The Official Dispatch stated that recently, the Provincial Police and the City People's Committee have issued many documents directing the drastic implementation of fire prevention and rescue solutions in general and for apartment buildings, mini apartments, and boarding houses in particular; however, through monitoring, in the whole country in general, Nghe An province and Vinh city in particular, the fire and explosion situation in apartment buildings, mini apartments, and boarding houses still has many potential complications, high risk of fire and explosion, and when fire and explosion occur, it can easily lead to human casualties. In particular, on the evening of September 12, 2023, at lane 29/70, Khuong Ha street, Khuong Dinh ward, Thanh Xuan district, Hanoi, a fire broke out in a mini apartment building causing particularly serious consequences, with a large number of deaths and injuries.

Faced with the above situation, to proactively strengthen the work of ensuring fire safety and search and rescue in apartment buildings, mini apartments, and boarding houses in Vinh city, the Chairman of the City People's Committee requests:

Continue to thoroughly grasp and strictly implement the City People's Committee's directives on fire prevention and fighting and search and rescue work in the past time, especially Plan No. 252/KH-UBND dated November 23, 2021 of the City People's Committee on implementing Conclusion No. 02-KL/TW dated May 18, 2021 of the Secretariat on continuing to implement Directive No. 47-CT/TW of the 11th Party Central Committee Secretariat on strengthening the Party's leadership in fire prevention and fighting work; Plan No. 17/KH-UBND dated February 9, 2023 of the City People's Committee on implementing Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation.

City Police, People's Committees of wards and communes:

- Organize basic review, investigation, re-inspection, and comprehensive inspection of fire prevention and rescue work at 100% of apartments, mini apartments, and boarding houses.in the city according to decentralized authority(focus on checking apartments, mini apartments, and boarding houses with 3 floors or more).During the inspection process, it is necessary to focus on propaganda and guidance to strictly comply with the following contents:

- Check the system's functionality, operating skills, and maintenance of the fire prevention and fighting system; check the common escape routes of apartment buildings, boarding houses, and the back area for each household.(In case of tiger cages, it is necessary to firmly direct that emergency exits must be opened).

- Propaganda and mobilize households to purchase additional equipment for fire fighting and escape, such as: gas masks, rope ladders, slow-lowering ropes, etc. to proactively respond when fire and explosion incidents occur.

- Require the Management Board, the apartment building management and operation unit, and the mini apartment building owners to arrange security guards to be on duty and guard the basement area.(or the first floor is where people park their vehicles)of the apartment building at night to ensure security and order, and to carry out the task of checking the fire prevention system, especially strictly prohibiting charging batteries of cars and motorbikes in the basement area of ​​the apartment building.

At the same time, regularly organize self-inspections and reviews of fire prevention and fighting work in apartment buildings and boarding houses in general and for each household in apartment buildings and boarding houses in particular to promptly detect, correct and immediately fix existing problems that pose a risk of fire and explosion.

- Strengthen the propaganda and dissemination of laws on fire prevention and fighting and search and rescue for the Management Board, the management and operation unit of apartment buildings, owners, owners of mini-apartments, boarding houses and people living there by appropriate and effective forms, such as:Propaganda through loudspeaker systems in communes, wards and towns; direct propaganda through fire safety and rescue inspections; printing and distributing leaflets; propaganda on social networking sites; creating reports and news articles to be broadcast on local television sites...In particular, research and select a number of key apartment buildings to organize direct propaganda for thehouseholds living in apartment buildings in the area and on weekends or weekday evenings(time when people are usually present in the apartment building); focusing on creating videos, clips, and images for propaganda to ensure visuality, vividness, and strong impact on people's psychology and awareness in implementing fire prevention and fighting regulations.

- Review fire fighting plans in apartments, mini apartments, and boarding houses according to the assigned authority, especially for the fire fighting plans of the Fire Prevention and Rescue Police force, promptly update and supplement the plans with handling situations when fires and explosions occur, especially regarding traffic routes, water sources for fire fighting, access locations for rescue and fire fighting...

- Strengthen training in fire prevention and fighting and search and rescue for civil defense forces and grassroots fire prevention forces in apartment buildings, mini apartments, and boarding houses; in which, it is necessary to develop scenarios and organize practice of response plans for complex fire, explosion, accident, and incident situations, close to the reality of each facility to always be ready and proactive in all situations according to the motto“4 on the spot”.

Propaganda content needs to focus on:Advise and warn of risks of fire, explosion and damage caused by fire; maintain requirements for fire prevention, escape, fire protection systems and equipment, electrical systems and related technical systems; manage and use electricity, fire sources, heat sources, flammable and explosive substances, fire and heat generating equipment; activities of the facility's fire prevention force and organize practice of fire fighting plans and rescue plans of the facility; instruct on escape skillsemergency, escape in case of incident, fire, explosion...

City Urban Management Department:

- Pursuant to the Regulations on coordination in managing construction order in Vinh city issued by the City People's Committee in Decision No. 1091/QD-UBND dated March 5, 2023 to advise the City People's Committee to direct the organization of review and inspection of hotels, motels, apartment buildings, mini apartments, boarding houses, English centers, kindergartens that change their functions, use them for the wrong purpose, construct works that are not in accordance with the content of the granted construction permit... completedcompleted by September 27, 2023.

- Regularly coordinate and exchange with functional units under the Department of Construction when appraising planning, granting permits for new construction or renovation of projects, apartment buildings, mini apartments, and boarding houses that are subject to fire prevention and fighting design approval under the management authority. The investor must be required to present documents stating fire prevention and fighting solutions for the projects and fire prevention and fighting design approval certificates issued by the Fire Prevention and Fighting Police Department. In case the above documents cannot be presented, the proposal for planning approval and construction permit issuance must be resolutely not proposed.
