Tighten discipline, promote working style
(Baonghean) - In order to make changes in socio-economic development, Tan Ky district has identified innovation in working style and manners as one of the breakthroughs that "need to be done immediately". In recent times, through practical measures, each local cadre and party member has voluntarily "self-examined and self-corrected", gradually pushing back the manifestations of deviations in working style.
Strong moves
In Nghia Dung commune, in the past, a number of cadres, party members, and civil servants did not strictly comply with internal rules and regulations, and even violated working hours... In 2016, when there was a surprise inspection team from the District Internal Affairs Department, 1/3 of the cadres were absent during working hours. All of this affected the work efficiency and style, and prestige of the unit's cadres, civil servants, and public employees. After deeply reviewing 27 manifestations in the spirit of Resolution 4 of the Central Committee (term XII), the entire Party Executive Committee of the commune identified the manifestation of "Lack of closeness to the grassroots".
The incident at Gia De hamlet Party Cell is also a lesson for the commune. Due to not following closely and not implementing well the propaganda and mobilization policy, it led to the situation where people filed lawsuits at higher levels. The Party Cell was even isolated, and political and social organizations also disbanded. For example, the Gia De hamlet Women's Association, from 90 active members, at that time only had 2 "remaining" members.

In order to "shake up" discipline and order, Standing Deputy Secretary of the Party Committee Nguyen Thi An said that the locality focuses on building "Bright Spots in Government Building". The Party Committee and the government in Nghia Dung directed the implementation of "immediate tasks" such as ending the situation of coming late, leaving early, not drinking alcohol before and during working hours, strictly handling officials and civil servants who violate the law, not letting the situation continue. Each department and each official must develop a specific, public work plan, detailing the work handling process.
"Every week and every month, the workload is clearly posted, helping each cadre and civil servant to closely follow and be responsible for completing their tasks, pushing back the habit of arbitrariness and lack of planning. In addition to the task of receiving people at the headquarters, each cadre and civil servant of the commune must set a day to closely follow the grassroots."

Nguyen Thi An, Standing Deputy Secretary of the Commune Party Committee, said that in 2018, the Commune Party Committee consolidated and built a comprehensive strong political system in Gia De hamlet, organized dialogues with the people, and reorganized the Party cell. Gia De Party cell went from not completing its tasks to completing its tasks well. In addition, a number of other Party cells continued to consolidate and build a comprehensive strong political system such as Dong Tho, Duong Le, and Dong Kho hamlets.
At Tan Ky District Police, administrative reform (AR) is identified as a key task. In order to create a convenient and comfortable space for people when coming to do procedures, the District Police have invested in rebuilding the spacious and airy "One-stop-shop" headquarters; publicly posting administrative procedures, decorating for the festival, installing surveillance cameras, automatic queue numbering system, 5-level satisfaction assessment system (Very satisfied - Satisfied - Dissatisfied with service attitude - Dissatisfied with poor professionalism - Dissatisfied with long waiting - Dissatisfied with complicated service).
It is noteworthy that the District Police have proactively changed the schedule for receiving citizens. Major Le Van Tuan - Secretary of the Party Cell for Administrative Management of Social Order shared: If previously the One-Stop Department worked 3 days/week, now the working schedule is from Monday to Saturday, to guide the issuance and return of results of administrative procedures to citizens according to regulations. All with the motto "Not finished yet, not finished yet".
"In particular, the unit also arranges staff to receive citizens in the early morning and afternoon to guide people through administrative procedures. Even on Sundays, there are staff on duty to receive citizens in remote communes."

Choosing the breakthrough
In recent times, the Party Committee and authorities at all levels of Tan Ky district have focused on leading and directing the implementation of many policies and measures to promote administrative reform, strengthen discipline and order, and enhance the sense of responsibility. However, Tan Ky is still a slow-developing district, failing to meet the general requirements of the province, especially in the field of administrative procedure reform and implementation of the one-stop mechanism; the responsibility in performing tasks and public duties of a number of cadres and party members is not high.
From that reality, the District Party Committee issued Plan No. 78 - KH/HU on implementing a number of measures to enhance the sense of responsibility, rectify the ethics, working style and manners of cadres, party members, civil servants and public employees. The advantage of Plan 78 is the smooth combination of reviewing, arranging and perfecting the organizational structure of administrative agencies and public service units in the direction of "one focal point - one task" throughout. Directing agencies and units to review and perfect regulations and procedures for handling work to ensure consistency and smoothness according to the motto "clear people, clear work, clear responsibilities, clear procedures and clear efficiency".

The district also established a special working group to strengthen inspection and supervision of party members, cadres, civil servants and public employees in the implementation of discipline and administrative discipline, promptly correcting any manifestations of avoidance or negligence in performing duties.
In order to collect multi-dimensional information from the people, Tan Ky District Party Committee has made public the entire list and phone numbers of the members of the Standing Committee of the District Party Committee, the Head of the Public Security Department and the District Military Command in 269 blocks, hamlets and villages. The work of evaluating cadres is carried out by the district through "3 channels" including: people, businesses and from lower-level cadres to higher-level cadres. In particular, information about disciplined cadres and party members and the forms of discipline are all made public by the District Party Committee as a way to truly deter and discipline.
