Create consensus among the people

Nghia Dong and Tan Phu communes are the first localities to "reach the finish line" of the new rural area in Tan Ky district, with the new rural appearance becoming clearer and clearer: New rows of trees on both sides help make the village roads and alleys greener, cleaner and more beautiful, contributing to raising awareness of environmental protection.

Cultural houses are built spaciously, cleanly and beautifully, attracting people from all walks of life to practice arts and sports. The spiritual and material life of the people is constantly improving.

Mr. Nguyen Cong Trung - Head of the Department of Agriculture and Rural Development of Tan Ky district said: When starting to implement the National Target Program on New Rural Construction, Tan Ky started from a low point. Therefore, from the beginning, the district determined that in order to build a true, effective and sustainable New Rural Construction, the localities in the district did not chase after achievements or movements, but the most important thing was to create a high consensus among the people.

We need to understand what people want and need, not impose mechanical policies and guidelines, wasting people's money and effort, and even causing discontent in the community.
Every year, Tan Ky district promotes propaganda work on building new rural areas; focuses on developing production, increasing income for people, in which emphasis is placed on supporting production development, building and replicating production models with high economic efficiency; mobilizing all resources to build rural economic and social infrastructure...

Since then, many production and livestock models have emerged in the district, bringing high economic efficiency, contributing to reducing the rate of poor households. Typical examples include the model of raising goats, buffaloes and cows in the communes of Nghia Binh, Nghia Dong, Nghia Hop, Tan Phu... the model of growing citrus trees in the communes of Tan An, Tan Phu, Nghia Hoan...

Many rural infrastructure works have been newly invested and upgraded step by step to meet the production and living needs of the people; the quality of education, healthcare, medical examination and treatment for the people has been significantly improved; the cultural and spiritual life of the people has been constantly improved, political security and social order and safety have been maintained, cultural and sports activities have been maintained and developed.

In the process of implementing the construction of new rural areas, many good and creative ways have appeared, promoting the great strength of the people in building new rural areas.

Talking about the results in building new rural areas in Tan Ky district, the outstanding point is that the rural infrastructure system is increasingly complete, gradually meeting the requirements of socio-economic development. 100% of communes have asphalted and concreted roads to the commune center; 100% of villages and hamlets have car roads to the village center; 100% of communes have medical stations; schools are solidified, the system of cultural houses in villages and hamlets has been and is being invested in and built, meeting the meeting and entertainment needs of the people.

At the same time, social security work and improving the material and spiritual life of the people are also of interest, through vocational training programs, labor export, job creation support, credit support... The political system at the grassroots level is increasingly consolidated; political security and social order and safety are maintained and stable, grassroots democracy is promoted... Thanks to that, up to now, Tan Ky district has 12/21 communes meeting the NTM standards, in 2019 alone, 4 communes were signed by the Provincial People's Committee to meet the NTM standards; an average of nearly 16 criteria/commune and 21 villages and hamlets meeting the NTM standards.

Another highlight in the construction of new rural areas in this mountainous district is the development of commodity-oriented production, associated with product consumption and the application of technical advances in production. The arrangement of advantageous crop and livestock structures, in order to exploit the potential and strengths of the region, has been and is having initial changes. From the allocated capital sources of the National Target Program on New Rural Construction and integrating other project programs, Tan Ky district has implemented many models and projects to support production development, attracting thousands of households to participate.

Continue to focus on propaganda work

As mentioned, Tan Ky district has a low economic starting point compared to the general level of the whole province. In particular, although production has developed, it is not really sustainable, the product consumption market faces many difficulties. The awareness, level and capacity of a part of cadres, party members and people about the new rural construction program are still limited.

The quality of human resources has not met the requirements of industrialization and modernization of agriculture and rural areas. The capital demand for implementation according to the new rural planning is too large compared to the potential and resources of the locality. In addition, the work of hunger eradication and poverty reduction in some places is not sustainable... the mentality of waiting and relying on the support of the State still exists in a part of the people; the issue of rural environmental sanitation in many places has not received due attention.

In 2020 and the following years, Tan Ky district determined to continue promoting propaganda work on building new rural areas; developing production according to the agricultural restructuring project; building production development models; maintaining and improving the criteria of communes that have met new rural standards.

In 2019, the total capital mobilized by Tan Ky district for investment in the National Target Program on New Rural Construction was more than 814 billion VND. Of which, the central budget was nearly 29 billion VND, the provincial budget was 116 billion VND, the district budget was 55 billion VND, the commune budget was 32 billion VND, the combined capital was 10 billion VND, credit capital was 520 billion VND, enterprise capital was 8.5 billion VND, and people contributed 35.5 billion VND. In 2020, Tan Ky district strives to mobilize over 810 billion VND to invest in implementing New Rural Construction.
