Reviewing land fund and arranging resettlement for Kim Dong road expansion project in Vinh city

(Baonghean.vn) - The Kim Dong Street expansion project was reported by Nghe An Newspaper in the article "When will the "bottleneck" section of Kim Dong Street be opened?". According to newly received information, the Vinh City Land Fund Development Center has been assigned to review the land fund to arrange resettlement for this project.

Mr. Nguyen Van Ngoc - Head of the Department of Natural Resources and Environment of Vinh city said that the department has just sent Document No. 435/TNMT to the City Land Fund Development Center requesting the center to review the land fund to arrange resettlement when implementing the project to expand Kim Dong street, Hung Phuc ward.

Document No. 435/TNMT states: “The Department of Natural Resources and Environment received Report No. 198/TTPTQD-QLKTQD dated April 26, 2023 of the Nghe An Provincial Land Fund Development Center on reviewing the land fund of the Park Planning Area, Parking Lot, Cultural House of Vinh Phuc Block, Hung Phuc Ward to arrange resettlement when implementing the project to expand Kim Dong Street, Hung Phuc Ward, Vinh City.

After checking, the Department of Natural Resources and Environment transferred Report No. 198/TTPTQD-QLKTQD dated April 26, 2023 of the Nghe An Provincial Land Fund Development Center mentioned above to the Vinh City Land Fund Development Center for checking and continuing to advise the Vinh City People's Committee to resolve.

According to Mr. Nguyen Van Ngoc, to implement the Kim Dong Street expansion project, 15 land plots will be needed for resettlement. According to Report No. 198/TTPTQD-QLKTQD dated April 26, 2023 of the Nghe An Provincial Land Fund Development Center, after review, the Park Planning Area, Parking Lot, Vinh Phuc Cultural House of Hung Phuc Ward still has 38 land plots, enough to ensure resettlement when implementing the Kim Dong Street expansion project.

Therefore, the Department of Natural Resources and Environment requested the City Land Fund Development Center to inspect and review to determine suitable land plots for resettlement to submit to the City People's Committee for consideration.

The Head of the Department of Natural Resources and Environment of Vinh City also said that on May 17, 2023, the People's Committee of Hung Phuc Ward issued Document No. 53/TTr-UBND on the proposal to supplement the need for land recovery and supplement the land use plan for 2023 to implement the Kim Dong Street expansion project.

Previously, as Nghe An Newspaper reported in the article"When will the "bottleneck" section of Kim Dong Street be cleared?", the Kim Dong Street expansion project was approved by the Vinh City People's Committee in Decision No. 8480/QD-UBND dated December 16, 2021, with the People's Committee of Hung Phuc Ward as the investor. In terms of scale, the total length of the route is 433.84m (from the intersection of Nguyen Van Cu Street to the intersection of Hermann Gmeiner Street; the roadbed is designed to be 18m wide (9m wide road surface, 4.5m wide sidewalk on each side); the total investment is 34.99 billion VND from the city budget, of which the cost of site clearance is more than 26.35 billion VND; the implementation period is not more than 3 years. On November 17, 2022, Decision No. 8480/QD-UBND was adjusted by the Vinh City People's Committee in Decision No. 5348/QD-UBND, raising the total investment of the Kim Dong Street expansion project to more than 35.88 billion VND.

According to the report of Hung Phuc Ward People's Committee, the project implementation will affect 10 households with 30 people living on the land; it is expected that 12 resettlement lots and 3 land lots will be allocated with land use fees. The wish of the households involved is to be resettled in the ward.

Therefore, Hung Phuc Ward People's Committee requests Vinh City People's Committee to consider and resolve the resettlement of households in the planning area of ​​Vinh Phuc park, parking lot, and cultural house.

On February 27, 2023, Vinh City People's Committee issued Document No. 824/UBND-PTQD requesting the Nghe An Provincial Land Fund Development Center to review and make detailed statistics of the remaining unallocated land lots in the Park Planning Area, Parking Lot, Vinh Phuc Cultural House, Hung Phuc Ward to serve as a basis for carrying out procedures and approving the policy of allocating land to families whose land was recovered in the Kim Dong Street expansion project.

Regarding the "bottleneck" section of Kim Dong Street, about 140m long, crossing Yen Binh block, the road surface is only 3m wide, every time a 4-seat car passes by, all motorbikes, bicycles, and even pedestrians must be cautious.

Mr. Nguyen Trong Van - Secretary of the Yen Binh Block Party Cell told Nghe An Newspaper reporter: “The population in the area is very dense, there are 3 schools around, so the traffic volume on Kim Dong Street is large. Therefore, at both ends of the “bottleneck” section and the intersections with the alleys, accidents are very likely to occur. Children in the ward have also had accidents right at the bottleneck from the ward headquarters, so unblocking this “bottleneck” section is extremely necessary and urgent…”.

As for Hung Phuc Ward Party Secretary Nguyen Quang Viet: “The expansion of Kim Dong Street is not only the desire of the people of Yen Binh block, but also of the Party Committee and government of Hung Phuc Ward. This is a long story, the ward is very concerned because it has been too long, almost 4 terms but it has not been implemented yet…”.
