Early handover of site, ensuring construction progress of N5 extended road project

The N5 road extension project has been basically completed up to this point, with only problems remaining in site clearance at two locations in Do Luong and Tan Ky districts.

Mobilizing people to receive compensation

After nearly 3 years of construction, the project is nowN5 extended road(the road connecting National Highway 7C - Do Luong to Ho Chi Minh Road - Tan Ky) has been basically completed. However, currently at 2 locations: the intersection of National Highway 48E (Giang Son Dong commune, Do Luong district) and the intersection with Ho Chi Minh Road (Ky Tan commune, Tan Ky district) need to be handed over the site soon so that the project can be completed and put into use on schedule.

Mr. Tran Van Hien - Vice Chairman of Do Luong District People's Committee, said: At the intersection between N5 extended road and National Highway 48E, there are 17 households of Giang Son Dong commune that are subject to land acquisition.compensation for site clearanceOf these, 16 households have received money and handed over the land to the project. Only 1 household has not yet received compensation at the State price, that is Mr. Tran Dinh Diep's household in Nam Tan hamlet.

Accordingly, the land area recovered from these 17 households is more than 2,740 m2, with the amount of more than 5 billion 418 million VND. Of which, Mr. Tran Dinh Diep's household recovered 131.6 m2 of residential land, the amount of support according to the price approved by the Provincial People's Committee is more than 394 million VND.

By early 2024, most households had received compensation for site clearance from the State; but Mr. Diep's household had not yet received compensation, causing the project's construction progress to be affected.

“Following the direction of the province, the locality continues to promote propaganda and mobilization so that households are clearly aware of the State's policy and the price approved by the Provincial People's Committee to receive money and hand over the land for the project to be completed soon. The locality's viewpoint is to limit coercion in site clearance. However, after propaganda and mobilization, if households still deliberately refuse to accept money to hand over the land, the local government will apply other measures to recover the land according to regulations,” Mr. Tran Van Hien shared.

For Tan Ky district, the N5 road extension project is a favorable condition for the locality to exploit its economic development potential. Therefore, immediately after the province decided to invest in the project, the district actively cleared the land, creating favorable conditions for the contractor to construct. However, up to this point, the section connecting to Ho Chi Minh road has not been 100% cleared.

Mr. Nguyen Van Hoa - Vice Chairman of Tan Ky District People's Committee said that recently, the district has focused on directing the site clearance work for the N5 Road Extension Project. By early 2024, the District Compensation and Site Clearance Council reviewed and found that there were problems with the site clearance at 11 households.

Faced with that situation, the district proceeded to prepare documents and build compensation prices to apply to all State mechanisms and policies on site clearance at the highest level. Therefore, at the end of March, households agreed on the compensation plan and handed over the site to the project. Currently, there are only more than 26m of problems.2Land of 5 households at the intersection of N5 extended route with Ho Chi Minh road.

"Because the area still facing site clearance is small and the land outside the fence belongs to 5 households, following the recent direction of the Provincial People's Committee Chairman, the district will submit a report to the Department of Transport, possibly adjusting the project to no longer clear the site," said Mr. Nguyen Van Hoa.

Complete site clearance before June 30

The N5 extended road project is over 21 km long, of which over 3 km overlaps with provincial road 538 which has been invested in. The road is designed with a 12 m wide roadbed and a 7 m wide road surface.

The project has been issued by the Provincial People's Council in Resolution No. 07/NQ-HDND, dated February 19, 2024, on adjusting the project investment policy with a total investment of more than 739 billion VND. In particular, through the communes of Hoa Son, Thinh Son, Bai Son, Giang Son Dong in Do Luong district (10.162km); Minh Thanh, Thinh Thanh communes in Yen Thanh district (9.768km); Ky Tan commune (1.43km) in Tan Ky district. The project has a total investment of more than 739 billion VND.

According to the Department of Transport's report, as of June 3, the project had disbursed more than VND 604 billion, reaching 90%, and is expected to be completed and put into use in July 2024.

Currently, contractors are continuing to complete some sub-items on the route: lighting system, traffic lights and asphalt concrete pavement at some locations.

Faced with the current situation of land clearance problems at some points, affecting the construction progress of the project, during a recent inspection trip to the progress of the extended N5 Road Project, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Do Luong and Tan Ky districts to focus on directing the completion of handover of the remaining land by June 30, 2024 at the latest.

In particular, efforts should be made to propagate and mobilize people to agree with the compensation plan, minimizing coercion. Localities must strengthen planning management on both sides of the road to maximize the effectiveness of the project.

In fact, the N5 road project extending from Hoa Son commune (Do Luong) connecting to Ho Chi Minh road, in Ky Tan commune, Tan Ky district, although not yet completed and put into use, people living on both sides of the road have taken advantage of the advantages to develop the economy. Many new spacious houses have just sprung up, surrounded by fruit gardens, afforestation, and commercial service development...

In particular, Tan Ky residents will shorten the time to travel to Vinh City and Yen Thanh, Dien Chau, Nghi Loc districts, etc., creating favorable conditions for localities to develop their economies from exploiting mineral potential and planting raw material forests./.
