Speeding up construction of the 220kV Tuong Duong - Do Luong - Nam Cam transmission line project cluster
The 220kV Tuong Duong - Do Luong transmission line project and the 220kV Do Luong - Nam Cam transmission line project are very important projects to ensure electricity supply for Nghe An province and serve the import of electricity from Laos to Vietnam. According to the plan, the project is currently being accelerated to complete earlier than planned (in the fourth quarter of 2025).
Determination of construction contractors
The 220kV Tuong Duong - Do Luong transmission line is built in the districts of Tuong Duong, Con Cuong, Anh Son, Thanh Chuong and Do Luong, Nghe An province. The project is over 80 km long, including 2 circuits, starting from the 220kV Tuong Duong substation and ending at the 220kV Do Luong substation.
Up to now, 191/191 foundation positions have been inventoried; 158 foundation positions have been handed over; 38 corridor column spaces have been handed over and 138 foundation positions have been dug and cast, and 104 column positions have been installed.

Currently, the project is facing some difficulties as the People's Committee of Nghe An province has not yet issued a Decision on changing the purpose of forest use to another purpose, so the districts do not have a basis to approve the compensation plan.
The 220kV Do Luong - Nam Cam line passes through the districts of Do Luong, Nghi Loc and Hung Nguyen, Nghe An province. The project has a scale of building 2 220kV lines from the 220kV Do Luong substation to the 220kV Nam Cam substation with a length of about 37 km. The expansion of the feeder at the 220kV Do Luong substation installs equipment for 2 220kV feeders in the existing 220kV Do Luong substation and connects the information system for the 220kV Do Luong - Nam Cam line.
At this project, up to now, the locality has inspected 91/106 foundation locations, mobilized land for construction of 26/106 locations and is continuing to mobilize for handover of the route corridor. Regarding construction progress, the project has completed digging 12 foundation locations, has and is casting 8 foundation locations.

Mr. Luu Van Toan - Deputy Director of Sao Vang Construction and Trading Joint Stock Company, said: The unit participated in the construction of 18 pole positions, up to now, has mobilized the handover of 12 positions, and is currently constructing 4 positions. Determining this as a key project of great significance in ensuring electricity supply for Nghe An province, the unit has mobilized maximum forces to propagate and mobilize people to support the project, thereby speeding up the construction progress. We strive to complete earlier than the planned target assigned by the investor.
Mr. Ha Trong Van - Project Director of the contractor AIT Information Technology Application and Development Joint Stock Company, said: The biggest challenge of the project is the weather, the recent heavy rains have made this area muddy after every rain, making construction very difficult. We are closely controlling the construction progress, coordinating with local authorities to propagate and mobilize the remaining households to hand over the foundation and corridor of the line for the project. Promoting the spirit of the 500kV transmission line project that AIT has participated in, we are also determined to finish this project early.

According to the leader of the Central Power Project Management Board, the unit assigned to manage and operate the project, this project cluster is currently following the set schedule. However, the project is still facing problems in site clearance under the authority of the locality.
In particular, for the 220kV Tuong Duong - Do Luong transmission line project, the Central Power Project Management Board recommended that Nghe An province direct Con Cuong, Anh Son, Thanh Chuong, and Do Luong districts to complete the dossier to approve the compensation plan and pay people to hand over the ground to complete the foundation before March 20, 2025; and the route corridor before March 30, 2025.

For the 220kV Do Luong - Nam Cam transmission line project, the Central Power Project Management Board continues to coordinate with the Compensation Council for Land Acquisition and Clearance and the People's Committees of related communes to continue the work of developing a compensation plan to organize public meetings with people to announce the price plan for the remaining locations. Urge and coordinate with the Compensation Council for Land Acquisition and the People's Committees of related communes to carry out the inventory of the line corridor when the foundation has been completed. Together with the Compensation Councils of districts and the People's Committees of communes, we are completing the report on land origin for households; are completing the pricing of the compensation plan, and mobilizing households to receive money to hand over the site to the construction unit.
At the site inspection and encouragement session for the project participants on March 8, 2025, EVNNPT General Director Pham Le Phu acknowledged and highly appreciated the Central Power Project Management Board and the project participants for their great efforts to speed up the construction progress immediately after the project started. Up to now, the project progress is closely following the Corporation's operational goals.

These transmission projects are very important, releasing capacity from the Nam Mo hydropower plant cluster in Laos, My Ly hydropower plant, Nam Mo 1 and small and medium hydropower plants in the region through the 220kV Tuong Duong substation into the national power system. The project helps to increase the reliability of power supply for the increasingly growing load of Nghe An province and connect the power grid in the region, meeting the power demand for the load in the Central region, where some important existing and future industrial loads of Nghe An province are concentrated, contributing to promoting the socio-economic development of the province.
Therefore, the EVNNPT General Director requested the Central Power Project Management Board to closely coordinate with relevant departments, branches and localities of the province to promptly remove obstacles regarding site clearance.
For construction units, EVNNPT General Director requested units to add construction personnel, at the same time dig and cast foundations, install poles and deploy wire pulling, continue to coordinate with the Central Power Project Management Board to mobilize the handover of foundation sites for construction.
EVNNPT Group will continue to coordinate with departments, branches and localities of Nghe An province in converting forest use purposes to ensure project progress. At the same time, it requires contractors to urgently transport steel poles to the construction site to ensure synchronous progress after the foundation is cast, the poles can be erected immediately. The goal is to strive to complete the 220kV Tuong Duong - Do Luong transmission line project in May 2025 and the 220kV Do Luong - Nam Cam transmission line in September 2025 to practically celebrate the 80th anniversary of the August Revolution and National Day September 2.
