BASICLY ACHIEVED DUAL GOALS
Discussing the socio-economic situation of the province, delegates said that voters in the province acknowledged and highly appreciated the province's efforts in implementing the dual goal in the first 6 months of the year: both preventing and fighting the Covid-19 pandemic and developing the economy and society.
However, the forecast for the situation from now until the end of the year is still difficult, and delegates suggested continuing to strongly implement solutions to develop the economy and society.

“Why do we still have bottlenecks in administrative reform?” - the delegate asked and suggested that the Provincial People's Committee review where the “bottlenecks” are in order to resolve them. Because if this issue is not resolved, it will not only affect investment attraction and socio-economic development, but also affect the people's thoughts, feelings and ideas.
In addition, comrade Nguyen Thi Thu Huong said that there must be fundamental, proactive solutions, paying attention to social security, social order and safety, and solving jobs for returning workers, because it is forecasted that citizens abroad will continue to return to the country as many countries begin to experience new waves of Covid-19. On the other hand, it is also necessary to be proactive and forecast to respond to natural disasters and epidemics caused by extreme weather this year.

Delegate Pham Thi Hong Toan cited the story of ensuring the environment and trees in the two leading urban areas of the province and expressed that "this is a seemingly small issue but it is not small at all" to convey voters' opinions to relevant Party committees and authorities to pay more attention to environmental sanitation, urban trees and, more importantly, to build a civilized, green, clean and beautiful urban area, creating a living environment for residents and contributing to leaving an impression on tourists.
The delegates also reflected on the phenomenon of illegal quartz mining taking place in Quy Hop that Nghe An Newspaper had reported and requested that it be strictly handled.

Delegate Nguyen Van Lu - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Vinh City proposed: To implement Decision No. 827/QD-TTg of the Prime Minister on approving the Project to develop Vinh City, Nghe An Province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo, the Provincial People's Committee is requested to direct departments, branches and Vinh City to revise the implementation plan.
In addition, Vinh City leaders also expressed their desire to continue receiving the province's attention so that the city can soon build a special mechanism to submit to the Provincial People's Council on public investment, urban career capital, etc. On the other hand, delegate Nguyen Van Lu hopes to continue to have consensus and support in the process of urban beautification of Vinh.
In particular, delegates from Vinh City and Cua Lo Town both proposed to resolutely and resolutely withdraw slow-progressing investment projects in the area.

STRIVE TO ACHIEVE THE HIGHEST LEVEL OF 2020 TARGETS
In the last 6 months of the year, although there are still many difficulties, "the viewpoint of the Provincial People's Committee is that in the last 6 months of the year, we strive to achieve the highest goals and targets that the Provincial People's Council has approved in the Resolution" - the Chairman of the Provincial People's Committee emphasized and said that this content has been reported to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.

Comrade Nguyen Duc Trung said that in the last 6 months of the year, the Provincial People's Committee directed the implementation of 11 groups of solutions. Among them are major solutions, first of all, not being subjective with the Covid-19 epidemic, but this is a task that must still be highly focused on in the last 6 months of the year; at the same time, accompanying and removing difficulties for businesses in production and business activities.
In addition, the province continues to direct the acceleration of public investment disbursement. Currently, the overall results of the province are quite good and it is one of the localities with the highest public investment disbursement rate in the country. However, according to the Chairman of the Provincial People's Committee, there are still some sectors and localities where the disbursement rate has not met the requirements.
"This July, we will review to properly implement the content reported to the Provincial People's Council that in places where disbursement results do not meet requirements, or are low, we will consider transferring to localities and sectors with good disbursement results to properly implement the direction of disbursing 100% of capital, including central support capital, as well as that of the province" - the head of the Provincial People's Committee affirmed.

Regarding the budget revenue and expenditure, sharing the pressure of the Finance sector, because according to the assessment, the revenue in the last 6 months of the year will continue to be difficult, comrade Nguyen Duc Trung said: The view of the Provincial People's Committee is to review all revenue sources to ensure the highest budget revenue, at least reaching about 95% compared to the estimate assigned by the Provincial People's Council in 2020.
Along with that, the Provincial People's Committee directed very strict management, reviewed unnecessary expenses and had to stop and cut them, especially expenses related to purchasing.
In an exchange with the provincial People's Council delegates from the Vinh City and Cua Lo Town delegations, the head of the provincial People's Committee also shared the opinions raised by the provincial People's Council delegates in the delegation, especially regarding the current status of administrative reform work, as "correct and accurate".

In particular, although the results of administrative reform of the province have positive changes; people and businesses still reflect issues such as: Land access issues, unofficial costs, and the dynamism of government levels.
“The problem has been identified, the problem is how to create positive changes?” - The Chairman of the Provincial People's Committee asked and informed about some key solutions to be implemented in the coming time, especially in the last 6 months of 2020 such as: Putting the Provincial Public Administration Service Center into operation soon; establishing a Working Group to resolve difficulties of businesses and people; taking advantage of attracting investment during the period when there is a wave of investment capital shifting and especially handling the problems of businesses.
Regarding the handling of delayed projects, Chairman of the Provincial People's Committee Nguyen Duc Trung shared that this is a story that cannot be easily handled immediately due to legal issues;... To handle this issue, the Provincial People's Committee will discuss a general overview of handling delayed projects and overdue projects.
Regarding the implementation of Decision No. 827 on Vinh City, the Chairman of the Provincial People's Committee said: The Provincial People's Committee will soon have a meeting with Vinh City to implement, and at the same time request the city to proactively work with departments and branches. The head of the Provincial People's Committee also requested Vinh City to focus on urban beautification, building the image of a civilized and modern city;...
