Recently, in the context of complicated developments in the domestic and international situation, intertwined with advantages and difficulties and challenges, press agencies and journalists have promoted their sense of responsibility, closely followed the tasks and realities of the country and the province, performed well the role and responsibility of the press, achieved a number of outstanding results, including the role of directing and orienting propaganda content, providing information to the press has achieved many positive results.

The steering and management agencies have consistently implemented the motto of proactive, timely, flexible and effective direction, correctly implementing the principle of a single focal point in directing and orienting information, especially for important, complex and sensitive information in the context of multimedia communication, helping press agencies maintain the initiative in orienting information for society. The Provincial Party Committee's Propaganda Department has proactively issued guidelines and summarized propaganda outlines for important events, major holiday anniversaries, and complex and sensitive issues, creating conditions for press agencies to provide comprehensive, objective, accurate and focused information, which is highly appreciated by public opinion and readers.

Information and propaganda work in the press continues to have many innovations in content and form, becoming increasingly diverse, in-depth, and having strong influence.

From that orientation, press agencies have well implemented propaganda topics and contents such as: The emulation campaign "Nghe An follows Uncle Ho's teachings", implementing Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and style; activities to celebrate the 130th anniversary of President Ho Chi Minh's birthday; Covid-19 prevention and control work... with vivid expressions on various types of press, creating a strong positive spread in society. Under the close guidance and direction of the Provincial Party Committee's Propaganda Department and the innovative state management of the Department of Information and Communications, information and propaganda work in the press continues to have many innovations in content and form, increasingly diverse, in-depth, and strongly spreading.

Press agencies must comply with information discipline, especially important, complex, and sensitive information. Focus on informing and propagating major events and issues of the country; vividly reflecting all aspects of economic and social life; actively propagating good values, new factors, praising good people and good deeds; stepping up information and propaganda to protect the sacred sovereignty and territorial integrity of the Fatherland; protecting the Party, protecting the socialist regime; there have been many articles and programs on protecting the Party's foundation, fighting against false and hostile information and viewpoints; actively fighting against corruption, waste, and negativity; criticizing signs of moral and lifestyle degradation in society...

Information in the press contributes to creating high consensus within the Party, consensus in society, arousing confidence and spiritual motivation to successfully complete the set goals and tasks. In addition, the monthly press conference activities continue to be innovated and improved. For complicated cases that attract public attention, the heads and spokespeople of agencies, units and localities must make statements and provide information to the press at regular meetings or impromptu press conferences to promptly orient public opinion and stabilize the situation, ensuring that the press operates in accordance with the law.

EFFECTIVENESS IN HANDLING THE PROBLEM STATED IN THE REPORT

From the practical work of direction and orientation, the Provincial Party Committee's Propaganda Department has promoted the application of information technology to update and synthesize the content of daily press reports to serve the weekly meetings of the Provincial Party Committee. In many cases reported by the press, after receiving opinions from the Provincial Party Committee's Standing Committee, the Propaganda Department advised the Provincial Party Committee's Standing Committee to direct the Provincial People's Committee's Personnel Committee; the Standing Committees of districts, cities and towns to direct, inspect and verify the issues reported by the press, and at the same time report the results of handling the issues reported by the press to the Provincial Party Committee's Propaganda Department for synthesis and reporting at the meetings of the Provincial Party Committee's Standing Committee, thereby serving the leadership, direction and administration of the Provincial Party Committee's Standing Committee.

In the spirit of frankness, objective and correct assessment of the issues answered by units and localities, the Provincial Party Committee's Propaganda Department continues to direct and urge the issues that have not been answered overdue; requesting a response to general responses or those that have not yet reported specific results. From improving the quality of direction, the response to press reports is increasingly taken seriously and implemented by units and localities, creating high unity and consensus in the process of directing the implementation of the Party and State's guidelines and policies, contributing to the successful implementation of economic, social, defense, security goals, and building the political system in the whole province.

However, in addition to the basic achievements, the direction and orientation of the press sometimes does not meet the requirements, and sometimes there is a delay in coordination, exchange and provision of information to the press. In some cases, the delay in providing information causes the press to lag behind social networks, using information from social networks that is unverified or not closely verified. This is a limitation that has been mentioned many times at press conferences, but has not been effectively overcome. In the coming time, the steering agency will closely coordinate with the management agency to effectively overcome this.

The situation of inaccurate information, lack of basis, and speculation continues; the promotion of good people, good deeds, and new factors is not commensurate with the tasks and requirements of propaganda, and the motto of taking "construction" as the main thing has not been well implemented. The work of protecting the Party's ideological foundation and fighting against false and hostile information and viewpoints is concentrated in a number of press agencies, especially press agencies belonging to socio-political and professional organizations, where the information is far from the purpose and objectives, emphasizing negative issues and the dark side of society, and not objectively and honestly reflecting the "mainstream of society".

To effectively implement this issue, the Provincial People's Committee, departments, branches, units, localities and functional agencies need to seriously implement the handling of issues raised by the press according to the direction of the Standing Committee of the Provincial Party Committee. In particular, pay close attention to the requirement that the handling time must be on time; the content of the report must ensure that the issue reported by the press is correct or incorrect?; If the press reports correctly, it is necessary to clearly state the results of handling the case and have solutions to overcome it. On the contrary, if the press reports without basis or not true to the nature of the matter, it is necessary to clearly state the reasons and have recommendations and proposals for the press agency to correct the incorrect information so that public opinion understands correctly, not causing confusion and frustration among the people; Avoid taking public feedback through the press lightly, not listening, "silently" not responding to the people and the public about the issues reported by the press. In short, the issues raised by the press and proposed for consideration and handling by the Provincial Party Committee's Propaganda Department must be thoroughly resolved, right and wrong clearly defined. Doing this well will promptly resolve issues arising in society, contributing to the effective implementation of the Party's policies and the State's laws.

From the beginning of 2020 to now, through monitoring the press, the Provincial Party Committee's Propaganda Department has compiled 101 contents of press reflections, reported to the Provincial Party Committee Standing Committee to issue 54 documents directing 71 issues reflected by the press, and at the same time issued 9 documents urging the handling of 16 outstanding issues from units and localities.
