Thanh Chuong: Voters recommend speeding up the Luong-Yen-Khai dike project

(Baonghean.vn) - On the afternoon of November 25, delegates of the Provincial People's Council, including Mr. Ho Dinh Trung - Member of the Provincial Party Committee, Chief Justice of the Provincial People's Court; Mr. Tran Dinh Toan - Deputy Head of the Legal Committee, Provincial People's Council; Mr. Truong An Hung - Vice Chairman of the Board of Directors, General Director of Nghe An Agricultural Materials Company met with voters of Xuan Tuong, Thanh Yen, Thanh Luong, Thanh Duong, Thanh Khai communes in Xuan Tuong commune, Thanh Chuong district.

Mr. Ho Dinh Trung informed voters about the socio-economic situation of the province in 2016 and the content and agenda of the 3rd session of the Provincial People's Council.

At the conference, many voters expressed their excitement about the development of the province in 2016 and agreed with the program and content of the upcoming 3rd session of the 17th Provincial People's Council. Voters frankly raised concerns and problems, requesting the Provincial People's Council to take care and resolve them.

Voter Nguyen Van Thang, Vice Chairman of Thanh Yen Commune People's Council, proposed that leaders at all levels pay attention to quickly resolving the Yen - Luong - Khai dike project. This dike has been implemented for more than 3 years but is currently abandoned. During the flood season, some households were swept away by the water, causing loss of life and property. In addition, the budget for compensation for site clearance is still insufficient.

Voter Nguyen Huu Mai, Xuan Tuong commune, reported the serious deterioration of the power lines running into residential areas. Voters proposed to the electricity industry to replace the wire covers, move the power poles located between roads and ditches, and upgrade the transformer stations so that people can use stable and safe electricity for their daily life and production.

Voter Nguyen Phuc Hoa - Chairman of Xuan Tuong Commune People's Committee participated in giving opinions.

Voter Nguyen Huu Truong, Chairman of the People's Council of Thanh Duong commune, proposed to clearly define the boundary of the Con market landfill between Thanh Duong and Thanh Luong communes.

Some other recommendations from voters are related to issues such as: policies for commune-level officials with intermediate political degrees; specific instructionsResolution 27 of the Provincial People's Council on allowances for part-time People's Council delegates;Quickly resolve the issuance of land use rights certificates; support funding for new rural construction; support for people with revolutionary contributions;Create conditions for mineral mining companies and speed up the construction of sand and gravel wharves in the area.

At the conference, the Provincial People's Council delegates directly explained issues within their authority. Regarding the construction of the Lam River flood control dike in Thanh Yen commune, Mr. Tran Dinh Toan said that the Luong - Yen - Khai dike project is under construction, with slow progress due to untimely capital allocation (currently, the allocated capital is 18.05 billion/36 billion VND, reaching 50%). The Department of Agriculture and Rural Development is actively working with the Department of Planning and Investment and the Department of Finance to continue allocating capital for the project in order to soon complete the project, ensuring flood control requirements and serving production for the people of the three communes of Thanh Luong, Thanh Yen, Thanh Khai.

Regarding the site clearance cost, the Provincial People's Committee issued Decision No. 4309/QD-UBND on allocating the site clearance cost for the project to upgrade the Luong - Yen - Khai dyke with the amount of 2 billion VND. Up to now, the Department of Agriculture and Rural Development has transferred it to the Thanh Chuong District Compensation Council to pay for the affected subjects.
