PV:In 2023, despite facing many difficulties, challenges, natural disasters, epidemics...; but with solidarity and efforts to overcome difficulties, the activities of the Nghe An Agriculture and Rural Development sector have achieved many important results in all fields. Can you tell us about the specific results?

Comrade Phung Thanh Vinh:2023 is the mid-term year, which is very important for the Agriculture and Rural Development sector in implementing the goals and tasks of the Resolution of the 19th Provincial Party Congress, Party Congresses at all levels and the 5-year socio-economic development plan 2021-2025; National target programs: New rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas continue to be implemented, creating momentum for agricultural and rural development.

In particular, during the implementation process, the sector has always received the attention, leadership and direction of the Central Government, the Ministry of Agriculture and Rural Development, the Provincial Party Committee, the Provincial People's Committee and the effective coordination of departments, branches, localities, units and the efforts of farmers, cooperatives, enterprises, the Nghe An Agriculture and Rural Development sector has achieved many important results.

There are 4 general targets in the 2023 plan of the Agriculture and Rural Development sector that have all been completed and exceeded the plan, namely: The growth rate of total agricultural, forestry and fishery products (GRDP) increased by 4.54% over the same period last year. New rural construction was completed beyond the annual plan. The proportion of rural population using hygienic water (according to standard 4826/QD-BNN) reached 88/plan 88%. The forest coverage rate reached 58.36/plan 58.0%.

In difficult weather conditions and complicated developments in the market of materials for production and consumption of agricultural products, agricultural production targets have all met and exceeded the planned targets, specifically: Total output of grain crops for the whole year reached 1,220,983/plan 1,200,000 tons, up 1.14% over the previous year; total herd of buffaloes and cows for the whole year reached 801/plan 793 thousand heads; Total herd of pigs reached 1,002,783 heads, up 3.63% over 2022; total poultry herd reached 34,760 heads, up 7.87%% over 2022; total output of fresh meat for slaughter reached 279,322 thousand tons, up 4.93% over the previous year; Timber output (planted forests) increased sharply with over 1,705/plan 1,505 thousand m3, reaching 113.3% of the plan; total aquatic product output was 277,958/plan 255,000 tons, reaching 109% of the plan...

In 2023, 83 OCOP products meeting the criteria of 3 stars or higher were recognized, by the end of the year, the whole province had 485 products reaching the level of 3 stars or higher; 7 craft villages were recognized during the year, by the end of 2023, the whole province had 189 craft villages. Developing OCOP products, craft villages associated with community tourism, opening up a new direction for rural economic development.

High-tech agriculture has become a “new wave” in agricultural economic development; not only large enterprises, but also small enterprises, cooperatives, cooperative groups and households have applied advanced technology, focusing on investing in high technology in the agricultural value chain, creating quality and safe products, enhancing value and competitiveness in domestic and foreign markets.

Payment for forest environmental services of VND 147 billion with more than 555 thousand hectares of protected forests; pilot implementation of greenhouse gas emission reduction ERPA of VND 99 billion with nearly 790 thousand hectares of protected natural forests. These are the most effective policies for forest protection and development today; at the same time, creating a sustainable financial source, contributing to stabilizing the lives of forest workers, especially ethnic minorities in mountainous areas.

Trade promotion, export, processing and consumption of agricultural products have grown strongly and achieved many results, contributing to job creation and increasing income for farmers. The total export value of agricultural, forestry, aquatic and seafood products in 2023 is estimated at over 562/399 million USD, reaching 140.78% of the plan.

The management and use of public investment capital has been focused on and directed strongly with many important projects of the province such as Ban Mong Reservoir Project, Khe Lai Reservoir Project, Jica Northern Irrigation Project...; during the year, over 948 billion VND of public investment capital was received and managed for 17 projects, and it is expected that by January 31, 2024, 100% of the allocated capital will be disbursed.

Advisory work has many innovations, especially in policies and mechanisms to support agricultural and rural development (advising on specific policies according to Resolution 39-NQ/TW, policies to support fishermen according to Resolution 01/2023/NQ-HDND, policies to support specialized forest protection workers according to Resolution 02/2023/NQ-HDND, etc.); seminars, introductions and promotions of typical products at the Ministry of Agriculture and Rural Development create momentum for the development of Nghe An's agricultural economy.

Administrative reform, organizational structure, public finance reform, inspection work, and complaint and denunciation settlement have been carried out fully and promptly... According to the 2022 Department, Sector and Locality Competitiveness Index (DDCI) ranking (assessed in August 2023), the Department of Agriculture and Rural Development ranked first out of 12 group A units; these results have contributed to improving the efficiency and effectiveness of state management consulting in the sector.

PV:Nghe An is one of the localities that has successfully implemented the new rural development program. So, can you tell us about the results in this field?

Comrade Phung Thanh Vinh: Building new rural areas in Nghe An has become a widespread movement, supported by the entire political system and the people; with many good and creative ways of doing things, many resources have been mobilized...

In 2023, the whole province will focus on investing in building and upgrading socio-economic infrastructure in rural areas: Building more than 303km of rural roads (cumulatively over 11,280km, of which over 5,404km have been built under the province's cement support program); building more than 188km of canals (cumulatively 3,537km of canals); building and upgrading 587km of power lines (cumulatively 5,743km of power lines). The total mobilized capital and integrated implementation of the New Rural Development Program in 2023 is 14,454,436 million VND, of which: Direct support from the State budget is 1,243,588 million VND, accounting for 8.6% (including: Central budget capital is 417,502 million VND; Provincial budget capital is 143,367 million VND; District and commune budget capital is 682,719 million VND).

Along with that, last year, capital sources from programs and projects were integrated with an amount of VND 1,149,054 million, accounting for 7.95%; credit capital of VND 10,969,841 million, accounting for 75.89%; enterprise capital of VND 519,698 million, accounting for 3.6%; capital contributed by people of VND 572,255 million, accounting for 3.96%... The appearance of many rural areas has been renewed, the spiritual and material life of the people has been improved. In 2023, the whole province has 319/411 communes meeting the new rural standards, of which 88 communes have met the advanced new rural standards, 12/319 communes have met the model new rural standards. The average number of criteria for communes is 17 criteria/commune. There are 10/20 district-level units completing their tasks, meeting the new rural standards...

With those important and meaningful results in 2023, the Agriculture and Rural Development sector has contributed to promoting growth and successfully implementing the province's planning tasks, ensuring social security, improving the lives of rural residents...

PV:Due to the increasingly obvious impact of climate change, it is forecasted that in 2024, the weather will change abnormally and in an extreme direction, strongly affecting agricultural, forestry and fishery production and people's lives. So what are the goals and solutions set by the Ministry of Agriculture and Rural Development, sir?

Comrade Phung Thanh Vinh:In 2024, it is forecasted that the international, domestic and provincial situations will still face many difficulties and challenges; unpredictable weather and epidemic developments... In order for the Agriculture and Rural Development sector to develop sustainably, creating a solid foundation for completing the targets and targets of the Resolution of the 19th Provincial Party Congress, and the plan targets for the period 2021-2025; in 2024, the Agriculture and Rural Development sector will set specific goals and solutions.

To achieve the set goals and targets, in the coming time, the Agriculture and Rural Development sector will focus on effectively implementing Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045 (Action Program No. 49-CTr/TU dated April 13, 2023 of the Provincial Party Committee, Plan No. 699/KH-UBND dated September 21, 2023 of the Provincial People's Committee, Plan No. 4899/SNN-KHTC dated December 5, 2023 of the Department of Agriculture and Rural Development on implementing Plan No. 699/KH-UBND). Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 (Action Program No. 68-CTr/TU dated November 15, 2023 of the Provincial Party Committee, Implementation Plan of the Provincial People's Committee...).

Continue restructuring the agricultural sector in the direction of strongly shifting from agricultural production to agricultural economy, digital economy, and circular economy in agriculture and rural areas. Develop effective and sustainable agriculture in the direction of modernity, green, clean, ecological, and adaptation to climate change through the application of new, smart processes and technologies, rational use, saving input materials, and efficient use of resources. Transform the structure of crops and livestock, increase productivity, quality, and value of agricultural products. Develop comprehensive livestock farming in both quantity and quality, pay attention to developing concentrated livestock farming and farm scale; do a good job of veterinary work to increase the proportion of livestock farming in agriculture (pure).

Some key targets for 2024:

The total value of agricultural, forestry and fishery products (GRDP) at constant prices in 2010 was 22,294 billion VND; the total value of agricultural, forestry and fishery production was 43,435 billion VND; the growth rate (GRDP) was 4.5 - 5.0%.

Rice output: 974,400 tons

Corn output: 220,900 tons

Peanut output: 30,800 tons

Sugarcane output: 1,540,000 tons

Oranges: 35,000 tons

Fresh tea bud output: 110,500 tons

Dry rubber latex output: 7,500 tons

Total herd of buffalo and cows: 796,000 heads

Total herd of pigs: 1,050,000

Total poultry: 34,000,000 birds

Total weight of live meat for sale: 285,000 tons

Concentrated afforestation: 18,500 ha

Forest protection: 962,230 ha

Timber exploitation (planted forests): 1,600,000 m3

Forest cover: 58.0%

Aquatic production: 263,000 tons

Aquaculture area: 22,000 ha

General irrigation: 237,900 ha (of which rice irrigation: 166,000 ha)

Total export value of the whole industry: 400 million USD

The rate of rural people using hygienic water according to standard 4628/BNN reached: 89.5%

Establishment of Agricultural Cooperatives: 20 Cooperatives

New rural construction: 7 communes meet new rural standards, 25 communes meet advanced new rural standards, 6 communes meet model new rural standards.

Develop cooperative economy, link production with product consumption in agriculture and rural areas; rapidly develop agricultural and forestry product processing industry, organize a good service system to increase the value of agricultural products, and increase competitiveness in the market.

Effectively organize the implementation of programs, plans, and projects under the Resolution of the 19th Provincial Party Congress, national target programs in the fields of the industry in charge. Improve the capacity and quality of agricultural and rural labor... to improve production and business efficiency.

In 2024, with the forecast of many difficulties and challenges in the international, domestic and provincial situations; unpredictable developments of weather, epidemics... but with the drastic participation of the entire political system, creative and flexible management mechanisms and especially the efforts of farmers and the business community... Nghe An Agriculture and Rural Development sector strives to complete and excellently complete the planned targets and tasks.
