Focus on speeding up the progress of key traffic projects

On the morning of December 28, the Department of Transport held a conference to review transport work in 2021 and deploy tasks for 2022.

OVERCOME DIFFICULTIES
In 2021, despite many difficulties and challenges, especially the impact of the Covid 19 epidemic, with determination and positivity in direction and operation,transport industryNghe An transport has achieved many results in state management in all management areas of the industry.
Planning, plans, mechanisms and policies have been implemented in a timely and quality manner. Traffic infrastructure management has been strengthened with many synchronous solutions to improve the efficiency of exploiting the traffic infrastructure system. Up to now, the Department has managed and maintained 47 roads with a total length of more than 1,862.2 km.
Accompanying the difficulties of transport units, the Department has directed in the spirit of improving service quality; proactively coordinating with related sectors and localities to create the most favorable conditions for transport business units to implement transport activities to ensure safety and efficiency. Up to now, there are 41 fixed passenger transport units with 726 vehicles operating on 298 fixed passenger transport routes.
The Department continues to focus on directing the enhancement of the quality of training, testing and granting of driving licenses, resolving issues quickly and conveniently for the people. In 2021, 490 car, motorbike and motorbike tests were conducted (compared to the same period in 2020, down 11.8%); 81,000 new, exchanged and reissued driving licenses of all classes were issued.

Traffic inspection work has been strengthened, focusing on areas of public concern such as: Operation of oversized, overloaded vehicles, violations of vehicle body size; violations of road traffic safety corridors, etc. In 2021, 1,610 violations were handled (down 23.3% compared to 2020); fines were paid to the State Treasury in the amount of VND 5.35 billion (down 22.1% compared to 2020).
Traffic safety and order work continued to improve, traffic accidents continued to decrease sharply in 3 criteria. In 2021, 17 black spots and 05 potential traffic accident spots were handled on roads; 18 traffic light clusters were added.

In particular, in 2021, the Department has made efforts to focus on overcoming difficulties, advising the province, seeking the help of the Government, ministries, and central branches, mobilizing and attracting capital, directing strongly, coordinating with all levels and branches to deploy investment in the construction of a number of large, key projects of great significance to the socio-economic development of the province.
The total number of projects invested by the Department with allocated capital in 2021 is 12 projects, of which: 06 projects have been completed, 05 projects are being implemented and 01 project has just started construction. The allocated capital in 2021 is 1,209.9 billion VND, an increase of 16% compared to the same period in 2020.
Estimated output in 2021 is 760 billion VND, equivalent to the same period in 2020. Estimated disbursement of capital plan by the end of 2021 is about 1,209.9 billion VND, reaching 100%, up 21% compared to the same period in 2020.

Collaborateadministrative reformcontinues to have many positive changes: Currently, the Department is implementing 114 administrative procedures, including 68 procedures at level 4, 44 procedures at level 3 and 02 procedures at level 2.
In parallel with performing professional tasks, the Department of Transport pays attention to social security and charity work. In 2021, civil servants, public employees, and employees of departments, divisions, and units under the Department and a number of units in the industry supported and assisted workers in the industry and people affected by the Covid-19 epidemic,... with a total amount of more than 1.18 billion VND. SPEED UP PROGRESS OF KEY PROJECTS
Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh assessed that the transport sector has promoted the tradition of solidarity, overcome difficulties and challenges, successfully completed its tasks, and made important contributions to the socio-economic development of the province. In particular, the sector and localities have made joint efforts in building transport infrastructure.

The Department needs to focus on implementing public investment projects, especially the Department was assigned by the Provincial People's Committee 2 with the key task of building Vinh Airport terminal and seaport to ensure convenient entry and exit for large-tonnage vessels.

In addition, the Department needs to prepare a plan.passenger transportadapt to new conditions during Tet holiday associated with handling illegal vehicle and overloaded vehicle transportation. Pay attention to traffic infrastructure management, increase the life of works to serve more convenient traffic; strengthen management of construction appraisal work; quality management of car training and testing, management of traffic safety corridors, etc.

For localities, the Vice Chairman of the Provincial People's Committee suggested that it is necessary to pay attention to directing the selection of consulting units with quality and economical construction design teams. Districts should pay attention to planning the placement of markers below, planning bus stations systematically to put passenger transport activities in order, avoiding the situation of picking up and dropping off passengers at the wrong places; improving the quality of the team doing site clearance work, implementing the quality of district projects, clearing traffic safety corridors, etc.
