Vinh Loc Ward strongly aims for civilized and modern urban area

PV: Dear Comrade! The 1st Congress of Vinh Loc Ward Party Committee, term 2025-2030 is held in a special context. Could you please share the significance of this event for the locality?

ComradeNguyen Quang Tieu:The first Congress of Vinh Loc Ward Party Committee is a particularly important political event for the Party Committee and people of the ward. This is the first congress after Vinh Loc Ward was established on the basis of merging 5 administrative units, including Hung Loc Ward (formerly Vinh City) and 4 communes: Phuc Tho, Nghi Phong, Nghi Thai and Nghi Xuan (formerly Nghi Loc District).

The Congress takes place in the context of the country entering a new era, an era of national development with many great opportunities and challenges. The Congress not only summarizes and evaluates the results of leadership and direction in the past term, but more importantly, establishes the vision, development orientation and goals for the 5-year period (2025 - 2030). On that basis, a system of indicators, key task groups, key solutions and precise breakthroughs will be built to realize the orientation and goals set out by 2030, bringing the locality to develop along with the general development of the province and the country in the new era, the era of breakthroughs in science, technology, innovation and national digital transformation.

PV: As you have shared, one of the important contents of this Congress is to evaluate the results of the past term. So what are the outstanding achievements that the locality has made in the 2020 - 2025 term?

Comrade Nguyen Quang Tieu: In the 2020-2025 term, despite facing many difficulties such as the Covid-19 pandemic, pressure from urbanization, and administrative unit mergers; but with the close leadership of the Party Committee at higher levels and the solidarity of the political system, the consensus of the people..., the Party Committees of communes and wards before the merger led and directed the completion and surpassing of most of the targets set at the beginning of the term. In particular, the average annual growth rate of product value in the 2021-2025 period reached 9.4%. Some (old) localities had outstanding growth rates such as Phuc Tho reaching 10.3%, Nghi Xuan reaching 11.9%.

The economic structure has shifted positively with industry - construction accounting for 55.68%, services - trade accounting for 37.85%, agriculture - forestry - fishery decreasing to 6.47%. The whole ward currently has 420 private enterprises, 1 FDI enterprise, 10 cooperatives operating effectively. Services have developed diversely, from healthcare, education to gold and silver trading, hotels, auto repair, food and beverage... In agriculture, many effective models have been deployed such as growing VT868, AYT77 rice, producing according to VietGAP standards, growing melons, grapes, raising high-tech shrimp... The locality has 14 OCOP products, of which 10 products meet 4-star standards.

In parallel with economic development, in the past term, the Party Committees of communes and wards (old) also focused on comprehensive leadership of culture - society, national defense - security, Party building and the political system through drastic direction to complete the criteria of wards meeting civilized urban standards and communes meeting advanced new rural standards, with 5/5 communes (old) being recognized as meeting advanced new rural standards during the term. The total social investment capital for 5 years is estimated at 8,871 billion VND and 80% of internal roads in the block and hamlet have been concreted and paved with asphalt, connected with lighting systems, synchronous drainage ditches...

Vinh Loc Ward currently has 15/20 public schools meeting national standards at level 1 and level 2; 2 hamlets have achieved the title of “Outstanding Cultural Hamlet” at the provincial level… The political system has been firmly consolidated; the effectiveness and efficiency of State management have been improved, especially in the fields of land and urban order. People’s trust in the Party Committee and government has been increasingly strengthened.

PV: On the basis of achievements of the past term and new development requirements;perspectives, orientations, target What to create a breakthrough for Vinh Loc ward in the 2025 - 2030 term, comrade?

Comrade Nguyen Quang Tieu:The Vinh Loc Ward Party Committee has identified five strategic and consistent development perspectives. These are rapid and sustainable development, with a focus and key points; taking knowledge economy, digital transformation, investment in science, technology and human resource quality as the foundation. Flexibly and creatively applying major policies of the Central and the province to local practice, promoting internal resources as a long-term strategy, effectively combining external resources to create breakthroughs.

Strongly develop the private economy; prioritize trade - services, high-tech industry; take advantage of land for modern agriculture and urban areas. Develop the economy in conjunction with environmental protection, social security and climate change adaptation. Enhance the leadership capacity and fighting strength of the Party organization and the effectiveness and efficiency of government management, the active participation of the Fatherland Front and socio-political organizations; arouse the spirit of self-reliance, the will to rise up and the aspiration for development among cadres, party members and the people.

Regarding the general goals of the ward for the 2025 - 2030 term, they are: Building a strong Party organization, arousing the spirit of national solidarity, exploiting potentials and advantages, mobilizing and effectively using all resources to build and develop synchronous urban infrastructure; ensuring solid national defense and security, improving the material and spiritual life of the people; determined to build Vinh Loc ward into a green, smart, modern urban area by 2030.

PV: To realizeorientation,With the above objectives, can you tell us which key tasks Vinh Loc Ward Party Committee will focus on?, breakthroughany?

Comrade Nguyen Quang Tieu:To realize the above-mentioned development viewpoints and goals, Vinh Loc Ward Party Committee sets out 20 main targets, 5 key task groups, 3 strategic breakthroughs and 6 main solution groups.

First of all, regarding the key tasks, it is to continue to perfect the organizational apparatus, ensure effective operation of the two-level local government model; build a clean and strong Party and political system, associated with promoting digital transformation, administrative reform and improving the quality of the staff, especially leaders.

In the economic field, priority is given to sustainable development, strengthening regional and economic linkages, promoting high-tech agriculture, encouraging innovation, creativity and transfer of science and technology, promoting local advantages to attract investment, expanding service industries, trade, eco-tourism and new urban areas.

Along with that, focus on planning and managing urban areas and land closely; develop synchronous and modern economic and social infrastructure; improve the efficiency of resource use and environmental protection. The cultural and social fields are given comprehensive attention, both improving the quality of education and training and promoting traditional cultural identity associated with developing civilized and modern urban areas. Finally, maintain national defense and security, ensure social safety, and create a stable foundation for sustainable development.
