary).
